This article presents the finding of an interim evaluation survey commissioned by the Education Bureau of Hong Kong on the effectiveness of the curriculum reform initiated in 2001. Drawing upon change theories for analysis of the study, the article examines the perceptions of both principals and teachers on the effectiveness of short-term curriculum development in schools from 2001 to 2006 through self-administered questionnaire survey as well as focus group interviews. The quantitative survey shows that evaluations from principals were more positive than those of frontline teachers in many aspects of the reform. Data collected from focus group interviews help explain the discrepancy in attitudes of these two stakeholder groups towards the reform. Insufficient knowledge, lack of support and consensus, and top-down initiation of the reform are the reasons accounting for the different responses to the reform. Strengthening professional development programs and developing a culture of collegiality and collaboration are the strategies recommended to improve the implementation of the curriculum reform in the medium-term phase (2007-2011).

This paper explores two current issues in the educational policies and practices of Hong Kong that have been shaped by the emergence of the nation-state and the return of Hong Kong's sovereignty from the UK to the People's Republic of China on 1 July 1997. Since this time there have been two great challenges facing music education. The first concerns how to incorporate diverse cultures, including Chinese music, into a Western-orientated music curriculum; and the second is to find a way to cultivate national identity and democracy through music education. The data presented here were collected via in-depth, semi-structured individual interviews with music teachers, school heads and assistant school heads across 40 primary and secondary schools between 2006 and 2007. The findings can be explained by referring to the shortcomings of multicultural education and the underdevelopment of democracy in Hong Kong's education system.

Human resource (HR) management is defined as the sum of activities employed by an organization to attract, develop, and retain people with the appropriate knowledge and skills for effectively and efficiently achieving organizational goals. An understanding of the HR practices in schools is important, as the assembly of a team of qualified and committed teachers, directly or indirectly, affects the quality of instruction in general and in particular in Hong Kong, where a high wastage rate of new teachers has been recorded. The literature has emphasized the importance of each HR element in school and yet not much work has been done that attempts to link the various HR elements together, even though the complementarities and interdependencies among these practices have been acknowledged. The present study aims to provide a general picture of the HR practices in schools from the perspective of beginning teachers, using a quantitative methodology. In addition, the link between these practices and the beginning teachers' commitment was also examined. The findings confirm the complexity and diversity of HR practices in Hong Kong schools and suggest that the practices in the areas of Training and Development and Working Conditions warrant special attention as they are linked to the affective commitment of new teachers to schools.

This study assessed the dispositional gratitude and its relationships with orientations to happiness and burnout in a sample of 96 Chinese school teachers in Hong Kong and investigated the effectiveness of an eight-week gratitude intervention programme using a pre-test/post-test design with outcome measures of subjective well-being in the same sample of teachers. The results indicated that the dispositional gratitude of teachers correlated substantially and positively with a meaningful life orientation to happiness and with personal accomplishment, and correlated substantially and negatively with the two negative components of burnout: emotional exhaustion and depersonalisation. The effects of the gratitude intervention were evident in the increase in scores on satisfaction with life and on positive affect, especially for teachers in the low-gratitude group. Implications of the findings on the relationships between gratitude and burnout and the effectiveness of gratitude intervention for teachers of different levels of dispositional gratitude are discussed.
