此文是響應聯合國頒布1990年為掃盲年而進行的一項全球合作研究計畫的報告。作者指出，結果顯示香港小學四年級及中學三年級學生的閱讀水平都在國際平均水平之上，但距離成績最好的國家地區還是很遠。而香港社會對中英文閱讀水平的期望，超過學生達到的水平。（關之英整理）

作者認為語言的內容，除了指稱意義外，起碼肯定還有認知意義和社會意義，這樣的話，語言內容其實就等同語言全部內容。因此，考慮語言使用者在使用語言的過程中，不但學習到語言的規律法則，同時也學習了認知意義和社會意義。（何文勝整理）

此文是為響應聯合國在1990年頒佈的掃盲年而進行的一項全球性研究的報告。內容包括：香港中文閱讀水平在國際上的地位；以及香港中文閱讀水平與社會語言態度的關係。研究對象是小四及中三學生。研究結果顯示：香港小四及中三學生的中文閱讀水平都在國際平均水平之上，但距離成績最好的地區還是很遠。其中實用文的閱讀最好，其次是說明文，最差是記鈙文，社會對學生中英文的閱讀水平都超過學生實際能達到的水平，而對英文的期望更比中文高，這似乎不合情理，也顯示中文受忽視。（關之英整理）
