- This paper expresses the concern about the quality of teaching and learning by using action learning (AL) strategy. AL is the process where the teacher monitors and reflects on the ongoing process in reflect-plan-act-monitor cycles. It is suggested that AL is particularly well suited to addressing the problems experienced in the implementation of Target Oriented Curriculum in Hong Kong.
