The growing popularity of e-learning may pose one of the greatest challenges currently facing traditional educational institutions. The questions often asked are how, rather than whether, to embrace this new form of instructional delivery and how to create an appropriate learning environment for the learners. Educational institutions in Hong Kong have the option of adopting programmes or learning materials developed in other parts of the world for local learners, or not. Such an approach of acquiring learning materials is not without risks in terms of the suitability of materials embedded with cultural contents 'foreign' to local learners, or in terms of the suitability of assumptions in the communication context. What are the issues involved in the globalization of education through e-learning? This paper explores - from a critical-dialectical perspective - the implications of globalization on educational policy through cross-border delivery of educational programmes by e-learning, with particular attention given to the threat of cultural imperialism. The paper concludes that Hong Kong seems to be coping with 'cultural imperialism' rather well because of its unique history of being a cross-road for East and West, and also with some recommendations to e-learning providers to mitigate the potential damage of cross-cultural delivery of e-learning.

Lack of shared meaning can make communication difficult for people of different cultures. Perceptions and practical experience are important influences when devising and developing online learning experiences in cross-cultural contexts. In this study, 15 educational designers studying for their Masters Degree were asked to contribute their interpretations to an ongoing study of what meaning and interpretations were generated from a series of different learning environments offered via the Web. Course materials were designed in Australia and delivered into Hong Kong, SAR, and China. Students did not always interpret the visual information in the manner expected by the original designers. This paper discusses the outcomes of the investigation relating students' perceptions of the appropriateness of the western interface design guidelines as they applied them to a number of exemplary Chinese WWW sites, highlighting the cultural differences in meaning and representation.

While Western educators caution against contrived collegiality in the midst of enthusiasm for peer coaching as a form of teacher development, Hong Kong educators are struggling to detach discussion and observation of classroom teaching from staff appraisal. The challenges for this task are twofold: to secure a niche for peer coaching in the practice of staff development, and to ward off contrived collegiality in the course. Using an action research paradigm, the present project attempted to meet these challenges in two schools. As a joint work between various parties, the present project had to negotiate its way cautiously to achieve genuine collaboration and avoid imposition from the administrators and outsiders to the front-line teachers. During the course, innovative strategies were taken to cope with various difficulties, including time constraints, teachers' psychological pressure, and the possibility of contrived collegiality and implementation partnership. The evaluation of the project showed that the teachers generally accepted peer coaching and found it helpful to their professional development. The experience in the two schools indicated that true collaboration might emerge from organizationally induced collegiality under certain conditions.

The idea of active learning was first introduced to kindergarten teachers in Hong Kong in 1981 when they received their in-service teacher education. In a two-year, school-based project, 60 teachers in five schools were asked to create collaborative videos about models of good practices after sharing "effective" teaching episodes with peer teachers who were experimenting with "desirable" learning activities in their classrooms. This study reports on the planning, implementation, classroom ethos and adult support displayed in the project deliverables (videos) so as to portray the kinds of emergent innovations that were being adopted. The findings of the study suggest that there was some significance to the use of collaborative reflection to activate teachers' creativity and sensitivity in giving children's learning first priority in their pedagogy. As well, it points toward using collaborative reflection as an element of teacher education.

Problem-based learning (PBL) has been widely adopted in many university programs. Evaluations of PBL in medicine, dentistry, nursing and social work reveal positive outcomes from both tutors and learners. However, few evaluations have been published about using PBL in teacher education programs. This article reports how the 13 student-teachers in the Integrated Humanities Major Method course at the Faculty of Education, University of Hong Kong evaluated the use of three different modes of PBL delivery, namely: the classical PBL; an alternate pattern of PBL and teacher-led deductive workshops; and a modified PBL using problem-based scenario inductive inquiry workshops. The learning experiences of the student-teachers were captured via an open-ended questionnaire to discuss the feasibility and receptivity of endorsing full or partial use of PBL in the teacher education program. The outcome shows strong preference for the use of the modified PBL approach while the majority agreed the classical PBL style is the most challenging among the three modes.
