Teachers’ beliefs influence educational goals, teaching practices, and learning outcomes, and are thus of great importance for civics research. This comparative study used semi-structured interviews with 17 teachers in Hong Kong and Germany conducted in 2020 to examine teachers’ beliefs about digital citizenship and education in digital societies. The teachers acknowledged the positive influences of digitalization on information gathering and participation opportunities. They also highlighted the threat of manipulation and interference by antidemocratic actors but rarely reflected on the influences of digitalization on the citizenship concept. Teacher education should facilitate discourses about digital citizenship that go beyond traditional competence models. Copyright © 2023 Elsevier.

This article compares two learning units developed by elementary schools in Japan and Hong Kong to engage students in learning about and taking action to promote social cohesion through community participation. We choose two similar learning units for comparison, both focusing on issues related to older people in the community. Based on our analysis of their activity design and practices, we outline five directions for educational practitioners interested in promoting community participation for social cohesion in Hong Kong and Japan: practicing service-learning, promoting social cohesion, learning authentic skills, integrating community participation into the curriculum, and helping students become active members of society. This paper argues for the importance of developing such learning units to foster young citizens' contribution to their communities in post-industrial, ageing societies. A growing body of research has examined the relations of dispositions toward information and communication technology (ICT) to intercultural competence among university students. However, there is little research exploring the associations between ICT-related dispositions and intercultural competence among adolescent students. The mechanism of such relationships also remains unknown. Therefore, from a self-determination theory perspective, this study investigated the relationships of perceived autonomy, competence, and relatedness in ICT usage with global competence--intercultural knowledge, skills and attitudes--among 17,055 15-year-old students from Hong Kong, Macau and Taiwan in PISA 2018. Results of Multilevel Structural Equation Modelling (MSEM) analyses indicated that perceived autonomy in ICT use, perceived competence in ICT use and perceived relatedness in ICT use all positively affected intercultural knowledge, skills and attitudes. Further, the results of the study revealed that the use of social media was a partial mediator in the relationship between perceived autonomy/competence in ICT use and intercultural knowledge/skills; and between perceived relatedness/competence in ICT use and intercultural attitudes. Our findings emphasized the importance of satisfying students' ICT-related needs and acknowledged the role of the use of social media in cultivating their global competence. This chapter aims to explore the novelty and utility of political economy discourse, termed “neo-statism,” as an analytical lens for comparative research in higher education. Analysis is framed within the context of Hong Kong’s transition from a British colony to a Special Administrative Region under China’s sovereignty, and its shifting academic paradigms from a more or less spontaneous philosophy rooted in liberal capitalist economy to embracing neo-statism, which involves market-conforming and state-sponsored approaches to economic and social restructuring whereby the state regulates higher education in support of national integration and global power projection. The statist regulation depends heavily on its deployment of discursive legitimacy, strategic distribution of resources, organizational synergy, and elite cohesion articulated through higher education policy, research projects, and cross-border academic exchange and cooperation. The Hong Kong case suggests that comparative research in higher education should advance from the methodological aspects of the comparative approach to exploring wider theoretical spectrum, for understanding emerging politico-economic factors shaping academic paradigm in comparative contexts. This article analyses the study-abroad identity of Central Asian undergraduate students in a Hong Kong university. It draws on the narrative data to explore the intercultural tensions and challenges they faced in the higher education context, as well as the impact of their study-abroad experiences on their identity-making when integrating into the receiving society. Drawing on Herzfeld’s (2005) concept of cultural intimacy, this article explains the students’ limited participation in local Hong Kong communities and their strong connection to the small, diasporic Central Asian network. It also reveals the co-existence of post-Soviet national identities and a cohesive Central Asian identity in the participants’ identity-making processes. Copyright © 2023 Informa UK Limited, trading as Taylor & Francis Group.

This study investigates different types of social capital which are developed in play-based learning settings through a Family-School-Community partnership. Social capital is understood as the accumulated resources from existence of networks and connections with others. Data was collected through focus groups with 49 principals, senior and class teachers in Hong Kong kindergartens. Bonding social capital is formed in professional development activities among teacher groups while bridging social capital is developed through parental involvement. There is a potential for linking social capital to be mobilized through interactions between schools and community networks. 本文對大灣區國際中文師資培訓課程概況進行介紹，並且通過線上問卷，對來自粵、港、澳三地的112位國際中文師資課程在讀學生（或稱準教師，包括本科生、碩士生和博士生）進行調查，瞭解他們的基本背景、對專業和科目的看法、對畢業後去向的想法、對課程和專業前景的看法等。通過量化的數據分析，我們可以看到粵港澳大灣區中文師資課程的一些共性，也可以看到不同學位等級（本、碩、博）和不同地區（粵、港、澳）的一些特點。我們再從二語師資教育框架，國際中文教育中的“三教”、“三基”和“三化”，以及粵港澳大灣區背景的機遇和挑戰等角度進行討論，反思這些師資課程未來的發展路向和改善舉措。 Copyright © 2023 香港教育大學.

Internationally, there is growing concern regarding the insufficient preparation of teachers in mainstream kindergartens in terms of teaching for ethnically diverse children. As teacher educators, we are concerned about how to help kindergarten teachers in Hong Kong improve their teaching. In this study, we adopted the research approach of phenomenography to investigate the following research question: In what qualitatively different ways do teachers experience the teaching for ethnically diverse children? We conducted individual semi-structured interviews with 26 in-service kindergarten teachers. Four ways of experiencing were identified. Teaching for ethnically diverse children can be experienced as: adjusting instruction (A), expanding modes of expression (B), exploring new possibilities (C), and embracing inclusion (D). We recommend that teacher educators discuss our results with teachers in professional development programmes, making them aware of alternatives and appropriate advanced ways of experiencing such teaching.
