Background: The Education Commission (EC) of Hong Kong, the advisory body set up by the government on the overall development of education in Hong Kong, began developing a policy of education reform in 1998 and published its blueprint in 2000. In 2006, the EC published its fourth official report on the progress of the reform -- Progress Report on the Education Reform (4).
Discussion Focus:The policy document developed in 2000 contains a paragraph that summarises the 14,000 public submissions received by the EC at that time. The EC has adopted this summary as its reform priority. It contains four sociopsychological elements -- joy in learning, effectiveness of communication, creativity, and sense of commitment -- and points out that education for lifelong learning should emphasise more on the inner qualities of a person than personal skills. The policy also recognises for the first time that human knowledge is constructed.
This paper analyses the texts of the 2006 progress report and the 2000 policy document and discovered that the progress reported has essentially neglected the priority stated in the policy.
In parallel with the textual analysis, the paper explores the meanings of the four socio - psychological elements from the perspective of personal inner qualities.
Suggestions: The paper is a reminder that the priority stated in the policy is what the public want and what the EC has promised to act on. It would be undemocratic and negligent for the EC to bypass it quietly. The paper suggests that the deep meanings of the four socio-psychological elements should be explored, to be followed by modification of the strategies of the reform so as to fulfil what the public want. The paper also suggests supplementary empirical studies involving educational professionals to validate the results.

Background: During the era of education reform, the Hong Kong Special Administrative Region has launched a series of measures to enhance the learning of the students and the effectiveness of teaching. In the Curriculum Development Council document, Learning to Learn--the Way Forward in Curriculum, the policy of school-based curriculum is advocated. The aim is to allow "schools to have more autonomy in choosing some contents more relevant to their students so long as they are in line with the curriculum aims, strands, principles of learning/teaching, with justifiable modifications that suit their students most", This paper reports a case study of a local primary school in implementing the school-based curriculum in General Studies (GS) from 2003 to 2006.
Aims: To study why the school initiated such educational change, the strategies teachers employed and difficulties they encountered. Recommendations are made for teachers and administrators who want to initiate educational change in schools.
Sample: The head teacher, the subject panel, level coordinators and subject teachers were interviewed. Parents and students were also invited to fill in questionnaires by the end of the school year.
Method: Qualitative research method such as in depth interview and quantitative research method such as filling in questionnaires were employed.
Results: Most of the teachers claimed that it is the school administration who initiated the adoption of the school-based curriculum policy. Though they tried their best to deal with various difficulties, worked hard, prepared lessons jointly, and claimed that students showed more interest in lessons, some did not have the ownership of the school-based curriculum development.
Conclusion: The implementation and institutionalization of any educational change requires more than willing individual teachers, e.g. the subject panel or level coordinators. Rather, there needs to be a deep re-conceptualisation of the

This is an abridged report on an exploratory research project on the suitability of Andragogy and Action Learning approaches to management education for local adult learners. Adult learners of the Open University of Hong Kong (OUHK) taking hig her-lever courses in business and management were invited as respondents. The objectives were to find out respondents' predominant learning styles, learning preferences, motivation of study and possible influence of local Chinese culture which might have impact on the suitability of the two approaches and management education. The research findings revealed that the predominant learning styles and learning preferences were mainly the Reflector style and Reflective activities, compatible with the general expectation and stereotype of local Chinese learners as discussed elsewhere in various literature, local and overseas. It appeared that Chinese culture would have some impact on the learning styles of local learners. However, the preliminary attempt to est ablish a closer link/relationship between the local Chinese culture and the learning styles by using Hofstede's cultural framework and Honey and Mumford's learning styles typology was inconclusive. The study nevertheless did reveal that the Andragogy and Action Learning approaches were not very much in favour as most features of these approaches did not quite match the predominant learning style, predominant learning preferences or the most important motivation of study of the respondents.
