This paper reveals the complex diversity that underpins ostensibly similar transnational education programmes (TNE), through a comparison of UK TNE in Malaysia and Hong Kong. It draws on data from two different yet cognate studies on the role of UK universities in delivering higher education in Asia. Some fine-grained and informative differences between the ways in which 'value' in TNE is constructed in different host contexts is revealed. The paper brings to light the 'voices' of TNE students and graduates, which are very seldom heard. The arguments adapt and extend the concepts of education as a positional good, and as cultural capital. For various instrumental, intrinsic and personal reasons the authors discuss in detail, UK TNE is more highly valued in Malaysia than in Hong Kong. The paper makes a wider contribution to knowledge on the changing landscape of international higher education and the impact on social and personal (dis)advantage.

Research on transnational Higher Education governance has provided a thesis explaining how East Asian states have successfully selectively blended elements of globalisation in Higher Education with their pre-existing regulatory regimes. However, this paper argues that the thesis overlooks the significance of local politics in understanding the formulation of Higher Education policy, thus insufficiently acknowledging the indeterminacy that arises in the globalisation process. To address this argument, this paper examines the transnational Higher Education development in Singapore and Hong Kong and explains how political resistance and corresponding policy changes that emerged in these two societies help reconceptualise transnational Higher Education governance.

This chapter examines the development of private higher education in Hong Kong since the early 2000s with a focus on the trends of massification and internationalization. It consists of three sections. The first section examines the rationales for privatization of higher education in Hong Kong. The second section delineates the policy initiatives taken by the Hong Kong government to facilitate the development of private education. The third section illustrates the challenges of higher education development at the postmassification stage in the city.

Drawing upon a project on British transnational education (TNE) programmes offered in Hong Kong, this paper interrogates the capacity development impact of TNE on the students, the Hong Kong Government and the programme providers. It addresses the questions: 'What capacity is being developed in TNE operations?' and 'For whom?' Our findings reveal multiple capacities at play. As TNE has been traded between British and Hong Kong universities and facilitated by the Hong Kong Government'slaissez-fairedoctrine, as a commodity in the neoliberal trade-in-education regime, students' interests are often sidelined. This paper calls for a critical reflection on this TNE model.

How can transnational education (TNE) programs be made more effective? According to the literature, no one is in a better position to comment on this question than the students themselves. At the same time, there is a recognized scarcity in the literature of student input into the issue of transnational program effectiveness. In consideration of this need, a research study was conducted to examine the effectiveness of TNE programs from the student perspective. To this end, transnational students' views on the various dimensions of the TNE context were used as a key indicator of the effectiveness of transnational programs. The evaluated dimensions included student, instructor, curriculum and instruction design, interaction, evaluation and assessment, technology, and program management, and organisational support. Data for the study was collected from approximately five hundred transnational students participating in eight transnational undergraduate computing programs offered by four Australian universities in Hong Kong, Malaysia, Singapore and Vietnam. Overall, students from the eight different programs considered in this study were in agreement as to the factors they perceived as most important to the effectiveness of transnational programs. As anticipated and confirmed by the literature, students were of the view that their own motivation, self-discipline, and the ability to work independently, as well as in a team, was a pre-condition of an effective program. With respect to instructors, students attached the greatest importance to the instructors' ability to understand program requirements and student needs, use communication skills effectively, and be well prepared and organized. They were also in agreement regarding the importance of instructors' experience with technology- based programs and their ability to provide well-designed syllabus and presentation outlines. This paper reports on Stage 1 of a learning and teaching project focused on students studying in the Chinese and English language delivery of transnational Master of Business Administration (MBA) programs of an Australian university. The programs are delivered using limited and intensive face-to-face teaching augmented by self-directed and web-based learning, and ongoing (mainly email) contact with lecturers before and after they have returned to Australia. The aim of this stage of the project is to provide a greater understanding of students' instructional preferences so that, where appropriate, lecturers can better scaffold learning and teaching arrangements (Stage 2 of the project) to assist them to meet the learning objectives of the MBA program. Survey data were collected from students studying the MBA in Hong Kong and Singapore in English (EMBA), and in Hong Kong, Singapore and Taiwan in Chinese (CMBA). Findings demonstrate that whilst students ranked teacher-directed face-to-face instructional delivery highly, they also indicated that an independent, web-based learning environment was their least-preferred approach to learning. These findings put lecturers in a more informed position when it comes to them planning how to best assist students from Confucian-heritage backgrounds to work productively and successfully in their studies.
