Portfolio assessment, as an alternative writing assessment approach, has received growing attention in the past few decades. Although the benefits of portfolio assessment are well validated, there is a dearth of empirical research on how portfolio assessment can be sustained over time and the support teachers need to sustain portfolio assessment practice in their teaching contexts. To fill this significant void, the present study examines the influences that contribute to the sustainability of portfolio assessment in second-language writing. Drawing on data from interviews with the principal, English department chair and four English teachers from one elementary school in Hong Kong, as well as classroom observation and teachers’ team meeting observation, the study revealed that administrators’ role in dispersing decision-making authority to teachers, exploiting learning opportunities and providing a stimulating environment for teachers, and the sharing of common vision and goals, as well as collective flows of learning among team members, are the cornerstone of transformation and sustainability for the practice of portfolio assessment. The paper traces the evolution of the Centre for Learning Enhancement And Research (CLEAR) at The Chinese University of Hong Kong (CUHK) from early 2002 to the end of 2021. The University needed a centre to support both institutional and local (department and faculty) needs and aspirations for enhancing teaching and learning. Five key strategies adopted by CLEAR are: embedding the practice of existing teachers into policy development, localizing quality-assurance processes, relating professional-development activities to career development, involving students, and producing research evidence from within the Hong Kong context. The evidence base that supports these strategies, and the cultural and community factors involved, will be woven into an evidence-based narrative that spans 20 years. Purpose: This study aims to explore barriers and pathways to a whole-institution governance of sustainability within the working structures of universities. Design/methodology/approach: This paper draws on multi-year interviews and hierarchical structure analysis of ten universities in Canada, the USA, Australia, Hong Kong, South Africa, Brazil, the UK and The Netherlands. The paper addresses existing literature that championed further integration between the two organizational sides of universities (academic and operations) and suggests approaches for better embedding sustainability into four primary domains of activity (education, research, campus operations and community engagement). Findings: This research found that effective sustainability governance needs to recognise and reconcile distinct cultures, diverging accountability structures and contrasting manifestations of central-coordination and distributed-agency approaches characteristic of the university's operational and academic activities. The positionality of actors appointed to lead institution-wide embedding influenced which domain received most attention. The paper concludes that a whole-institution approach would require significant tailoring and adjustments on both the operational and academic sides to be successful. Originality/value: Based on a review of sustainability activities at ten universities around the world, this paper provides a detailed analysis of the governance implications of integrating sustainability into the four domains of university activity. It discusses how best to work across the operational/academic divide and suggests principles for adopting a whole institution approach to sustainability. Copyright © 2023 Emerald.

STEM education is an important approach for preparing students for a competitive workforce with essential skills in the 21st century. However, successfully implementing STEM education in primary and secondary schools presents a variety of challenges. The study suggests that a neglected challenge in the literature is how to sustain teachers’ positive emotions toward STEM educational work, which may cause teachers to be more engaged in, motived by, and committed to STEM education. Therefore, the study aims to contribute to the literature by investigating the mechanism of the construction and suitability of teachers’ emotions toward STEM educational work based on a single case study conducted in Hong Kong from the social constructionist perspective. The major findings of the study indicate that (1) positive emotions toward STEM educational work may be constructed by the teacher’s positive interpretation of the work, i.e., STEM educational work as the facilitator of students’ overall development and that (2) positive emotions toward STEM educational work may be sustained by enabling school institutions to have the elements of shared power, administrative support, and the value of a whole-person education. Hong Kong has publicly declared its intention, via its cultural policy, of becoming an international cultural metropolis. This has been matched, on the part of its educational reforms, by a commitment aimed at ensuring that students are fully prepared to meet the multifarious work and life challenges of the future. Forming a potential bridge between the two sectors is arts education, formally recognised as fostering the necessary skills of appreciation, creativity and expression and of enriching the cultural literacy of individuals and society, thereby providing the soil, nutrition and impetus for cultural development. This study adopted the analogy of cultural policy and arts education policy as the two wings of the same bird which, when working in unison, have the power to yield rewards at both a sectoral and at a stakeholder level through the occurrence of mutually-beneficial synergies, in order to investigate the degree to which this was presently taking place. Via an ecological research perspective characterised by a focus on the layers of interconnectedness and interrelatedness among the various stakeholders within and across Hong Kong’s cultural and arts education sectors, the methodology drew on the salient features of both the “ecological worldview” and the “interdisciplinary and transdisciplinary” types to more fully understand perceptions as they related to the policies’ fundamental elements of “conceptualisation”, “communication” and “operationalisation”. As a means of answering the three research questions guiding the study, the data gathering and analysis stage was concerned with the collection of the relevant policy documentation, an online cultural and arts education policy questionnaire, and a series of semi-structured, in-depth interviews. The findings revealed that while evidence exists of a variety of intra- and inter-sectoral partnerships, this is not being matched by a strategic vision at a policymaking level that clearly demonstrates how such collaborations

An overview is presented of a three-year project aimed at helping Chinese language teachers in Taiwan refine ways that Chinese, an ideographic language that differs markedly from alphabetic English, is taught in primary schools. Guided by university staff in Taiwan, Hong Kong University and a Taiwanese non-government social enterprise, 20 experienced Taiwanese Chinese language teachers visited Hong Kong, observed literacy lessons, held in-depth discussions with principals and teachers, and engaged in seminars that helped them reflect on ways to modify practice in Taiwan. Back in Taiwan, they tried out techniques witnessed in Hong Kong, shared their experiences with colleagues in and beyond their own school, and evaluated their relevance for language teaching in Taiwan. Experiences were exchanged via practical demonstrations of techniques, video-recordings of lessons, accounts of new ways to teach Chinese, interviews and progress reports on an Internet forum. The outcomes are an example of positive teacher change.
