Private tutoring has become a widespread phenomenon worldwide, partly due to the global trend of marketisation and commodification of education. Informed by a discursive view of identity and through multimodal discourse analysis, this study aims to unveil part of the shadow education discourse by investigating the identities of 41 English language tutors portrayed in their biographies on the websites of six leading tutorial schools in Hong Kong. The findings suggest that the tutors project identities as (1) an authoritative exam expert, (2) a popular star, and (3) a well-qualified English language teacher. These multiple identities overlap and collectively create an 'exam expert-star-teacher' hybrid identity. The study sheds light on how implicit values and beliefs about shadow education are created and manifested in educational and social discourses, particularly when biography in tutorial advertisements is a prevailing commercial genre with promotional purposes. Higher education systems are in a constant state of change nearly everywhere. In particular, the changes in the socio-economic context caused by the impact of globalisation have inevitably led to changes to the university sector. Since capitalism has generated new global infrastructures that information technology has played an increasingly important role in the global economy, the popularity and prominence of information technology has unquestionably changed the nature of knowledge, and is currently restructuring higher education, research and learning. It is in such a wider policy context that an increasing number of institutions of higher learning are being established with new missions and innovative configurations of training, serving populations that previously had little access to higher education. Apart from accommodating a larger number of students, higher education institutions are required to improve their administrative efficiency and accountability in response to the demands of different stakeholders like government, business, industry, and labour organisations, students and parents as well. The present paper reflects upon the impacts of globalisation on national policy, with particular reference to examine how the higher education sector in Hong Kong, Taiwan and Mainland China has been transformed under the increasingly popular / global tide of marketisation and decentralisation. There are a lot of changes in common between the higher education sector in Hong Kong, Taiwan and Mainland China and that of elsewhere, which suggests that higher education developments in these societies have been affected by the similar trends of globalisation. But before we jump to this conclusion, maybe we should also bear in mind an alternative hypothesis that local factors are crucial and determining factors for changes. More specifically, this paper sets out in this wider policy context to compare and contrast the similarities and differences in terms of the copying strategies

University education has been thrust into the limelight by policymakers in Hong Kong and Singapore in recent years. Reforming university education thus has become a norm for both city-states. This article reviews and compares some recent developments in the university reforms in both city-states. It argues university education, as a public policy area, is not immune from the profound influence of such concepts as accountability, performativity, quality assurance and market relevance, which prevail in a wider policy context of public sector reforms and governance changes. Hong Kong and Singapore's university reforms are similarly extensive, ranging from the admission mechanisms through to the governance and funding systems. This article has four main sections. The first sketches a paradigm shift in the policymaking process and the changing state-university relationships in the age of globalization. The second reviews and compares some recent developments of the university reforms in both city-states. The third turns to assess the impacts of the reforms on university stakeholders. The final section is the conclusion.

Globalisation and the evolution of the knowledge-based economy have caused dramatic changes in the character and functions of higher education in most countries around the world. However, the impacts of globalisation on universities are not uniform even though similar business-like practices have been adopted to cope with competition in the global marketplace. The pressure for restructuring and reforming higher education is mainly derived from growing expectations and demands of different stakeholders in society. In the last decade, government bureaucracy, public service institutions and higher education institutions and universities have been significantly affected by the tidal wave of the public sector reform around the world. Apart from improving the efficiency and effectiveness of public services, universities are confronted with a situation in which the principles of financial accountability and responsiveness to stakeholders prevail amidst the massification stage under the condition of global economic retrenchment. In response to such pressing demands for change, policies and strategies of decentralisation, privatisation and marketisation are becoming increasingly popular measures in university governance. Reform strategies and measures like quality assurance, performance evaluation, financial audit, corporate management and market competition are adopted to reform and improve the performance of the higher education sector. This article examines the most recent higher education reforms and restructuring in Hong Kong, Taiwan and Mainland China, with particular reference to the issues related to globalisation of decentralisation and marketisation in higher education.
