校長是一所學校的靈魂，掌握著學校領導和管理權，是學校教育成效高低的關鍵。國際上19世紀末以來的學校管理課程的發展深刻影響著香港中小學校長培訓。香港中小學校長的培訓分為三個階段：擬任校長、新入職校長和在職校長，其培訓課程管理由香港教育局提供理論架構。其培訓特點有：培訓模式靈活多變；社會多方共同培訓校長；甄選大學參與校長培訓；善用公共資源，分擔培訓費用。展望新時代的香港中小學校長培訓，應加強對在職校長的專業支持，強化校長工作考績與個人專業發展的聯系，鼓勵校長持續專業進修，持續加強對香港校長的國史及國民教育。 A principal is the heart and soul of a school. As the leader and manager of a school, a principal is also the key to the effectiveness of school education. The international development of school management courses since the end of the 19th century has a profound impact on the primary and secondary school principal training in Hong Kong. The principal training in Hong Kong is divided into three stages of training: proposed principal training, newly appointed principal training and in-service principal training. The theoretical framework of the training courses is provided by the Hong Kong Education Bureau. The characteristics of the training are as follows: the flexible training mode, training principals by the multi-party society, selecting universities to participate in the principal training, making good use of public resources and sharing training costs. Looking forward to the primary and secondary school principal training in Hong Kong in the new era, the professional support should be provided for in-service principals, the connection between the principal’s work performance and his professional development should be strengthened, principals should be encouraged to continue their professional training, and the national history education and national education should be strengthened for principals in Hong Kong. The absence of women academics in the most senior ranks and leadership roles in higher education is both an international phenomenon and an enduring social justice issue. This article provides an original insight into the 'policy' response to the underrepresentation of women academics as senior leaders in three case-study universities in Hong Kong. Based on documentary analysis and interviews with 35 women academics, the research indicates: 'gaps' between institutions voicing a commitment to gender equality and actual practice; middle management being a 'sticking point' in bringing about cultural change; a lack of understanding by some male colleagues of the barriers women face in the profession; a rejection of positive or affirmative action by interviewees; and a policy context that is focused upon equal treatment. In this paper, we review the challenges of sustaining effective teacher professional learning in Hong Kong and propose that professional learning could enable teacher innovation, and teacher innovation reversely rejuvenates professional learning. We also argue that greater exploration is needed of how professional learning is theorised in relation to broader themes that influence it. These key themes explored have significant implications for both organisational and wider systemic culture and practice both in Hong Kong and in systems around the world. Copyright © 2020 IPDA.

Given substantial school autonomy in Hong Kong, different school leadership practices can yield different school environments for teachers, different degrees of teacher empowerment, and different civic teaching approaches. Principals can influence their school environment in civic learning and allocate resources to support civic education. Considerable attention has been given to the concept of ‘leading for learning’ (Goker, 2006) but there has been little attention given to civic learning in schools and how it might be facilitated by principals (Xu and Law, 2015). Given the volatile and uncertain external environment that students as future citizens face, civic learning must now be considered a priority. Kennedy, Li and Chan (2015) and Kennedy and Li (2017) have shown that school level factors can influence students’ civic learning, although the results are somewhat mixed, clearly this requires further investigation. This study extends this line of research by examining how principals create school civic teaching environments and how these influence teachers in their roles as civic educators. The results showed that the complex historical-cultural and socio-political contexts of Hong Kong have influenced school leadership when it comes to teaching civics, and the researcher has highlighted three main patterns of school leadership needed for civics teaching. When school leadership lacked a clear vision of citizenship education (pattern 1), most teachers were compliant and avoided dis-cussing sensitive political topics with their students. When school leadership mediated the diverse needs of students and balanced the different expectations of school stakeholders (pattern 2), there were both compliant and critical teachers. When school leadership had a clear vison of the school’s civic mission (pattern 3), the results differed across schools. These findings implied that principals have to significantly shift their understanding of the purposes of citizenship education

This study attempts to identify the leadership practices in Hong Kong pre-primary schools, and to examine their impact on children's learning. A total of 287 key stakeholders, including principals, curriculum leaders and teachers, completed the questionnaires. The study adopted a structural equation model to examine the dimensions of leadership practices. The results of confirmatory factor analyses suggest that core leadership practices can be measured in accordance with the following four dimensions: setting directions for curriculum design and development; developing people in schools; building a collaborative and reflective culture; and improving teaching effectiveness. Multiple regression analysis reveals that the implementation of those leadership practices has a positive influence on children's whole-person development in terms of knowledge, skills, and attitudes. This evidence confirms the findings of previous studies that children's development and learning are enhanced through teacher leadership practices in schools.

With restructuring characterising many school systems throughout the world, and major change leaving few schools untouched, school leaders are facing major challenges. This study focuses on a group of Hong Kong principals who conceptualise some of their challenges as dilemmas. The paper draws on previous literature to highlight the importance of articulating principals' perceptions of dilemmas in their daily lives, and identifies typologies and categories of dilemmas. It notes that dilemma research to date is grounded in Western examples and cultural settings, and that dilemmas faced by principals in non-Western settings have been ignored. Analysing dilemma situations recounted by Hong Kong principals, we identify the sources, coping mechanisms and outcomes of their dilemmas and examine the relationships between these phenomena. Among our findings are that dilemmas are multifaceted and irresolvable situations, and that principals tend to rely on a narrow range of deeply embedded Chinese cultural values as coping strategies. Studies on school leadership in Hong Kong have mainly focused on primary and secondary schools, with only a handful of studies looking at leadership in early childhood education. This paper aims to report the findings of a study on strategic leadership in Hong Kong's kindergartens. It discusses the challenges that Hong Kong kindergarten leaders are facing and the need for practising strategic leadership. It then reports the findings of practices valued by the leaders of Hong Kong kindergartens. The findings of this study reveal, that apart from the abilities to exercise sound planning and management in school, leaders' reflective, flexible and systems thinking and their willingness in continuous professional and network development are crucial to leading today's kindergartens. This study also indicates that leaders' contextual intelligence is important for exercising strategic leadership. The significance of this study lies in its contribution to the investigation of leadership practices in early childhood education, the need to further explore how well kindergarten leaders are practising strategic leadership and the implications for the development of principal preparation programmes.

Purpose: Empirical research on leadership for social justice is in progress in many parts of the world. The purpose of this paper is to explore principals' school-leadership journeys in response to social-justice issues caused by specific contextual changes at times of uncertainty. It seeks to answer the following key questions: What social-justice issues do principals identify as arising from their schools' transformation due to contextual changes? How do principals practise leadership for social justice in response to these contextual changes at different levels? Design/methodology/approach: This paper is based on qualitative data from a cross-case study of two principals' school-leadership journeys. The authors pay particular attention to the understanding of leadership for social justice grounded in principals' efforts to foster equality in learning development for a diverse student population. Findings: Timely adverse conditions may be required to foster leadership for social justice in schools. The principals reacted to contextual changes at several levels, planning and implementing innovative and flexible interventions to ensure equality in students' learning development. These findings contribute to international accounts of educational leadership. Research limitations/implications: This study of leadership for social justice in schools is contextually specific. Therefore, more empirical comparisons of school leadership are required in future studies, as principals' practices vary between education settings. Originality/value: This paper offers insights into the evolution of leadership for social justice in schools in response to contextual changes. Principals' leadership strategies can be reoriented and their actions reshaped to overcome threats to social justice in schools. Accordingly, although leadership for social justice in school communities is culturally and pedagogically inclusive, it is also socially distinctive.

Learning Study has been implemented for teacher professional development in Hong Kong since 2000. Guided by variation theory, Learning Study has three unique features. First, it focuses on student learning of the object of learning in planning, teaching and reviewing lessons. Second, variation is used as a pedagogical tool for lesson design in the hope of enabling students to discern the critical features. Thirdly, teachers collaborate together throughout the process of planning, teaching and reviewing lessons (Lo, et al., 2005). However, sustaining Learning Study may be inhibited by many challenges, including teachers’ pressures from the examination-oriented system, heavy workloads, pressures from parents and lack of support and trust among staff (Zhang, 2015). How to sustain Learning Study in schools is yet to be explored. This presentation reports a study investigating the Learning Study practices in two Hong Kong schools (a primary school and a secondary school), which have adopted Learning Study for teacher professional development for over 10 years. The study utilized qualitative research methods including interviews with school leaders and teachers (2 leaders and 4 teachers from each school) and observation of Learning Study activities to identify the forces facilitating and inhibiting Learning Study in the schools.
Content analysis (Northcutt & McCoy, 2004) of the data from interviews and observations was conducted and the data were coded with the theoretical framework in Markee (1997), which categorizes the contextual factors facilitating and inhibiting the sustainability of Learning Study into four aspects: features of Learning Study, macro-context (e.g., socio-economic development, education reform, teacher education), school leadership practices (e.g., understanding and developing staff in the school; designing organization and cultivating a learning culture; managing internal and external resources) and teacher characteristics (e.g., personality, motivation

Purpose – Over the past decade, studies of school leadership effects have increasingly aimed at identifying and validating the paths through which principal leadership impacts key teaching and learning processes in schools. A recent meta-analysis by Robinson and colleagues identified principal practices that shape teacher professional development experiences in schools as the highest impact path used by instructional leaders. The purpose of this paper is to examine relationships between principal leadership, dimensions of school capacity, and teacher professional learning in 32 Hong Kong primary schools. Design/methodology/approach – The study employed a cross-sectional research design and quantitative methods to analyze teacher perceptions of principal leadership and key school conditions. The research employed hierarchical linear regression analysis to explore survey data collected from a sample of 970 teachers. The surveys covered a range of principal leadership and school capacity dimensions, as well as a measure of teacher professional learning. Findings – Results indicated that multiple dimensions of principal leadership made significant contributions to both school capacity and teacher professional learning. The presence of cooperation, trust, communication, support for students, and alignment, coherence, and structure in schools also affected teacher professional learning. Research limitations/implications – These findings contribute to the global discourse on leadership for learning. The study addresses the need established by multiple scholars (e.g. Leithwood, Hallinger, Heck, Robinson, Witziers) for research that further illuminates “paths” and “intermediate targets” through which leadership impacts teaching and learning. The findings elaborate on the means by which leadership can enhance school capacities that directly impact teacher classroom practice and student learning.
