Based on critical discursive analysis and empirical studies, this study sheds light on policy initiatives aimed at turning Hong Kong (HK) into a higher education hub. Its findings come from questionnaire surveys distributed to 1060 overseas students who studied in HK universities between 2019 and 2021. Three paradoxical issues are identified: the mismatch between policy orientation and students’ preferences, the segregation of international and local students in university life, and the dilemma of the city's positioning as a talent pool or stepping stone. The case of HK highlights the contrast between the discursive imaginaries and lived realities stemming from its projection as an education hub in non-Western societies. Copyright © 2024 Elsevier Ltd. This paper explores how mobility is experienced differentially in international education, through a comparison of two ostensibly very distinct student groups. Both groups have non-UK citizenship and have studied, or are studying, for a British higher education degree – one in the UK, the other in Hong Kong. Through a dual focus on the materialities and mobilities within international higher education, we consider the extent to which physical mobility across borders is a defining feature of the experiences and outcomes of those engaging in international education. We argue that combining perspectives of mobilities and materialities challenges simplistic dichotomies of im/mobility amongst students and unsettles the boundaries between onshore and offshore international education. This qualitative study investigated the impact of online education on the learning and peer interaction experiences of students from eight universities in Hong Kong over the COVID-19 pandemic in 2020. It employed an expansive and spatial notion of translanguaging to explore the process by which students drew on the affordance of virtual communication environments to communicate, study and develop new identities. The findings suggested (1) the students strategically mobilised manifold multimodal resources to constitute their communicative repertoires that facilitated smooth intercultural communication and academic success; (2) such communicative competence centralized the mediating effect of digital semiotic systems and thus might empower the students with disadvantaged language skills; and (3) through translanguaging acts the students developed a virtually translocal identity with an expanded experience of internationalisation of higher education whereby the increasingly interwoven physical and virtual spaces bring extended social networks, learning resources, and career opportunities.
