This article, written by Meng Deng of Beijing Normal University and Kim Fong Poon-McBrayer of the Hong Kong Institute of Education, reviews and analyses the reform of special education in China, the challenges confronting Chinese special education provisions, and how the Chinese inclusive education model, namely 'Learning in Regular Classrooms', has been shaped by the pragmatic needs aligning with the nation's economic and social developments. In an effort to provide wider school access, the current inclusive education model has become the form of educational placement that serves the majority of students with disabilities in China. The authors conclude that reforms in the last two decades have resulted in dramatic changes and progress in many facets of special education service delivery, school structure, administrative monitoring mechanism, and instructional practices. However, the current Chinese special education service structure is still shaky, with inadequate resources, personnel preparation and support at the local level. Fundamental changes to the examination-oriented mainstream education system are still needed, to enhance the quality of education for students with special needs.

Integration or inclusive education is a hot issue and a global trend. Different countries value the policy of integration or inclusive education through whole school approach but may be with different progress on the track. This essay intends to compare the education system of Finland and Hong Kong as any change in the general education system shapes the mechanism of and the provisions to the special education. The scholarly study of other education system will help us to get deeper understanding of our own system and so can work for its improvement (Bray, 2004). The approach of comparison will be adapted from Bereday’s Model for Undertaking Comparative Studies.

This study examined teaching efficacy for inclusive practice in a pre-post matched-sample of 737 teachers in Hong Kong taking a basic university-level course in inclusive education. The results demonstrate that regardless of demographic variables such a course is effective in improving teacher efficacy for inclusive practice, with female teachers making larger gains in the area of managing behaviour when compared to their male counterparts. Further, increased knowledge of legislation and policy, and a reduction in concerns about inclusive teaching were found to be the major predictors of improved teaching efficacy for inclusive practice.

The integration of children with disabilities in mainstream early childhood settings is a common practice in many developed and developing countries world-wide. A number of key points have been raised concerning such integration, including the increased attention to civil education about the rights of persons with disabilities, training for teachers, and close communication between the government and the mainstream schools. This paper presents a qualitative study of these critical issues in the context of integrated early childhood centres in Hong Kong. These centres operate under an integration policy inherited from the British colonial period. This policy lies within the larger philosophical context of Confucianism with its commitment to excellence, which makes for an intensely competitive schooling environment. Thus, the story presented in this paper is a collection of multiple perspectives of parents with and without children with disabilities, teachers, and school principals on the topic of integration. Looking at the bigger picture, we argue that rather than simply inheriting a policy that is prone to bureaucratic machinations, the policy must be adopted and owned within the local settings if it is to work properly. The implications of this study resonate with integrated education in settings that may be very different from the ones described herein.

This study aimed at providing explanation and prediction of principals' inclusive education intentions and practices under the framework of the Theory of Planned Behaviour (TPB). A sample of 209 principals from Hong Kong schools was surveyed using five scales that were developed to assess the five components of TPB: attitude, subjective norm, perceived behaviour control, intention, and behaviour. Rasch analysis was utilised to examine the psychometric quality of the scales and generate principals' measures, which were subsequently subjected to path analysis to investigate the relationships among the five components. The results revealed a good model-data fit. Principals' attitude and perceived subjective norm were strong and significant predictors of their intention to implement inclusive education. The predictive power of perceived behaviour control on intention was not significant. Intention and perceived behaviour control were found to have significant predictive power for principals' reported inclusive practice. The implications of the findings are discussed.

This paper reports the results of an international study examining preservice teacher reports of teaching self-efficacy for inclusive education; principally focusing on the explanatory relationship between a scale designed to measure teaching self-efficacy in this area and key demographic variables within Canada, Australia, Hong Kong, and Indonesia. The study builds on earlier work by this research team on attitudes towards inclusion and offers a more comprehensive picture of preservice teachers' preparedness to teach in inclusive classrooms. Data were collected from 380 preservice teachers in four countries. Results indicated that strong international differences existed. Other factors impacting responses regarding teaching self-efficacy for inclusion include the type of teacher preparation program offered by the institution; variations in the level of knowledge about inclusion law and policy; previous interactions with people with disabilities; confidence levels in teaching people with disabilities; and, prior teaching experience and training in working with students with disabilities. Implications for ongoing development of international teacher preparation programs are discussed within the context of improving self-efficacy.

Achieving equality remains a major challenge in schools globally. In Hong Kong, the current education policy has a core value that all students have the right to learn. Policy-makers and school personnel are struggling to find ways of catering for diverse learning needs in schools. Early in 2006, a self-initiated inclusive educational project has linked one mainstream school and a special school. Their project can be seen as a pioneer in the field of education, for it provides concrete recommendations to other education practitioners on initiating whole-school participation and joint-school partnerships, integrating such collaborations into the culture of the school, and encouraging teachers committed to student voice and engagement. This article records the qualitative case study comprising the teachers' self reports to demonstrate how teachers re-shaped their perceptions, beliefs and behaviours as they developed and implemented a school-based inclusion project. It is expected that the findings of this study will assist educators to further understand present challenges in the school system regarding managing diversity and attaining inclusive education goals. In particular, local schools are now facing the challenge to implement inclusive education.
