This chapter considers the articulation of education discourse through visual representations of curriculum policies in Australia, Hong Kong and Singapore under the umbrella of the Global Childhoods project. We are concerned with the ways that policy and culture are co-implicated in the everyday lives of children in global cities. We explore how, in contexts of high-stakes testing, rankings and intense competition, discourses of education are depicted in officially produced visual texts. Texts selected for analysis here focus on curriculum content, learning, and the imagined skills and characteristics of idealised learner-citizens. Drawing insights from social semiotics and using Foucauldian notions of discourse and governmentality, we show how these visual policy texts represent education in broadly instrumentalist terms concerned with “what” and “who” is being taught in a nation’s schools. In all three study sites, these concerns connect to broader economic and social goals, and tacitly reiterate ideologically inflected narratives concerned with the purposes and potential of education. We highlight distinctions between visual policy texts that acknowledge education as an interconnected human endeavour, and those that rely on imagery and bounded lists. We also argue that such images and lists are largely devoid of reference to the students, teachers and societies. Transmitting traditional music for sustainability has been a common theme in global music education. Recently, the school systems of Hong Kong and Guangdong have been encouraged by governmental authorities to teach Cantonese opera aiming at enhancing the sustainability of the genre and promote a Chinese cultural identity within students. This paper details a survey of school music teachers working in Hong Kong and Guangdong examining the current state of Cantonese opera teaching in the schools of both regions and investigate how it is affected by teacher variables including their interest in Chinese opera, the confidence in teaching the subject, and their perceptions of their Chinese cultural identities. A total of 1,974 valid questionnaires were received and examined. Descriptive and inferential statistics including MANOVA and chi-square tests were used to analyze the data. Findings reveal that Cantonese opera teaching is limited in both regions. While teachers are modestly interested, confident, and knowledgeable about teaching the genre, there is a significant relationship between the music backgrounds of teachers and their interest in Cantonese opera. The article discusses the findings within the context of a historical predominance of Western music within music education curricula and wider societies. Implications for policy makers are proposed. Drawing on findings from the extensive questionnaire survey and intensive case studies we conducted in Hong Kong secondary schools, this paper examines the interactions, tensions and gaps among the various stakeholders' visions, concerns and priorities as identified in the ongoing school reform. We examine the classroom dynamics of teaching and learning, the interactive pedagogical relationship involved, as well as the embedded institutional complexity in the schooling process, in order to understand what underlies the curriculum policy and education reform within the mainstream system. In view of the paramount significance of its evolvement in actual operation, we argue that education reform ought to be taken pragmatically but programmatically as the complexly embedded cultural process in which all the local practices and values of its stakeholders operate in the same cultural space. By conducting research on that interlocking cultural process, we also identify new options for Cultural Studies when education is taken seriously as the core of our intellectual project.

Among the various approaches that can be used to try to bring about changes in educational initiatives, the main strategies have been broadly classified into three types; those that center on problem solving processes, conceptual changes, and the power and authority of some agents over others (Morris 1996). In a highly centralized educational system such as Hong Kong, the change strategies employed in curriculum initiatives have always been associated with the third. Curriculum renewal tends to be imposed on teachers from the top such as the Education Department. Teachers as one of the major participants in the curriculum development process are rarely involved in the planning and decision-making.
This paper describes phase one of a one-year school-based teacher development initiative in which English teachers of a primary school take the initiative in making changes to their existing curriculum with on-site support from a team of teacher educators. This teacher development project aims at adopting a problem-solving and interactive approach to teacher change in curriculum initiative. It also attempts to explore the roles of teachers and teacher educators in the process of collaboration. It intends to seek the interface between theory and practice in the local educational context, in particular in empowering teachers through mutual communication, negotiation, consultation, rather than top-down persuasion.
This paper also reports the preliminary findings from the qualitative data collected and discusses implications in relation to interactive curriculum change strategies, the interface between theory and practice, and the roles of teachers and teacher educators in a collaborative project.
