This study systematically maps the research trends in the domain of “shadow education” over the last 40 years using metadata extracted from the SCOPUS database. The results reveal that the outputs of shadow education research have grown exponentially within the last decade. Bray and his colleagues from the University of Hong Kong, East China Normal University, and the Education University of Hong Kong have been the most prolific and influential research team. They are followed by Park and Byun from the USA, who have mostly worked on East Asian contexts. The USA, Hong Kong, South Korea, and the People’s Republic of China, have been the main sources of contributions and the University of Hong Kong has been the leading university in this field. Educational studies, economics, psychology, linguistics, and sociology have been the main disciplines researched within shadow education. Shadow education studies have revealed how shadow education can be a major instrument for maintaining and exacerbating social inequalities. They have also largely focused on the tangible (quantifiable) benefits related to improving students’ examination results. This study’s results stress the importance of regulating the private tutoring market, suggesting areas for ongoing research. © 2023 Emerald Group Publishing Limited.

Over the last three decades, there has been considerable transformation of global higher education institutions from a traditional role of teaching towards a contemporary role of diversified teaching, with intensive research and knowledge transfer taking place locally and internationally. Institutional transformations in Hong Kong’s higher education system over the last decade were no exception. Decentralised governance, increasing public accountability, social and economic responsibilities, enhancing quality and research excellence, sustaining society’s development through community engagement and knowledge transfer are essential changing functions and missions driving knowledge transfer strategy differences in the process of dynamic transformation. Knowledge transfer literatures reveal that they are usually associated with the third mission of higher education institutions, particularly in the knowledge-based economy context while facing society’s demanding role expectations and institutions’ fundamental transformation needs. To succeed in knowledge transfer and achieve the third mission, do different knowledge transfer strategies matter at the institutional and academic-based levels for striking challenges derived from the contemporary role and the mission of institutions? Nevertheless, different conceptual understandings of knowledge transfer, say interpreting from policy, implementation, organisation, and developmental perspective, may result in different interpretations on institutions’ strategy formulation, dissemination and implementation. However, these further align with their specified missions, roles, strengths, and stages of knowledge transfer development, inter alia, some identified knowledge transfer models. With the importance of achieving educational and social missions while enhancing sustainability through institutional knowledge transfer initiatives globally, there seems to be a lack of relevant studies in knowledge transfer strategies related to

Educational researchers, policymakers, and administrators agree that providing in-service teachers with high-quality professional development (PD) opportunities is essential to educational success. Despite the substantial sums invested in teacher PD by countries and jurisdictions, the COVID-19 pandemic has caused serious challenges to teacher learning around the world. As conventional face-to-face initiatives became impracticable (e.g., workshops, conferences, school-based PD) and the need to prioritize pandemic-specific topics intensified (e.g., emergency remote teaching), teacher PD was recast both formally (where and how teachers engaged in PD) and substantively (what teachers sought to learn from PD). Amidst the international upheavals caused by COVID-19, how have teacher PD infrastructures (policies, practices, theories) responded? For this Special Issue, we put this and other questions before a panel of PD scholars in six contexts: United States, Scotland (United Kingdom), Uruguay, Australia, United Arab Emirates, and Hong Kong (SAR China). In their respective contributions, authors discuss issues such as the limitations of PD systems based on compliance and external accountability mechanisms, the need to center teacher motivation in existing PD frameworks, matters of access and equity, the importance of developing technological infrastructures for online and hybrid learning, problems of online safety and wellbeing, and more. The Special Issue shows that the uncertainty of today’s times requires new, global perspectives on PD design, implementation, evaluation, theory, and scholarship. To nurture agentic, highly motivated, and effective teachers for the pandemic era and beyond, countries and jurisdictions should think more creatively about how to best support teacher learning. 在全球化浪潮下，不同國家或地區的政府都大力推動教育改革，而推動生命教育課程便是其中的重要變革。臺灣與香港都是華人社會，生命教育課程的興起除了是為了回應全球教育改革的浪潮外，更是源於在地所發生的社會問題，例如：頻繁的學生自殺事件等。兩地課程起源雖有重疊之處，但隨著時間推移，兩地的課程發展已經開始出現差異的情況，這實在值得我們深入討論、探究。在研究目的方面，本研究旨在深入探討臺灣及香港在中學生命教育的異同之處。在文獻探究方面，本研究嘗試疏理生命教育的起源及意涵。在研究方法方面，本研究運用Bereday所提出的比較教育研究方法，就不同分析點比較臺灣及香港在中學生命教育的發展、內容、策略。研究結果發現：（一）臺港兩地中學生命教育之教育目標、教學方法類似；（二）臺港兩地中學生命教育實施模式、學習評量與師資培訓並不相同。最後本研究提出相應的改進建議，作為臺灣與香港中學生命教育課程持續優化的參考。Copyright ©2021 社團法人中華民國學校行政研究學會.

This paper compares public-private partnerships (PPPs) in education in post-war Singapore and Hong Kong. After the Second World War the Singapore government shied away from PPPs, while the state in Hong Kong collaborated extensively with the non-state sector in education. Singapore was a small city-state flanked by two Muslim nations, and its post-war regime faced challenges from the Malayan Communist Party. These pressures curbed the state's involvement with missionary and Chinese bodies in education. Hong Kong, however, was a mono-racial society without any anti-Chinese neighbours, and its authorities were seldom challenged by a militant antagonist. Thus, its government was freer to involve non-state agents in education. This study reveals that PPPs are viable only when suitable non-state partners exist and when the state does not believe that such undertakings would expose the school system to an antagonist. It also urges scholars in future to explore the socio-political preconditions for PPPs.
