This paper critically analyses how the Government of the Hong Kong Special Administration Region has tackled the issue of preschool quality over the past 30 years. Although early childhood education is not part of the publicly funded education system, there is almost universal preschool attendance among three to six year olds. The government regulates, monitors and evaluates early childhood services, and has taken numerous steps to improve the quality of early childhood provision. However, a paradox lurks within government policy. On one hand, the facility-focused and provider-focused regulatory standards for the operation of preschools have been faulted for being too lax; but, on the other hand, policies and incentives have clearly improved the quality of preschool education. These include measures to support the upgrading of serving kindergarten teachers and an emphasis on quality assurance. The implementation of enabling policies is essential to ensure that all children have access to high-quality early education and care.

This paper provides information on a measure that was developed to assess children's level of development at preschool and entry to school level, as well as their readiness for formal schooling. This measure - Who Am I? - is based on early copying and writing skills and is designed to identify the broad stages of development that underlie children's readiness for more formal learning in a school situation. Although originally developed in Australia, it has now been used in studies in a number of different countries, including Canada, and data from these studies provide some insight into the variations in development that are associated with different patterns of preschool provision and different ages of entry into an educational program. The results of these studies indicate that Who Am I? provides a valid measure of development across different language and cultural groups and can therefore be used as a tool to evaluate the effectiveness of different forms of early childhood provision, as well as children's readiness for more formal learning in a school situation.

Intensive interviews and self-report questionnaires were used to investigate parental, peer, and teacher influences on the prosocial and antisocial behaviors of Hong Kong Chinese adolescents. Students came from 5 academically different high schools. Results indicated that perceived parental influence was positively associated with frequency of prosocial behavior and negatively associated with frequency of delinquent behavior. Students with good relationships with their parents and peers showed lower frequencies of antisocial behaviors than did students with bad relationships. Adolescents in different identity statuses (achievement, moratorium, foreclosure, diffusion; E. H. Erikson, 1968) showed different patterns of prosocial and antisocial behaviors. For example, adolescents in the identity achievement group exhibited high frequencies of prosocial behaviors and low frequencies of antisocial behaviors, but those in the identity moratorium group exhibited quite high frequencies of both prosocial and antisocial behaviors.

Set within the market-driven context in educare for young children in Hong Kong, a Special Administrative Region of the People's Republic of China, this paper points to the importance of exploring the definitions of quality in early childhood programmes from the multiple perspectives of school stakeholders. This study describes two preschools that were rated highly in the quality assurance inspections. Data collected in semi-structured, individual and group interviews indicated that the views of the school stakeholders on the quality of early childhood programmes shifted from childrearing to developmental nurturing but still emphasised academic learning and preparedness. This was largely due to the 'backwash effect' of primary education creating academic pressure on the local preschools. The two case study schools formulated successful strategies for reconciling conflicts between professional values of learning through play and parental expectations of academic preparation for primary education. In addition, the schools put a lot of effort into sharpening their competitive edge. They did this by maintaining close communication with their parents through various channels and offering free after-school custodial care, emotional and financial support. These are outside the primary duties of a preschool but highlight the way in which schools in the local field address and give high priority to parents' needs and expectations. In line with Woodhead's 1998 contextually appropriate approach to quality, the study sets a challenge for our understanding of quality frameworks for early childhood programmes. These should not be based mainly on a universalist view of developmental appropriateness but should also take into account the multiplicity of stakeholders' views on quality in a market-driven context. The data also demonstrate that the provision of preschooling in Hong Kong is shaped by market forces. The implications for quality educare are discussed.
