Early childhood education (ECE) in the Hong Kong Special Administrative Region entered an exciting and challenging phase after the handover of sovereignty from Britain to China in July 1997. The Government began to play a more proactive role in promoting the development of high-quality preschool education in the private sector by providing financial assistance to parents, upgrading teachers’ qualifications, and promoting quality learning environments. This chapter examines developments in early ECE in Hong Kong from a historical perspective. Policy changes that have impacted ECE, challenges in the pursuit of high quality, and opportunities for enhancing the provision of ECE are discussed.

Over the past decade, higher education has undergone drastic changes all over the world because of globalisation and the changing economy. The traditional view of university as a place for one-off training is now considered outdated. Instead, the strong focus on lifelong learning urges teachers, educators and academics to reconceptualise and transform education. In this new era, successful schools adopt outreach strategies and seek support from external agencies such as universities for their development. Institutions of higher education provide consultation or work with partner schools for collaborative sharing, reflection, research and growth. Hence, school–university partnerships have become important for professional development and educational reform. With the growth of school–university collaborations, there is mounting interest in empirical research on the variety and value of these initiatives. This article reviews the school–university partnerships in Hong Kong in light of the trends and development in the international context. The studies reviewed showed that school–university partnerships involving teacher training programmes focus on understanding the views of participants in school–university partnership with an aim to build appropriate teacher training and professional development features into the teacher education programmes. These studies have theoretically contributed to the construction of culturally relevant teacher education programmes. After all, new project initiatives have contributed to substantial changes in school leadership, teachers' professional development and school-based curriculum development which would benefit children's learning. The authors argue that the development of an appropriate mode of collaboration remains a challenge for successful school–university partnerships. In recent years, the Government of the Hong Kong SAR has allocated considerably more attention and resources to pre-primary education. This chapter considers how these changes at the policy and pedagogy levels are shaping the learning experiences of young children in Hong Kong. It will focus on the impact of the following four broad policy changes initiated in the last decade: the implementation of the Guide to the Pre-primary curriculum; the adoption of the biliterate and trilingual language policy; the enactment of a new quality assurance process; and the introduction of the Pre-primary Education Voucher Scheme (PEVS). It was assumed that the implementation of these policies would enhance the preschool and home learning experiences of young children. However, after one decade of implementation of these measures, studies have shown that: (1) preschool teachers still encounter difficulties in implementing child-centred teaching approaches and are likely to continue to adopt teacher-directed instruction or product-oriented pedagogy; (2) there are problems associated with the implementation of the trilingual language policy; (3) there are still wide variations in preschool quality despite the new quality assurance processes; and (4) the PEVS has resulted in some middle-families using the extra disposable income to enrol their children in additional academic classes rather than more play-based extra-curricular activities. Against the background of these research findings, this chapter argues that the changing role of the State, teacher characteristics and traditional Chinese beliefs should be adequately considered for an understanding of the early learning experiences of young Chinese learners in Hong Kong. Preschool education in Hong Kong has not necessarily become more child-centred as teachers have difficulties implementing developmentally appropriate teaching. Chinese pre-school children perform well in learning mathematics compared with English-speaking children. This study investigates the scenes behind Chinese pre-school Children's mathematics performance using teacher questionnaires and interviews. Results indicated that the Chinese number system appeared to afford advantages to Chinese children in learning individual mathematics concepts but this was not enough to explain why children perform well in other areas. Frequent practice and exposure to mathematics in pre-schools, together with parental support at home might explain why children performed well in mathematics learning. Study results also revealed that although the underpinning philosophy of pre-school curriculum planning in Hong Kong might be similar to some pre-schools in other parts of the world, such as the adoption of integrated curriculum and unstructured play, contradictory practice might also be incorporated. Mathematics teaching in Hong Kong pre-schools mirrors the Chinese cultural aspiration towards learning, and both teachers and parents play an active role in pursuing academic success for each child.

Empirical Research Background: This study investigates the performance of Hong Kong pre-school children aged from 3 to 5 in the area of number and addition. This is the first stage data reporting. Empirical Research Aims: It aims to establish a scale on number and addition competency for young children aged from 3 to 6, and to validate the number and addition competency of children in relation with the literature and the official curriculum guide. Empirical Research Sample: Ten children aged 3, 4, and 5 were sampled from 10 pre-schools in Hong Kong, with a total of 300 children. Empirical Research Method: Measurement scale and behavioural checklist on number and addition concepts were established for teachers. Empirical Research RASCH: Quantitative data analysis derived from the Rasch model for measurement for dichotomous data were used. Empirical Research Results: The Wright Map showed a general progression of the position of items along the measurement continuum and a gradual increase in the mean difficulty at each of the age levels from 3-year-olds to 5-year-olds. Irregularities showed that children master some concepts earlier than expected. Misfit items showed that there is an absence of curriculum among schools, or among levels. Empirical Research Conclusions: Abilities of children increase in accordance with age, and children master some concepts earlier. There are unlikely a share curriculum among schools.

The Chinese number system is believed to aid Chinese children in learning mathematics, which may help to explain the differences in mathematics performance between English-speaking and Chinese-speaking children. This chapter discusses Hong Kong Chinese preschool children’s mathematics learning and pre-primary and primary transition from the perspective of language and culture. Hong Kong preschool children have been found to perform better in mathematics compared with their English-speaking peers. Although the Chinese number naming system helps to explain the children’s better performance in learning individual mathematics concepts, this is insufficient in itself to account for the children’s performance. Other factors, such as classroom instruction and cultural beliefs about mathematics learning, may also have an important influence on children’s mathematics performance. Further studies involving teachers have shown that there is top-down pressure for Hong Kong preschools to adopt an academically focused curriculum. The Chinese cultural aspiration for academic success and the quest for a smooth pre-primary and primary transition have led to the use of the traditional drill-and-practice approach for teaching particular advanced mathematics concepts in Hong Kong preschools. The implications of this for early childhood mathematics teaching are discussed.

This study considered commonalities and distinctions in early mathematics teaching by comparing six kindergarten and three Primary 1 teachers. Three consecutive lessons on the teaching of addition were videotaped resulting in a total of 27 lessons, with an equal number from lower kindergarten, upper kindergarten and Primary 1 classrooms. Observations focused on the physical environment and teacher behaviours. Time spent in different modes of instruction and types of activities deployed were determined. Notwithstanding differences in the difficulty of the mathematics curriculum, findings indicated that there were few differences across the two pre-primary years. However, pre-primary and primary lessons varied markedly in three domains: physical environment, scheduling of mathematics instruction and approaches to teaching. Compared to primary schools, pre-primary schools were more child-centered in terms of use of the physical set-up, scheduling and teaching approaches. Reasons for these discrepancies are discussed.
