This article is to explore the changing landscape of quality assurance (QA) regimes in Taiwan and Hong Kong, with particular reference to see how the implementation of quality assurance exercises has affected university governance. This article focuses on three aspects of examination. The first is the changing roles of various actors including governments, QA agencies and HEIs in quality assurance. The second dimension of measuring is to examine to what degree that HEIs have been 'monitored' or 'intruded' when quality assurance is becoming more frequent. Finally, how the evaluation report or result is used also act as an important indicator for understanding who retain dominant power among different actors.

Malaysia’s agenda for establishing itself as an education hub is driven by the need to build its capacity in human capital, knowledge, and innovation, as well as strengthening education as a trade sector for revenue generation. Malaysia’s current profile is that of a student hub based on the exponential growth of the international student body, particularly in the private sector, during the past decade. This chapter explains that while the country’s commitment and progress is much lauded, there are still several critical issues that need to be addressed for Malaysia to stand firm on its status as an education hub. These include the diversification of the current international student demography, graduate employability, skilled workforce development, and brain drain. Malaysia’s future rests on its ability to integrate the various components of education hub to ensure that there is added value gained from its diverse and important cross-border education activities.

This paper analyzes the development of social welfare, social work education, and the social work profession against the background of Hong Kong's socio-economic and political development before and after the historic 1997 transfer of sovereignty. The change from a British colonial regime to China's Special Administrative Region has not changed Hong Kong's welfare regime, which provides the context in which the social work profession and education developed. The welfare sector has been increasingly subject to managerialist control by the government. Marketization in higher education in general has resulted in the proliferation of social work education programs. On the other hand, social work education has ventured new directions of development to face up with the challenges of increasing globalization.

Well aware of the growing importance of the public accountability movement, many governments in Asia have introduced different polices, strategies, and mechanisms to maintain quality in higher education. Along with the massification of higher education and the prominence of new public management among Asian nation states, evaluation, accreditation and audit have been frequently employed to determine whether educational services offered by universities have been up to certain level. In order to fulfill the responsibility of securing quality education within its jurisdiction, many Asian governments are beginning to impose relevant regulations and quality assurance measures. These moves have substantially reshaped and redefined the relationship and configuration between higher education sector and government. The emergence of quality assurance, as a regulatory instrument, are also concerned with the differentiated roles and responsibilities of all the players involved such as universities/colleges, national quality assurance systems, independent accreditation bodies, professional bodies, and regional international organizations. Moreover, the popularity of transnational higher education such as branch campuses and twining/dual program and the increasingly integrated higher education area in Asia with the facilitation of ASEAN, UMAP and AEARU not only create the needs of recognizing the qualification and degrees regionally but also pose serious governance challenges to each country domestically. It is against these wider contexts that this panel will pay special attention to the emerging issues of quality assurance in selected societies such as Taiwan, Hong Kong, Singapore, Malaysia and China etc.. Also, it is imperative to examine the challenges that further regional integration and transnational collaboration may face in Asian countries with respect to quality assurance.
