Information Technology (IT) has been infiltrating in every aspects of life, revolutionizing different modes of life, and making it inevitable to be incorporated in education. With a vision that it will help to change the future of mankind for good, policies have been set up by governments, institutions including schools to encourage, support, and monitor the applications of it. Viewing the escalating development of mobile technology and the fascination it has in attracting almost everyone to own a computer, a smart phone, and social networking device such as the whatsapp, face book, it is unimaginable to do without this technology in education. The modes of teaching and learning in music education, with its long history of association with different kinds of technology/instruments again have significantly found to be facilitated by the new digital technology. This study explicates how the technology policy in education has been implemented by the new generation pre-service music teachers who have been widely submerged in the sea of the ever changing technology. A total of 40 music lessons delivered by 20 pre-service music teachers, 10 each from hong kong and nanjing are to be observed. An observation form with closed-ended and opened-ended questions related to how the teaching practices of these pre-service teachers have incorporated technologies in their lessons is designed to collect data for analysis. The kinds of technologies used and the effectiveness in facilitating learning are examined. The practices are triangulated with the technology policy of government, regions, and schools in connection to identify issues confronting pre-service music teachers. The aspects which excel in the application of technology by pre-service music teaching practice recognized to include domains in music creating, listening, and performance, as well as assessment would be discussed. The objective of the study is to investigate various factors affecting the effectiveness of a music program at secondary school in Hong Kong. Two secondary schools are involved in the investigation. The principals, the music teachers, and the students are being interviewed separately with different sets of questions. In-depth questions concerning the rationale are being considered. The data collected are analyzed and findings of the key factors affecting the effectiveness of a music program include the leadership of the principal, the vision and involvement of the music teacher, as well as the management skill of both the principal and music teacher involved in complicated situations. It is, therefore, concluded that education of the principal and music teacher, which forms the two key factors effecting the effectiveness of a music program, should include also studies in management and leadership courses in addition to their own professional training. Furthermore, team work, availability of extra facilities, collaboration among colleagues of different subject areas, and many other interrelated elements are also essential factors for a successful music program.

This session could be seen as the regional discussion of ISME Policy Commission in Asia. One of the missions in this commission is ‘to examine and explore issues concerning cultural, education and media policy development and implementation'. As a result, we have invited present and past commissioners, participants, as well as other researcher from various Asian regions to discuss the issue we have encounters pertaining to culture and policy in music education. In addition, other researchers who are interested in this issue are all welcome to join our discussion and commission. European music's autonomy and hegemony has been believed and taken for granted for at least a century, and this tradition based on Western aesthetics has exerted a great influence on music education in Korea, Taiwan, Hong Kong, Singapore and Japan. However, Asian music traditions differed fundamentally from the music tradition of the West. The European concept of tonality or key functions, for example, was absent from those Asian sound cultures. In this discussion, questions are asked about: 1. Introductions of Euro-American Music into Asian countries. 2. How traditional and folk music in Asia survives. 3. How music educators in Asia should deal with this duplicity. 4. How music educators in Asian develop music education policies for the future. Korea: (Korean traditional music has its name called “gugak,” which literally means ‘national music' but has been relative concept of ‘western music.') Compared to popularity of K-pop music, the number of listeners of gugak has been absurdly small. Music educators suggest that having students experience gugak in school education is the key for traditional music to survive and insist to raise the percentage of covering gugak in statutory curriculum. Although music teachers who are used to western music have difficulty to teach gugak, but the difference between western/ gugak has been the facilitation to broaden the concept of music and enrich the understanding

This paper discusses the transmission of traditional culture in schools from the perspectives of curriculum design and teaching approach. It focuses on the establishment of a Chinese music curriculum model, the content of which is a part of a larger study concerning the role of Chinese music in secondary school education in Hong Kong. The study employed a two-prong survey approach by utilizing a questionnaire and a list of pre-set interview questions in order that the data collected could complement and supplement each other. The questionnaire survey was conducted among 426 secondary school music teachers with a return rate of 51.5% while the interviews were conducted among 26 professionals from the cultural sector in Hong Kong. As a part of the results of this study, a curriculum model was established, which underpins a comprehensive approach in the teaching of Chinese music encompassing various issues in education associated with the problem of the selection of teaching contents and teaching approaches, especially in regard to traditional culture.

Current issue of education reform advocated by the Hong Kong Special Administrative Region Government has induced numerous discussions within the education sector and the community at large. Music, being one of the long established cultural subjects in the secondary school curriculum, is also under rigorous discussion. The purpose of this chapter is to have an investigation of the past two music syllabi for junior secondary schools (published in 1975 and 1983) in order to collect and analyze data for support of reform. Changes and differences between the two syllabi are analyzed in order to have an understanding of the development of the trend of thinking of the colonial government in the pre-1997 era, of which concerns music education in Hong Kong. In order to have a reference point for the review of the two syllabi, curricula of the three frontier countries, including England, Australia, and the United States, are being examined. Common criteria and standard of these three curricula are summed up and used as guidelines to investigate the two Hong Kong music syllabi. Implications for future reform of the current music syllabus are discussed for the better future of the teaching content and standard of achievement in music in junior secondary schools in Hong Kong.
