The purpose of this study was to investigate the types of musical activities carried out in preschools for children aged 3–6 years in two contrasting cultural settings: Spain, a Mediterranean European country, and Hong Kong, a special administrative region in China. Participants were 398 teachers in preschools, 199 in each location. We administered a survey in which we asked how often they carried out 19 musical activities. In our analysis, we considered these activities independently and clustered by content (based on the type of musical practice involved) and nature (based on the potential of the activity to foster creativity). Participants in Hong Kong reported carrying out eight activities most often while participants in Spain reported carrying out four activities most often. Regarding content, Singing and Voice activities were provided most often in Hong Kong, whereas Rhythmic Movement activities were provided most often in Spain. Regarding nature, Reproductive activities were carried out more often than Creative activities in both locations. Contrary to our expectations, Creative activities were carried out more often in Hong Kong than Spain. We conclude that there are mismatches between the curriculum for music and actual practices in both cultures, with repetitive musical practices being the most prevalent. Globalisation has significantly influenced preschool education around the world, including Hong Kong, where the official curriculum framework has recently integrated the Western notion of creativity as part of arts education, forming a new learning area: Arts and Creativity. The purpose of this study was to investigate how Hong Kong preschool stakeholders perceived Arts and Creativity and its viability in practice. We interviewed 20 teachers, 10 principals, and 20 teacher educators specialising in arts education (N = 50). Descriptive statistics and thematic analysis were used. Findings showed that Hong Kong preschool stakeholders: (1) perceived most Western pedagogical characteristics as important but not fully viable in the local context; (2) expressed that children’s arts creativity is fostered from a low/null to a moderate extent, due to constraints such as parental demands, time, and resources; (3) suggested strategies to maximise children’s arts creativity focusing on curricular amendments, parental education, teacher preparation, and societal changes at large. We conclude that Arts and Creativity is not perceived to be implemented in accordance to the official curriculum framework. The study reveals the need to ‘glocalize’ this learning area in the Hong Kong context. The purpose of this study was to investigate Hong Kong preschool teachers’ music-specific professional development (PD) preferences and analyze the potential differences among teachers with varying levels of teaching experience (beginning, experienced, and advanced). A survey was developed to assess four music-specific PD preferences: content, facilitators, types, and activities/resources. We found that respondents (N = 1,019) preferred PD that was centered on musical creativity and curriculum integration; facilitated by experts in pedagogy and music performance; conducted as short workshops and mentoring sessions; and focused on observation, skill acquisition, and practice. The data also revealed significant differences between beginning, experienced, and advanced teachers and their PD preferences. Beginning teachers showed a higher preference for graduate studies and blended PD. Beginning and experienced teachers were more interested in playing instruments and in learning by observing other teachers. Advanced teachers showed preference for PD focusing on dance and music appreciation. The study shows that teaching experience is a crucial factor for determining preschool teachers’ music-specific PD preferences. Implications include considering teachers’ interests, motivations, and needs while planning and designing PD for preschool teachers. In Hong Kong, the Education Bureau (EDB) regularly assesses the quality of services provided by publicly subsidized kindergartens to children aged 3 to 6. Quality Review (QR) reports are written by government officials and published on the EDB's website. This study analyzes the feedback pertaining to Arts and Creativity to better understand the role this learning area plays in Hong Kong kindergartens. Lexical and content analyses were applied on 164 QR reports published between 2017 and 2020. Findings showed that: (1) the role of Arts and Creativity in the QR reports is relatively minor, which suggests that this learning area is somewhat secondary in Hong Kong kindergartens; (2) presence of the various art forms differs significantly, with Music and Visual Arts being more frequent than Drama and especially Dance; and (3) classroom activities seem to be teacher-centered, product-oriented, and reproductive. Findings suggest that the Arts and Creativity pedagogies enacted in Hong Kong kindergartens are not fully consistent with the official kindergarten Curriculum Guide, which draws on a Western conceptualization of creativity in the arts. We argue that this curriculum/practice gap reveals the need for local stakeholders to embrace a "glocalization" paradigm. Limitations, future research, and implications are discussed. Research shows that kindergarten teachers require support to enhance the way they teach music to children. However, little is known about the professional development (PD) needs of teachers with different profiles. Drawing on survey data from 1,019 Hong Kong kindergarten teachers, we compared the music-specific PD needs of beginning, experienced, and advanced teachers focusing on PD content, facilitators, formats, and activities. Participants demanded PD: (1) centered on how to foster children’s musical creativity via theme-based activities; (2) facilitated by experts in pedagogy and music performance, (3) conducted as workshops and mentoring sessions; and (4) focused on observation, skill acquisition, and practice. The disruptions caused by the COVID-19 pandemic affected education and services geared toward young children and families, including early childhood music programs. While some programs were shut down, others were able to migrate to online formats and outdoor offerings (where allowed). Early childhood music programs are usually collective, with babies and young children often sharing and exploring common spaces, instruments, and props. These programs are also heavily based on singing, a behavior that is celebrated by early childhood specialists for its emotional expressiveness, communicative potential, and relevance for child development. Because the coronavirus can be transmitted via aerosol particles, singing became highly unsafe during the pandemic. Other challenges arose as early childhood music education programs were transferred into new formats, ranging from issues of logistics and access to technology to adherence to everchanging local and national policies, as well as cultural beliefs and behaviors. In this chapter, teachers, researchers, and program directors offer stories of adaptation and resilience in varied early childhood music programs in Kenya, Hong Kong, New Zealand, Brazil, South Korea, and the United States. Accounts are presented first, followed by their juxtaposition, to reveal common themes and implications for early childhood music education in the post-COVID era. In Hong Kong, the Education Bureau (EDB) assesses the quality of services provided to children in local kindergartens. Quality Review (QR) reports of kindergartens that pass the assessment are published on EDB’s website. We conducted a content analysis of 164 QR reports to examine the alignment between the music activities alluded to and the curriculum objectives established for music in official policies. A coding scheme was developed using both inductive and deductive approaches. High inter-reliability was obtained. MAXQDA was used to conduct word frequency, descriptive, and co-occurrence analyses. The most common terms identified in the music-related segments focused on children’s development of sensory abilities through music experiences, in relation to singing, rhythm, beat, movement, and instrumental music. However, activities intended to foster musical creativity and self-expression were seldom mentioned. We conclude that the QR reports reveal important discrepancies between official curriculum policies and actual classroom practices, which EDB assessors seemed to ignore or overlook. Implications focus on the need for kindergarten stakeholders to address curriculum/practice gaps and further prepare teachers to foster children’s musical creativity. Educational researchers, policymakers, and administrators agree that providing in-service teachers with high-quality professional development (PD) opportunities is essential to educational success. Despite the substantial sums invested in teacher PD by countries and jurisdictions, the COVID-19 pandemic has caused serious challenges to teacher learning around the world. As conventional face-to-face initiatives became impracticable (e.g., workshops, conferences, school-based PD) and the need to prioritize pandemic-specific topics intensified (e.g., emergency remote teaching), teacher PD was recast both formally (where and how teachers engaged in PD) and substantively (what teachers sought to learn from PD). Amidst the international upheavals caused by COVID-19, how have teacher PD infrastructures (policies, practices, theories) responded? For this Special Issue, we put this and other questions before a panel of PD scholars in six contexts: United States, Scotland (United Kingdom), Uruguay, Australia, United Arab Emirates, and Hong Kong (SAR China). In their respective contributions, authors discuss issues such as the limitations of PD systems based on compliance and external accountability mechanisms, the need to center teacher motivation in existing PD frameworks, matters of access and equity, the importance of developing technological infrastructures for online and hybrid learning, problems of online safety and wellbeing, and more. The Special Issue shows that the uncertainty of today’s times requires new, global perspectives on PD design, implementation, evaluation, theory, and scholarship. To nurture agentic, highly motivated, and effective teachers for the pandemic era and beyond, countries and jurisdictions should think more creatively about how to best support teacher learning. This article describes the current teacher professional development (PD) infrastructure of Hong Kong, one of the world’s top performers in education. Drawing on contemporary policy frameworks, institutional websites, and research literature, we outline how teachers from primary and secondary local schools are supported to enhance their professional capacity. After introducing the structure of the Hong Kong education system, we describe pre-service teacher education and the Professional Ladder framework, designed by the Education Bureau (EDB) to regulate in-service PD. We then describe the work done by the leading PD providers and the PD-related obstacles, difficulties, and constraints reported in the literature. The article shows that Hong Kong has developed a solid PD infrastructure with hybrid characteristics. While the system is based on compliance and external accountability mechanisms, teachers are encouraged to design their PD journeys based on their interests, needs, and career aspirations. Every three years, teachers are required to complete 90 to 150 hours of PD (depending on seniority), including core and elective training (approximately 1/3 and 2/3 of the PD allotment, respectively). Structured, on-the-job, project-based, whole-school, and individual PD activities are available. The article also describes the strategies recently adopted to tackle the challenges of COVID-19. We conclude that Hong Kong has made great efforts to design a high-quality PD infrastructure within a hierarchical educational system, in which quantity of provision and content coverage have been prioritized over teacher agency and autonomy. This article investigates the variety of factors that hinder the implementation of play (as defined by western scholars) in Asian preschools. Drawing on the theoretical frameworks of policy borrowing, enactment and glocalisation, we analyse three jurisdictions that illustrate distinctive problematics: India, Mainland China and Hong Kong. The methodology involves a bibliographic review. Each jurisdiction is presented as a narrative portrait, including key sociocultural characteristics, features of early childhood education system, role of play in government policies, and teachers’ beliefs and practices pertaining to play. The findings show that the distinctive factors hindering play relate to societal mindsets in India, a lack of curriculum clarity in China, and structural factors and parental pressures in Hong Kong. Common hurdles include a high societal emphasis on academic learning, lack of information on how play should contribute to achieve curriculum outcomes, and insufficient teacher preparation. The authors show that play is neither adequately defined nor justified in some Asian policy frameworks, and argue that play might not be viable in certain preschools (especially in half-day programmes). An alternative glocal notion is proposed – child-led activities – which would be less conceptually problematic and more culturally appropriate.
