The critical mass of modern educational provision in Hong Kong has long been provided by the private sector. The public education system was created by the charities and religious bodies during the colonial period, though the government was later involved in the management of the system (see Choi & Kan, forthcoming, for the development of educational governance in Hong Kong). Thus, the presence of the private sector in ‘public’ schooling has long been the norm. When the educational privatisation trend, which started in the US and UK in the 1980s, reached Hong Kong, the government opened doors for further privatisation of public schooling, in the form of educational outsourcing. Educational outsourcing soon became prevalent: a document-based study on outsourcing in English teaching in a third of publicly funded secondary schools (Choi, 2018) showed that three-quarters of schools outsourced, with three contracts per year on average. However, the practice did not draw much attention from the public or scholars, in this ‘already outsourced’ education system (Bates, Choi, & Kim, 2019, p. 10). The lack of attention partly came from the fact that the introduction of educational outsourcing was subtle. It was conducted as part of a wider initiative of the privatisation of public services and occurred through system change rather than through legislation or policy. For instance, the Education Bureau (EDB), a counterpart of the Ministry of Education of some countries, instituted the School-based Management (SBM). The SBM allowed for schools to deploy their funds with maximum autonomy. EDB additionally created funds to support schools through outsourcing. Because English is recognised as a crucial social capital for securing higher education and prestigious jobs, schools mobilised the extra funds to purchase English teaching, making it the most popular area for outsourcing (Choi, Walker, Tang, Ko, & Chiu, 2018). This presentation reports the initial findings of a study that examines university governance in relation to the institutional and cultural settings of the higher education systems of three Chinese societies – Hong Kong, Macau and Taiwan. The research employs a mixed-method strategy that consists of semi-structured interviews and a small-scale survey. The qualitative part of the research sought to explain the coordination mechanism in university governance through an analysis of data generated from 57 interviews. Evidences collected from the interviews revealed the interactions and relationships amongst the various actors on governance matters, and constructed a taxonomy of institutional balance of power in the higher education systems of the three Chinese societies. The qualitative research also generated 12 situations of governance matters in relation to cultural hybridity, informed by corresponding theoretical components. The small-scale survey, in which 261 manager-academics from the three societies rated the 12 scenarios of cultural hybridity in terms of their realism and acceptableness, then captured cultural differences in handling governance matters in the three higher education systems. This quantitative research reveals that Macau has greater acceptance of these cultural scenarios in comparison with Hong Kong and Taiwan. However, the figures show that most of these cultural situations are generally considered unacceptable, though their likelihood varies in the three places. Existing research largely built on Pierre Bourdieu’s social reproduction theory to explain the structural constraints for inequality access to higher education. Much less has applied Amartya Sen’s capability approach, addressing the agency of “capability to aspire” for differential post-secondary education transitions. The data are from the PISA 2012 and the longitudinal study of adolescents in Hong Kong, consisted of 2741 senior year secondary students from 123 schools. Results show that the reproduction effects are still in effect to transmission of cultural and social capital, leading to shape post-secondary education transitions. Yet, adolescents’ likelihood of expecting to pursue a bachelor degree are increased through strengthening their own capabilities after taking into account of socioeconomic backgrounds. Parents as the primacy agent of socialization are important to influence students’ educational pathways they are undertaken after compulsory education. Past studies have found that parents’ social status and family resources have intertwined effect on the differential patterns of educational expectation between students from different socio-cultural milieu. Those studies indicated that students from high socioeconomic background with more family resources are more likely expecting to pursue university degree than those of low socioeconomic groups. Parental involvement, as one of family cultural socialization exists in different forms, is conducive to support their children in their process of navigation to post-secondary education.The present paper attempts to link these three dimensions of family factors – family socioeconomic status, family resources and parental involvement, and to study their relationships with adolescents’ expectations to reach post-secondary education. The data were drawn from a recent longitudinal study which was an extension of PISA 2021. A total of 3,000 students aged 15 years in Hong Kong have participated in the subsequent survey. The logistic regression model was deployed to address the research question: to what extent family socioeconomic background, family resources and parental involvement predict students’ expectation of pursuing university degree. In particular, the relative contributions of different forms of parental involvement were clarified while student academic background was also controlled.The results affirm the persistence of inequalities on structural regularities that are linked to parents’ occupation and cultural possession. Nevertheless, the role of parent involvement in social communication with their children has significant relationship with students’ expectation on going to university, regardless of parent’s social status, family resource and student’s academic background. This study examined the relationships between principals’ leadership practices (LP), professional learning community (PLC), teachers’ perceptions of self-efficacy (TE) and whole-child development (WCD) in the context of kindergarten education. A total of 2120 Hong Kong kindergarten teachers participated in the study. Results showed that LP had positive effects on five components of PLC; LP facilitated teachers’ perceived WCD directly and indirectly through the mediation of three PLC components, namely shared sense of purpose, collaborative activity and a collective focus on child learning. Moreover, three PLC components (i.e., a collective focus on child learning, deprivatized practice and reflective dialogue) had positive effects on teachers’ perceived WCD via self-efficacy. Past studies have supported the view that parent background and family socioeconomic status determine the post-secondary educational expectations of adolescents. They build on Pierre Bourdieu’s social reproduction theory, but do not fully explain why some adolescents aspire to post-secondary education and some do not. The capability approach adopted by Amartya Sen, uses the concept of agency to address such individual differences and ‘capability to aspire’ may explain educational transitions. The data for this study is drawn from PISA 2012 and its longitudinal extension study of adolescents in Hong Kong. Results of logistic regression analyses suggest that the reproduction effects through school socioeconomic composition and habitus pertaining to parental expectation are major factors shaping adolescents’ expectations of pursuing a bachelor degree. However, agency factors, that is adolescents’ own capabilities, after taking into account their differing family socioeconomic backgrounds, can strengthen their aspirations to pursue a bachelor degree. A major cluster of economic engines that have changed Asian higher education, Hong Kong, Singapore, South Korea, and Taiwan have all developed high-income societies as well as world-class universities which linked local “knowledge economies” to global science and created hubs for international collaborations and mobility. However, there has been limited analysis of interdependencies between the rise of world-class universities and changes in the flows of international talent. This paper elaborates on the concept of higher education internationalization that aims at enhancing geopolitical equity in global mobility and re-positioning local students for improved access to the world-class excellence. The paper compares key themes and patterns that define the Tiger societies’ unique positions in the field of global higher education. Copyright © 2021 The Author(s).

The COVID-19 pandemic has brought a tremendous impact on the pedagogy and learning experience of students in sub-degree education sector of Hong Kong. Online learning has become the “sole” solution to deal with student learning challenges during this chaotic period. In this study, we explore online learning for sub-degree students by using a community of inquiry (CoI). As such, confirmatory factor analysis (CFA) was conducted on survey data gathered from 287 sub-degree students from the business and engineering disciplines. Results indicated that the network speed for online education determines the perceived cognitive presence, social presence, and teaching presence of students, whereas gender and academic disciplines of students are not moderating factors that create a significant difference in perceived cognitive presence, social presence, and teaching presence of students.
