This paper discusses the changing concepts of leadership in early childhood education (ECE) in England and Hong Kong during a period of significant education reform. We seek to illustrate the interplay between the impact of the policy agenda and the emerging quality leadership perspectives found in the theoretical literature, by first considering the recent education reform context in both England and Hong Kong, before examining the importance of leadership for quality provision given the constraints and drivers of policy expectation. The paper explores transformational, distributed and authentic models of leadership in the 'New Leadership' paradigm and uses these constructions to examine the developing problems and opportunities for quality leadership as expected by the current policy reform agenda and understood by the practitioners. In conclusion, we raise questions about the interplay between policy agendas and the development of theoretical models of leadership for ECE in England and Hong Kong.

Western frameworks for school improvement, including the stakeholder model and the model of decentralized leadership, have recently been promoted as solutions for school improvement. Using early childhood education in Hong Kong as an illustrative case, this article focuses on the power and authority of leadership in school decision making. The interview data collected from the two case study schools reveal a paradox of power in leadership that is characterized by tensions between centralization and decentralization in the change process, where decentralization is advocated by policymakers but traditional hierarchical cultures remain. The relationship between the leaders and school stakeholders incorporates a concept of harmony that functions to defuse the potential power struggle embedded in decision making.

Commonalities and distinctions in Hong Kong-Chinese and German kindergarten teachers' conceptions of play and learning were examined. Six video clips of play episodes reflecting common play behavior and themes were selected from observations made during free play in two kindergartens in Hong Kong and two in Germany. Ten Chinese and seven German teachers viewed clips of children in their own and the other culture in small groups, participated in a semi-structured group discussion, and completed questionnaires, respectively. Results indicated that teachers in the two contexts had different views on the role of play in curriculum, teacher intervention during children's play, and learning objectives in play. These differences may be a function of different ecological environments and preset learning objectives. Findings suggest that teachers' cultural beliefs about play and learning are translated into actions (play arrangements) which, in turn, influence children's play behavior.

To examine and identify the current inclusive practices in early childhood educational settings in Hong Kong, this qualitative study looks at the support and educational services available for young children with special needs in Hong Kong mainstream preschools as well as the characteristics of early childhood educational settings that support inclusion. Inclusive practices of each of the three preschools involved in the study are presented. Challenges to enhance the quality of inclusion in early childhood educational settings and future possibilities in the field in Hong Kong are also discussed.

The teaching of values has seen renewed interest, as educators, policymakers and parents seek ways of increasing peaceful coexistence for children in a conflict-driven world. Education systems are again reviewing values as part of their core mission. Confucian values form the core of most Asian cultures, penetrating different levels of social life, and also set the standards for most families, communities and political behaviour. The research reported in this study set out to examine young children's expressed views of Confucian values represented in traditional stories of four Chinese festivals. Within this research, Confucian values were centred on five virtues: Ren (benevolence), Yi (righteousness), Li (courteousness), Xiao (filial piety), and Zhi (wisdom). The four selected Chinese festivals were: (1) Chinese New Year, (2) Dragon Boat festival, (3) Chung Yeung festival, and (4) Mid-Autumn festival. Participants included 392 children aged four to five years from 29 kindergartens or nursery schools and 57 pre-service early childhood teachers in Hong Kong. Results showed that the values of Ren (benevolence) and Yi (righteousness) were the most popular responses among local young children, while the value of Li (courteousness) tended to be the least popular category. Some implications for curriculum planning in early childhood education are discussed arising from the study findings.

This study investigated various aspects of the Social Information Processing Model, in particular, young children's emotional behavior regulation and negative emotionality, in Hong Kong. The sample was N=628 from 12 schools. Using Rasch measurement, linear unidimensional scales were constructed for Emotion and Behaviour Regulation (10 items) and for Negative Emotionality (10 items). The well-known Short Temperament Scale was Rasch analyzed too, but a linear scale could not be created – it had initially been designed under the True Score Test theory paradigm. The children were divided into Type A (high on negative emotionality and low on emotion and behavior regulation, N=27 and Type B (low on negative emotionality and high on emotion and behavior regulation, N=31). The children's teachers were given conflict situations and asked to state what strategies the Type A and Type B children would adopt in each conflict situation. The first conflict situation was about the child who was being accidentally pushed by a peer. The second conflict situation was about the child who is being excluded from a game that has enough participants. The third conflict situation was about the child being called "a baby" because he/she was playing with baby toys. The fourth conflict situation was about a peer criticizing and putting marks on a child's picture. The fifth situation was about a peer pushing ahead and taking a toy that a child has been waiting for a long time. The Type A and Type B children were also asked to state what strategies they would adopt in each conflict situation. When the teachers' views were compared to the children's views, it was clear that the teachers did not know their children's thought processes very well. For both Type A and Type B children, Rasch analysis was used to create a calm/angry scale and a sad/happy scale.
