This article investigates the variety of factors that hinder the implementation of play (as defined by western scholars) in Asian preschools. Drawing on the theoretical frameworks of policy borrowing, enactment and glocalisation, we analyse three jurisdictions that illustrate distinctive problematics: India, Mainland China and Hong Kong. The methodology involves a bibliographic review. Each jurisdiction is presented as a narrative portrait, including key sociocultural characteristics, features of early childhood education system, role of play in government policies, and teachers’ beliefs and practices pertaining to play. The findings show that the distinctive factors hindering play relate to societal mindsets in India, a lack of curriculum clarity in China, and structural factors and parental pressures in Hong Kong. Common hurdles include a high societal emphasis on academic learning, lack of information on how play should contribute to achieve curriculum outcomes, and insufficient teacher preparation. The authors show that play is neither adequately defined nor justified in some Asian policy frameworks, and argue that play might not be viable in certain preschools (especially in half-day programmes). An alternative glocal notion is proposed – child-led activities – which would be less conceptually problematic and more culturally appropriate. Using a holistic support framework, this study investigated teachers' conceptions of effective play-based learning development and how their perceptions of its effectiveness related to whole-child development. Data were collected from a mixed method study. A total of 286 questionnaires from 50 Hong Kong kindergartens were collected and then 29 principals, head teachers and teachers were interviewed after the completion of the survey. Results of quantitative analyses showed that school collaborative culture facilitated various aspects of children's development through the mediation of teachers' enactment of play pedagogy and home-school cooperation. Qualitative interview data also confirmed the survey results that the roles and functions of parents and teachers were significant in supporting the implementation of play-based learning in kindergarten settings. Findings of the study have shed light on the conceptualizations of effective play-based learning which are perceived by teachers as part of a school collaborative culture, teachers' enactment of play pedagogy and home-school cooperation. The practical and policy implications of the study may suggest adopting a holistic support model in the analysis and actively seeking to integrate parents, teachers and kindergartens in constructing an optimal play learning experience for young children.

This article is an academic commentary on the concept of sociology of education. The authors have ventured through the lens of Hannah Arendt’s The Human Condition and discuss its impact might have had if the corresponding mode of education and pedagogy be carried out in reality according to what Arendt had inspired her readers. A cross reference has been made on the recent 2017 early childhood reform document in Hong Kong on Play with the anticipated forms of education which the authors have perceived in Arendt’s The Human Condition, namely the ‘labor’, ‘work’ and ‘action’. Since “free play” is highly promoted in the latest early childhood reform document and is tempered by the role of the teacher. As teacher is endorsed to perform the role of “feedback-giver” in the process of play, it has matched precisely with Arendt’s perception of “works of art” and eventually paving the way to “action-vita-activa” as forms of education for the promotion of democratic collaborative learning. Since “Sociology” has an intimate connection with politics, it is anticipated that following the implementation of free play for young children in the early childhood classroom and by the tactic guide of the teachers, the educational landscape of the early years education in Hong Kong will be changed significantly. The study seeks to understand the relation between preschool children's mode of participation and negotiation strategies during play and their theory of mind (ToM) development in the Hong Kong context. Forty-two 5-year-old children were recruited. Their emotional and cognitive ToMs were assessed along with expressive language ability. Children's play was observed twice in naturalistic and laboratory settings. Parents completed a questionnaire on their child's emotional and cognitive ToM development, including demographic information and social economic status indexes. The results showed that 5-year-old Hong Kong children mostly engaged in associative and cooperative play and employed two-way, reciprocal strategies in their play. Parent report of emotional ToM predicted children's play strategy in both naturalistic and laboratory settings. Child measure of cognitive ToM predicted their play strategy in the laboratory setting. The study advocates more play time in kindergarten in order to foster an empathetic generation.

The article describes a comparative case study on children's agentive orientations in two Hong Kong preschools, one is play-based and the other is academically focused. Agentive orientations were measured using Reunamo's interview tool, which focuses on children's uses of accommodative and agentive orientations in everyday situations. The findings show that children in the academically oriented preschool had more uncertain and less participative orientations than those in the play-based preschool. Boys in the academically oriented setting were found to be more vulnerable than both girls and their counterparts in the play-based preschool when confronted with a conflict setting. The results indicate that the play-based environment stimulated children's capacities for agentive and participative social engagement, suggesting that play provides children with the opportunity to develop more versatile social tools and strategies. These competences are of vital importance for successful engagement in collective settings such as classrooms and schools.

There is a general belief that ‘play’ serves a very useful function in the learning and development of young children. It is a vital way through which children reconcile their inner lives with the outside world. It is a central activity in kindergartens and nurseries. ‘Learning through play’ is recommended as the mode of learning and teaching of young children in many countries. In Hong Kong, it was documented in an official education report in 1986 and is the key guideline for the implementation of the aims of early childhood education for the next millennium. However, due to the messy nature and ambiguity in definition, ‘play’ is difficult to realize in the classroom context. A case study of six kindergarten teachers in training was conducted to investigate the issues of the links between the theories and practice of ‘play’. The findings showed immense difficulties in capitalizing the benefits of ‘play’ in practice and a huge gap between the practitioners’ espoused intentions and their actions in classroom. The study highlighted the complex nature of learning and teaching and reflected the need for a holistic reform in education.

This study examines the practical and conceptual dimensions of children's play in German and Hong Kong Chinese kindergartens. German (n = 24) and Chinese (n = 24) children (3-6 years) were randomly selected and videotaped during their free play for 5 min continuously on five consecutive days. Play behavior was analyzed by adopting the Parten-Smilansky play scale. Ten teachers were interviewed to elicit their views on play, learning, and play arrangements. The findings indicate that a significant difference was found between all the play categories of Hong Kong and German children. The most frequent behavior in both contexts is non-playing behavior (Non-Play), which includes completing assignments and onlooker behavior. German children show a slightly higher level in the social and cognitive dimensions of play, compared with their Chinese counterparts. Moreover, there is an association between children?s play and teachers' views on play and, to some degree, the curriculum foci. This comparative study has implications for the curricula currently under reform, based on consideration of whether play should be applied to or removed from the curriculum.

This article presents some findings of a small-scale research study carried out in 1 kindergarten in Hong Kong. The study looked at the problems associated with the transition of families from one culture (mainland China) to a new culture (Hong Kong), concentrating on the children's development of a sense of belonging in Hong Kong. Specific issues that children may face were identified. The study also suggests some strategies for early childhood teachers to use when implementing a play-based curriculum that gives immigrant children opportunities to express their emotions through play. The study found that a sense of belonging can be enhanced if teachers understand the difficulties inherent in cultural transition and respond accordingly.
