Purpose – The purpose of this paper is to understand the dilemmas facing Hong Kong vice-principals in discharging their roles and to further explore their engagement in informal mentoring as a coping mechanism in the absence of a structured professional development program. Design/methodology/approach – The qualitative study was conducted in the form of in-depth face-to-face, loosely structured individual interviews with ten informants from a variety of personal and school backgrounds, contributing to a set of data that unveiled the basic themes. Findings – Three dilemmas facing Hong Kong vice-principals were identified: juggling administrative work with teaching, standing by management or siding with peer teachers, and forced innovation vs omnipresent conservatism. The findings also suggested that the informants tended toward external resources intentionally with a view to gaining emotional support as well as professional stimulation. They also engaged in informal mentoring, which took the form of observing principals’ behaviors, joining support groups organized by school governing bodies, and enrolling in academic programs offered by universities and/or professional bodies, as a way to resolve the dilemmas. Research limitations/implications – Informal mentoring has been identified as an effective approach for Hong Kong vice-principals to acquire the skills and knowledge needed to overcome workplace challenges and the feelings of loneliness experienced upon changing their role. The findings point to the importance of formalizing mentoring in vice-principal development programs. Originality/value – This study is the first of its kind to explore the impact of informal mentoring on vice-principals in Hong Kong where both dual-career track systems and a structured mentoring programs are missing. Copyright © 2016 Emerald Group Publishing Limited.

Making online education effective and engaging has been a policy priority in the higher education (HE) sector since the COVID-19 pandemic arose in 2020. Based on an online survey and qualitative interviews, we examine experiences of HE students and teachers in Hong Kong, and provide recommendations that can enable countries/economies to leverage on the good practices of online education to rejuvenate HE in the post-COVID era. We find a need for greater institutional support beyond its current availability. Students’ perception of online education is less optimistic than what such labeling as “digital natives” suggests. However, with time, online education is being viewed more positively. Teachers find their online education workload to be higher. More female teachers cite difficulties in balancing work and life, while older teachers report more technological difficulties. Since many respondents come from public affairs programs, which emphasize interaction in the classroom, the findings suggest that a rethinking of pedagogical strategies of public affairs education is required. A strong professional identity is associated with the provision of more effective counselling services. In Hong Kong, however, the role of school counsellors is poorly defined, not well differentiated from those of other educational and mental health professions, and not supported by licensing and minimum qualification requirements. Consequently, school counsellors perform marginalised roles in schools which do not draw effectively on their competencies. Professional bodies that support the development of school counselling do exist but are not well established. If counsellors are to be effective, they need to establish an identity that recognises their unique contribution and locates them clearly in relation to other professions in a culturally appropriate way. They should also occupy positions in schools, which are characterised by collaboration with stakeholders and the ability to influence policy. Professional bodies are well placed to advocate for these changes in the context of the local sociocultural environment and should take a lead in advocating for a more robust professional identity. Despite the increasing number of studies on educational leadership during COVID-19, little attention has been paid to the intersections of different educational experiences and perspectives of school leaders, students, and their families that occur both inside and outside of schools. Drawing on eight case studies of public primary schools in Hong Kong, this article explores the challenges and strategies of online learning with a focus on effective leadership practices for supporting economically disadvantaged students during COVID-19. To incorporate the perspectives of multiple stakeholders, a series of questionnaires were distributed to principals (n = 8), teachers (n = 150), parents (n = 775), lower primary students (n = 855), and upper primary students (n = 850) and interviews were conducted with principals (n = 8), teachers (n = 37), parents (n = 32), and students (n = 62). Findings indicated that school leaders and teacher teams demonstrated strategic leadership practices prioritising and responding to the needs and constraints of economically disadvantaged students and their families. The present study draws attention to leadership encouraging collaboration among schools, families, and the wider community, which has become necessary during the shift to online learning during COVID-19. Copyright © 2022 The Author(s).

Favoring individual entrepreneurial freedom and free-market competition, neoliberalism has reshaped the social and discursive practices of higher education institutions (HEIs) around the world. In this paper, I draw on methods from critical multimodal discourse studies and an analytic concept from linguistic anthropology to examine several sets of student service materials circulating on the campus of a Hong Kong university between 2016 and 2017. While these materials are purportedly designed with student welfare in mind, I demonstrate how they effectively position students as (1) consumers of tailored services or experiences provided by the university; and (2) entrepreneurial selves, that is, socio-economically competitive and self-managed young individuals. I conclude by arguing that these service materials are shaped by and espouse a neoliberal governmentality that (re)orients HEIs and their students towards an all-pervasive marketization, competitiveness, and assertion of class privilege in a globalizing, particularly Westernized late capitalist society in Asia. Copyright © 2021 Informa UK Limited, trading as Taylor & Francis Group.

The first COVID-19 case in Hong Kong was detected on January 22, 2020. The disease spread quickly. Schools were suspended from January 25 to May 24. During these four months, the Government promoted online learning to replace face-to-face learning. However, as online teaching was very new, school music teachers had found tremendous difficulties, especially in recorder playing and ensemble training.On the other hand, the Hong Kong Diploma for Secondary Education Examination was postponed from March 11 to April 24 in the same year. New measurements for disease prevention were implemented. For example, Paper-II Performing was cancelled as it involved ensemble playing, which was not in line with the Government’s disease prevention policy. In this study, I have invited two primary school music teachers and two secondary music teachers to share the challenges and opportunities they have faced in teaching during the pandemic. This study draws on the findings from a STEM education project to examine Hong Kong in-service primary school teachers’ perceived challenges in implementing STEM education, the support they received in STEM teacher professional development (STEM TPD), and their needs for future STEM TPD. The study engaged teacher professional development through a school-university partnership and adopted a practitioner research approach that aimed at enhancing primary school teachers’ professional capacity of designing STEM activities relevant to the Hong Kong curriculum, with an emphasis on the learning of crosscutting concepts and inquiry-based teaching. STEM TPD is aimed at collaborative curriculum development as an opportunity to foster active learning through co-creating curriculum materials among teachers and university facilitators. Twelve primary school teachers from various subject teaching backgrounds were interviewed. Semi-structured interviews were carried out to collect the teachers’ experiences with the STEM TPD and their views on the integration of cross-cutting concepts in designing STEM lessons. Findings of the study revealed teachers' perceived challenges during the preparation and teaching phases related to STEM instruction and lesson planning, limited resources, and other concerns embedded in broader contextual situations. While teachers reported to have received different types of support from the STEM TPD relating to the pedagogical knowledge of STEM, future directions for STEM TPD were expressed in relation to content components of STEM TPD, opportunities for authentic learning and first-hand experiences, and coherence. Finally, this chapter discusses areas that need to be resolved before a further enhancement in terms of quality and quantity of STEM lessons could be expected. Copyright © 2022 The Author(s).

This study in the research domain of higher education sustainability addresses issues of policy and implementation of the Sustainable Development Goals (SDGs) in and through Hong Kong public universities. The purpose of the study was to critically analyze the problématique of achieving the SDGs by the Hong Kong higher education sector. The study used a post-empiricist qualitative design with Interpretive Phenomenological Analysis and an embedded case study methodology in order to explore the issues of the SDGs policy and implementation in eight public Hong Kong universities. The concept of sustainability ensoulment and the Higher Education Institution Sustainability Model served as a theoretical grounding for the interpretative analysis. The interpretive results showed a broad range of university responses and governmental support for SDGs despite small number of universities, and a score of authentic SDGs-related efforts, which were fully embedded into the educational mission of the universities. The essence from the interpretive analysis of the data suggests that the universities’ authentic attainment of the SDGs requires a ‘salutary detachment’ from putting excessive priorities on superficial sustainability standards and considering universities’ global ranking league tables as their principal goal. The study provides a structured discussion within five thematic areas: (1) regional-dominant sustainability challenges; (2) financing structure and independence; (3) institutional organization; (4) extent of democratic processes; and (5) communication and interaction with society. The research argues that a genuine SDGs attainment originates from what universities know best and regard as their threefold mission—research, teaching and knowledge transfer—to effectively generate global citizens with full ensoulment of the SDGs spirit and values, and thus, turning universities into authentically sustainable institutions. Copyright © 2022 Education Research Institute, Seoul

This article reports on the results of a qualitative interpretive pilot study investigating the role of comic strips on tertiary ESP learners’ motivation and discipline-specific language learning. The participants were 10 third-year students enrolled in two discipline-specific English courses at a university in Hong Kong. The results show that integrating multimodality through comic strips helped to transform the traditional delivery of instruction and also motivated and facilitated learners’ understanding of discipline-specific concepts and vocabulary. Participants also indicated that technology contributed to more student agency and fostered language creativity as they expended more effort in their learning. The findings suggest the need for ESP teachers to explore technology and integrate creativity and multimodality in the delivery of discipline-specific course content. In this chapter, the authors use a policy and program perspective to explore the specific career development needs of gifted learners in Hong Kong. They first examine recent developments in gifted education and career education policies in Hong Kong, then draw on relevant literature to highlight salient career development needs of gifted learners. Next, consideration is given to possible priority content for career guidance programs for these students, and some existing programs are reviewed.
