Since the introduction of accountability framework was introduced in 2003 and the school-based management policy that included parents as school managers was reinforced, a community model in Hong Kong secondary schools seems emerging. Drawing from a landmark study in Hong Kong secondary schools that looked into the impact of principal leadership on student outcomes using both cognitive and affective data, this paper begins with an examination of the empirical evidence that seems to support a positive prospect for a community model. Specifically, the leadership dimension that characterizes principals’ external communication and connection was most highly correlated with the dependable variable, the school condition Support for Students. However, using hierarchical multiple regression, this leadership dimension was also found contributed to only about 3.38% of the variance. This result contrasts with that quality assurance and accountability policy of schools tended to have a negative impact on support for students. Moreover, for some of the forty-seven principals investigated, their scores in this dimension were the lowest among all the seven leadership dimensions studied. These results suggest a mixed message. On the one hand, they indicate that a good communication and connection with parents and the community seemed to help principals provide better support for students. On the other hand, many principals are yet to prepare for the change in power structure in school management (Walker, 2004). In the interviews with the principals and key staff teachers, some strategies adopted by schools to attempt a community model were found. First, as most schools in Hong Kong also have strong affiliations with or under the governance of religious bodies or charitable organizations, some forms of external communication and connection to the community may have already existed. Second, some secondary schools were eager to build stronger connections with primary schools in the local

Business education has been offered in Hong Kong secondary schools for more than 50 years, and has gone through a number of key stages in response to economic growth. The key developmental stages are: (a) 1950s and 1960s, (b) 1970 to mid-1980s, (c) mid-1980s to 1999, and (d) 2000 to 2008. Another new stage of development will be implemented in 2009. This paper provides a historical review of the four key developmental stages, introduces the forthcoming new stage, and analyses and discusses the curriculum development of all these stages in line with the economic changes. It is recommended that pupils in different forms and at different academic levels be taught both generic business knowledge and vocational aspects of business to sustain Hong Kong’s economic success.

Little research has examined the multi-faceted transformation of higher education by information and communications technology (ICT) in detail. ICT is also perceived to change the ways learners learn but not teachers teach such that its impact on pedagogy is not fully discussed. This paper examines new possibilities of learning and teaching in a networked virtual learning environment where both learners and teachers transform. It is based on a cross-institution collaborative research project on virtual pedagogy conducted in the City University of Hong Kong. Qualitative data were collected from the simultaneous teaching of face-to-face and non face-to-face students who were in an engineering laboratory and at a remote site, respectively. This paper presents the findings of a comparison of the two groups of students' learning with the teacher's reflections on his teaching. The significance of this study is also discussed.

Over the past two decades, the feminisation of primary school teaching has been identified by the media and government officials in Western countries as an important contributing factor to boys’ academic problems. This panic, which has been criticised by feminists as a backlash and a form of recuperative politics, has promoted the development of research into gender and education, particularly studies related to the gendered culture of primary schools and on the masculinities of male teachers. However, male primary principals remain relatively under-researched in the literature, despite the importance of their structural position and increasing concern over the masculinisation of school leadership. This paper aims to contribute to the discussion by critically analysing the interpretive frameworks of 12 male primary school principals. The findings reveal not only the complex, contradictory and at times culturally specific gendered discourses that some male principals employ, but also their feminising and masculinising effects on the school workplace and leadership.

Mentoring has long been recognized as an effective approach in the professional development of teachers since it combines career advancement and psychosocial development (Kram, 1988). While a body of mentoring research in music education focusing on professional development exists (Benson, 2008; Conway, 2008; Haack, 2006), there is little evidence that the benefits arising from the process have been recognized or acted upon at the governmental level. Through the collection and analysis of quantitative and qualitative pre-, present- and post-case study data from a three-year school-based mentoring program in Hong Kong, this paper examines how the effective delivery of the music curriculum in early childhood education can be enhanced by the implementation of mentoring in helping to ensure the long-term professional development of its participants. The findings indicate the inadequate amount of training and preparation for kindergarten teachers in Hong Kong to adequately deliver a multifaceted music curriculum, and the mentor could fulfill the role of a music specialist. As a reference source for those considering the implementation of similar programs within their kindergarten settings, the findings can have applications across different subject areas, providing a practical perspective on the implications for sustained delivery as it pertains to novice and veteran teachers alike. To this end, a number of considerations as they relate to the research objectives – along with practical recommendations for the various stakeholders involved within early childhood education – are also discussed.

In response to the fierce competition resulting from globalization and the knowledge-based economy, the Hong Kong government launched massive education reform in 2000 as the central strategy to improve manpower quality. The ultimate goal of this reform was to facilitate lifelong learning for all. This education reform set a foundation for the establishment of its companion structure, Qualifications Framework (QF), which was launched on May 5, 2008. The QF is expected to be a catalyst for lifelong learning through its two mechanisms: Recognition of Prior Learning (RPL) and training programs based on Specification of Competency Standards (SCS). The purposes of this paper are 1) to examine the viability of the QF as a catalyst for lifelong learning and 2) to examine the current policies governing the RPL mechanism and SCS-based programs of the QF. Issues arising from the current policies and implications on policies and practices of the quality branding of QFs are central to the analyses and discussions.

This study identifies the meaning of students’ competence conceived by 26 secondary school business teachers in Hong Kong by using phenomenographic research and dicusses how these conceptions draw implications on business education. Findings show that students’ competence is seen as possessing: (1) work-based skills, (2) good subject knowledge, (3) professional attributes, (4) critical thinking ability, (5) practical experience, and (6) a belief in lifelong learning. These six conceptions are illustrated with sufficient extracts and further covered in three dimensions: performance, personal, and integrated. They are basically in line with the views on developing competent youth in knowledge-based society and empower the latest development of business education in a global sense.
