Collaborating with universities in Hong Kong, Finland, the United Kingdom and Australia the research project outlined in this paper takes up one of the key initial findings related to the importance of children's online spaces away from school. The project brings together complementary strengths from each partner nation to assist our mutual need to understand the worlds of our young "netizens" - the new public citizens of cyberspace. Differing in social and cultural context, each setting is recognised as a strong contributor to understanding the competencies of young people's digital expertise. We work from the shared view that the arrival of Web 2.0 and 3.0 social networking tools is educationally challenging and demands futuristic thinking for sustainable education and social connectivity globally. Our research aim is to use a common research design to discover how young people are behaving in the new online spaces; what guides their decision-making; and what, if any, common values appear to emerge when results between countries are compared. Locally derived knowledge gained from samples of 12-year-olds will be subjected to cross-cultural comparisons and validation. In doing so, we make some assumptions about the homogenising process that shared global networks may be fostering. Bringing together these contributions will strengthen the decision-making process and provide new knowledge about meaning making, agency and citizenship for the twenty-first-century e-democracy. This paper reports on the conceptual process underlying the research and the research design.

Following up on the general framework of the research study of Yip (2007), this article sets out a similar research question, investigating the differences between high and low academic achieving Hong Kong university students based on their different learning and study strategies. In this study, we recruited 100 university students who pursued their degrees using the distance-learning mode to participate by completing a revised Chinese version of the Learning and Study Strategies Inventory (LASSI; Weinstein, Zimmermann, & Palmer, 1988). Results further confirmed that there were important differences between the different study strategies of university students with high academic achievement and those with low academic achievement, even in a distance-learning context. Finally, we observed that two components within the model of strategic learning (Weinstein, Husman, & Dierking, 2000) - will and self-regulation components - were even more important in differentiating high academic achieving students from low academic achieving students than the other relevant studies.

During the last two decades of colonial rule, a wide gulf existed between policy and practice in Hong Kong's English-medium secondary schools: while English was the medium of textbooks, assignments and examinations, Cantonese and Cantonese-English mixed code were the dominant media of classroom communication. Although mixed-mode instruction was defended in some quarters, during the 1990s it was regarded in government circles as the main cause of unsatisfactory English standards. To eliminate mixed-mode instruction, and thereby ensure the consistent use of English or Chinese as teaching media, the postcolonial government introduced a controversial language policy in 1998 which permitted only 112 schools to remain English-medium, while most schools were forced to switch their medium of instruction from English to Chinese. This paper presents the findings of an investigation which aimed to gauge the extent to which the new policy has been translated into classroom practice in the 'reformed' English-medium stream. The findings indicate that teachers and students make greater use of English in the classroom than their counterparts during the era of 'mass' English-medium education, although, as might be expected, the language-learning experience provided in the 'reformed' English-medium stream generally falls short of the full immersion programme envisaged by policy makers.

This paper describes a study comparing paper-based marking (PBM) and onscreen marking (OSM) in Hong Kong utilising English language essay scripts drawn from the live 2007 Hong Kong Certificate of Education Examination (HKCEE) Year 11 English Language Writing Paper. In the study, 30 raters from the 2007 HKCEE Writing Paper marked on paper 100 scripts that they had marked on screen 9 months previously. Subsequent to the rating, they completed a questionnaire, from which it was concluded that, technologically, raters had no problems with OSM. Statistical results indicated no bias favouring either form of rating. Attitudinal differences surfaced, however, between new raters who had solely rated on screen as against veteran raters, whose previous rating experiences had only been with paper-based rating. The paper concludes with the prediction that as OSM becomes more prevalent, it will be accepted as the norm, with prejudice about fairness or convenience gradually fading.
