Establishing international branch campuses (IBCs) has become one of the key strategies to facilitate the internationalisation of higher education. Researching IBC-related issues (e.g. student experiences, teaching practices, policy and governance) has also become a popular topic in international higher education. However, few studies have explored students’ identity formation in the IBC context. This qualitative study explores mainland Chinese students’ identity formation process in Hong Kong institutions’ intra-country branch campuses within the Greater Bay Area in mainland China. Drawing upon the notions of situated identity and global-national-local imbrications, this study unveils an intricate and nuanced process of identity development among students influenced by the interplay of global, national, and local factors in such an intra-country IBC context. The findings offer new insights into students’ identity formation in cross-border education. It also enhances understanding of the sustainable development of IBCs and strategies for internationalising higher education in the Greater Bay Area. • COVID-19 pandemic significantly decreased international student mobility. • Mainland China and Hong Kong university students lack interests in overseas study. • East Asia countries and regions become popular studying abroad destinations. • Health and safety become students' primary concerns for studying abroad. • Post-pandemic management becomes a key factor in attracting international students. The study critically examines how students in Mainland China and Hong Kong conceive overseas studies plans against the COVID-19 crisis. Amongst the 2739 respondents, 84 % showed no interest to study abroad after the pandemic. For those respondents who will continue to pursue further degrees abroad, Asian regions and countries, specifically Hong Kong, Japan and Taiwan, are listed in the top five, apart from the US and the UK. The pandemic has not only significantly decreased international student mobility but is also shifting the mobility flow of international students. This article also discusses the policy implications, particularly reflecting on how the current global health crisis would intensify social and economic inequalities across different higher education systems. Literature suggests that state–market relations in Asian transnational education appear as a hybrid of economic socialism and economic liberalism as well as of supra-territoriality and sovereignty. Such a notion of hybrid focuses on how Asian states manage the struggles over the meaning and value of higher education, thereby addressing various ways in which states participate in neoliberal globalisation. This paper argues that Asian states’ higher education policy choices are restricted by local politics and the resulting policy agendas. This argument explains the paradoxical situation that Malaysia continuously encounters when developing its regulatory regime to govern transnational education. The argument also illuminates the recalibrations that appeared in the transnational education policies of Singapore and Hong Kong. The paradox and recalibrations reveal how a political perspective on transnational education is important to understand Asian states’ responses to globalisation in higher education regardless of the nature of their regulatory regimes. This paper examines the under-explored relationship between young people's transitions to higher education (HE) and the opportunities afforded by transnational education (TNE) programmes, with a focus on understanding the contemporary situation in Hong Kong. A fascinating association has developed, over the past decade, between the expansion of TNE in the territory and the government's commitment to providing continuing education'. We explore what this relationship might mean for the young people directly affected by these new opportunities, by drawing on 70 in-depth interviews with students/graduates. Our sample is, what Brinton [2011. Lost in Transition: Youth, Work, and Instability in Postindustrial Japan. New York: Cambridge University Press] has termed (in another context), Hong Kong's educational non-elite'. We ask: how does this non-elite' negotiate the shifting terrains of educational provision in an era where credentials (particularly at degree-level) are seen as everything'? Our paper contributes directly to discussions around young people and (international) education, and considers frankly the specific role that transnational HE plays in the education/employment transition of thousands of (hitherto neglected) individuals in contemporary Hong Kong.

There is a clear need for new research into the work and life outcomes for graduates of Australian international education. Drawing upon divergent post-study transitions, this article aims to present a multi-faceted, qualitative foundation for the consideration of both positional and transformative impacts of international education on graduates' post study lives and careers. We compare three divergent study and life pathways for international students via three case studies of different models of Australian international and transnational education provision. The findings show that positional and transformative outcomes were often intertwined in surprising ways in participants' stories. The pathways that they followed after graduation were strongly influenced by their engagement with international education as a life as well as a learning experience. All three case studies also suggest that concepts of the prestige of the Western degree need further consideration.
