Considerable attention has been paid to the concept of ‘leading for learning’ (Goker, 2006), but little attention has been paid to the teaching and learning of civics in schools, and to how these might be facilitated by school principals (Xu and Law, 2015). This study adopted a qualitative approach to examine how principals can create civics-based teaching environments, and how these may influence teachers in their roles as “civic educators”. The results showed that the complex historical-cultural and socio-political contexts of Hong Kong have influenced school leadership when it comes to teaching civics, and the researcher has highlighted three main patterns of school leadership needed for civics teaching. When school leadership lacked a clear vision of citizenship education (pattern 1), most teachers were compliant and avoided discussing sensitive political topics with their students. When school leadership mediated the diverse needs of students and balanced the different expectations of school stakeholders (pattern 2), there were both compliant and critical teachers. When school leadership had a clear vision of the school‘s civic mission (pattern 3), the results differed across schools. These findings implied that principals have to significantly shift their understanding of the purposes of citizenship education and of their own roles, in order to provide greater autonomy for teachers. Purpose - The purpose of this paper is to compare and analyse the role and implementation of nationalistic education in Hong Kong and Macau special administrative regions (SARs) since their respective handover of sovereignty to China in the late 1990s. Both SARs face the educational need to cultivate a Chinese national identification among the students after the sovereignty changes. While Macau SAR has enjoyed a relatively smooth implementation of nationalistic education towards which Macau’s schools and students are largely receptive to nationalistic programmes since its handover in 1999, Hong Kong SAR Government’s nationalistic education was met by reservation from some parents, students and civil society’s groups under allegations of “political indoctrination” and “brain-washing”. The Hong Kong civil society’s resistance to National Education culminated in the anti-Moral and National Education protest in Summer 2012 and then Hong Kong schools and society. This paper attempts to provide an overview and analysis on the development of nationalistic education in both Hong Kong and Macao SARs, and to give some possible explanations on the factors that lead to differences of perceiving and responding to the nationalistic education between both places.Design/methodology/approach - After conducting a literature review, this study utilises different sources of data such as curriculum guidelines, previous studies and other scholarly findings in examining the development of civic education and national education policy in both SAR societies, as well as in discussing the possible developments of nationalistic education in both SARs by making references to previous studies of citizenship and nationalistic education.Findings - This study found out that different relationships between the two SAR Governments and their respective civil society, the extent of established socio-political linkages with China, as well as the introduction of a core subject of Liberal Studies in Hong Kong

The implementation of moral and national education (MNE) in Hong Kong came to a stand-still when in 2012 anti-MNE student protests triumphantly saw it being shelved. Many perceived MNE as indoctrination and politically motivated by the leadership. Five years have gone by since the demise of the MNE. Ostensibly, the struggle for hegemonic control over the MNE curriculum is lost for the moment. However, this paper argues that the battle for control over the implementation of MNE is not yet over. Simmering politics about the shelved MNE continues to be a point of debate in the media. I frame this argument using subterfuge hegemony in conjunction with analysis of news discourse on the MNE debate to demonstrate how hegemonic work is carried out in South China Morning Post. Such a line of inquiry and analyses is significant as it offers the chance to deconstruct the differing interests and power relations around a high stake citizenship/civics education. It also throws light on the on-going tensions building up around the clash of liberal and illiberal ideologies that are embedded in the One Country, Two Systems political order in Hong Kong.

Both Hong Kong and Macau issued civic education documents before their sovereignty was returned to China. These two internationalized cities aimed to prepare for the future when their colonial governance was coming to an end. Having taken decolonization policies into consideration, it is understandable that sovereignty regimes have their own self-designed citizenship education plans. Judgments with selective commentaries on public and political events could transmit various and crucial political messages. Their proposed curriculum might differ in contents but their essential qualities of civic education targeted at facilitating students’ core values and positive attitudes. Deficiencies are thus identified and how such deficiencies are later reflected in history is noted. The new concepts of citizenship were merely prominent in these two areas and the contents were no longer creative. It is observable that the lack of adoption of recommendations on education concerned with the nurturing of young people and their empowerment with self-determinism is clearly perceptible, under the so-called “one country, two systems” governance. Or, it may well be that something was overlooked. If so, it may be that there may be a lack of planning for social harmony and sustainability of these metropolitan cities. Plans by the Hong Kong Government to introduce moral and national education (MNE) as a compulsory subject in primary and secondary schools in 2010 encountered strong opposition. The controversy over the plans has lasted for two years, with the government and its supporters claiming that the subject will help to instil a stronger sense of national identity in children and critics deriding it as biased and constituting a form of brainwashing. The subject is also seen as posing troubles or a considerable threat to local Christian schools because most of them have had their own religious education programmes for years. Most Christian school-sponsoring bodies and parachurch organisations oppose the subject's introduction, urging the government to scrap its curricular guidelines, and many say they will boycott its implementation. To bring the issues surrounding MNE into sharper focus, this article traces the development of Christian education in Hong Kong and analyses how local Christian communities perceive and have responded to the official proposal. Three prominent themes commonly emphasised in the Christian discourse are plural identities, conditional patriotism and universal values. These themes could shed light on wider theoretical discussion about the positive roles of religion and religious education for citizenship education.

PurposeThe purpose of this paper is to discuss nationalistic education in Hong Kong from a cultural perspective. It highlights the challenges faced by the Hong Kong Government and the growing antagonism and mistrust between the young generation and the government. The paper reviews the cultural policies adopted by the Western Zhou, Han and Tang dynasties in ancient China.Design/methodology/approachThis paper adopts a historical approach by reviewing the policies in music and culture in the Chinese history and argues for the adoption of a soft approach to nationalistic education in Hong Kong.FindingsResults show that being inclusive toward diverse cultures, trusting and valuing people's voices and accepting differences of opinion are effective policies that were adopted by the respective dynasties. The results shed light on the possibility of nurturing nationalism through education in music and culture.Research limitations/implicationsThe historical examples mentioned in this paper are only selected periods of the Chinese history. Thus, the survey could not be taken as a comprehensive review.Practical implicationsThis paper reviews the policies concerning music and culture in ancient China and argues for transferring the soft approach of predecessors toward these subjects as part of the nationalistic education of Hong Kong.Social implicationsThe results shown should be considered seriously by the Hong Kong Government as an effective substitute policy for the past stringent approach of implementing national education in Hong Kong. Nationalistic education focusing on music and culture is a common root for all Chinese and should be used in future to build up trust and common values between China and Hong Kong.Originality/valueThe originality of this research lies in its dealing with nationalism and national education, recommending a soft approach to education viewed through the prisms of music and culture.

The purpose of this study is to explore the possible impact of short-term Mainland exchange programmes on the Hong Kong youths’ national identity. A study using both quantitative and qualitative methods was conducted in 2016/17 to investigate the students’ national identity. There were 676 secondary school students completed the survey and subsequent focus group interviews were conducted to examine whether there was any difference in their national identity after they returned from the Mainland exchange programmes. The results show that some of the participants’ cultural identity was enhanced while their national identity was not necessary strengthened. These findings were related to the structure and the objectives of the Mainland exchange programmes. The complexity of the formation of national and local identities will be discussed. This presentation will provide insights for schools to enhance meaningful Mainland exchange activities and inform policy makers ways to formulate effective strategies for promoting such activities.
