Purpose – Teacher learning communities (TLCs) formed within subject departments are conceptualized as reform platform for facilitating school improvement and teacher development. The purpose of this paper is to examine the ways in which three TLCs were structured and managed for generating change capability in secondary schools in Hong Kong. Design/methodology/approach – A review of the literature on the contribution of learning communities to teacher professional development, and the functions and styles of subject leadership provides the theoretical background of the study. Participant observations and semi-structured interviews were employed as the main instruments for the investigation into the potentials of TLCs for enhancing professional renewals. Narrative accounts were obtained from a total of 21 teachers (including three subject leaders) on the nature and process of their participation in the renewal projects. Findings – The findings of the interview study reveal the landscape of subject leadership orientations that shaped the collaborative practices, power relations and knowledge representations within TLCs. Variability is noted in the subject leaders’ concerns for harmonious relationship, executive control, professional growth and leadership empowerment. The spectrum of knowledge structure in these communities is marked by a hierarchical relationship on one end, and a heterarchical relationship on the other. Research limitations/implications – This paper portrays the dynamics within three TLCs, and depicts a continuum of three leadership styles. The literature on subject leadership in TLCs could be enriched with further investigations into the contextual variables and sources of influence that affect the choice of leadership orientations of subject leaders who grapple with a balance between managerial imperative for control and accountability and a learning imperative for participative explorations that satisfy teachers’ aspirations for autonomy

Purpose – Over the past decade, studies of school leadership effects have increasingly aimed at identifying and validating the paths through which principal leadership impacts key teaching and learning processes in schools. A recent meta-analysis by Robinson and colleagues identified principal practices that shape teacher professional development experiences in schools as the highest impact path used by instructional leaders. The purpose of this paper is to examine relationships between principal leadership, dimensions of school capacity, and teacher professional learning in 32 Hong Kong primary schools. Design/methodology/approach – The study employed a cross-sectional research design and quantitative methods to analyze teacher perceptions of principal leadership and key school conditions. The research employed hierarchical linear regression analysis to explore survey data collected from a sample of 970 teachers. The surveys covered a range of principal leadership and school capacity dimensions, as well as a measure of teacher professional learning. Findings – Results indicated that multiple dimensions of principal leadership made significant contributions to both school capacity and teacher professional learning. The presence of cooperation, trust, communication, support for students, and alignment, coherence, and structure in schools also affected teacher professional learning. Research limitations/implications – These findings contribute to the global discourse on leadership for learning. The study addresses the need established by multiple scholars (e.g. Leithwood, Hallinger, Heck, Robinson, Witziers) for research that further illuminates “paths” and “intermediate targets” through which leadership impacts teaching and learning. The findings elaborate on the means by which leadership can enhance school capacities that directly impact teacher classroom practice and student learning. Purpose: The function of early childhood education (ECE) has shifted from mothering to nurturing child development in Hong Kong. Teaching in kindergartens seems to be more attractive to men nowadays. The purpose of this paper is to explore the issues of male participation in ECE through a case study of a local kindergarten. Design/methodology/approach: A case study methodology was used in the research design and the data were collected through semi-structured interviews. The interviewees all came from a single, case study school, and included the kindergarten principal, head teacher, teachers, both Chinese and foreign nationals, and parents. Findings: The findings of the study indicated that most of the school staff support hiring male teachers in kindergartens and perceive that male teachers play an important role in educating young children. On the other hand, the views of parents who participated in the study were divided. This reflects gender bias on the part of parents. Originality/value: Minimal research on male participation in kindergartens has been conducted in Hong Kong. The findings of the study shed some light on the issues of male participation in ECE in a Chinese context. It is argued that overcoming the low participation of male teachers in ECE will require changes in deeply rooted institutional and management practices. From a wider perspective, providing better career prospects and improving the professional status of kindergarten teachers will attract more men to teach in kindergartens.

Purpose – The purpose of this paper is to examine gender identities of Chinese male and female middle leaders in secondary schools and how gender dynamics play in the leadership process and impact on career aspirations and career development. Design/methodology/approach – This paper draws on the data of a larger qualitative study conducted using the life history approach. Cases of four male and female middle leaders, which are able to demonstrate the “efficacy” of life stories to enhancing our appreciation of the process of gender negotiation and the impact of gender dynamics on leadership behaviour, are reported. Findings – Evidence suggests that traditional Chinese gender identities played out in the leader-follower relationships although signs of hybrid gender identities were also evident in some cases. Gender identities and the family role perception of the middle leaders have impact on their career aspirations and development. Research limitations/implications – Findings yield implications for the professional development needs of Chinese middle leaders not only regarding their professional role but also their personal understanding of how gender identities and family role perception impact on their career development. Further study with overlapping and complementary methods to a larger sample could be more illuminating to this complex and multifaceted issue. Originality value – In the context of global concerns about the shortage of leader talent, the present study illuminates gender identities and the dynamics of the interactions between Chinese superiors and subordinates of different sexes and adds perspective to the leadership development literature.

School-based management (SBM) or school self-management has been an important worldwide school restructuring movement since 1980s. This paper aims to map out how SBM in terms of self-management at the school, group and individual levels is related to school performance at different levels. From a sample of 82 schools, the strength of multi-level self-management in school was found to be strongly related to the quality indicators of organizational performance, moderately correlated to the quality indicators of group social norms of teachers, and individual teacher job performances. The profiles of strong and weak self-management schools were also found to be significantly different in most indicators of school performance at different levels. The findings provide preliminary evidence to support that the success of SBM implementation for achieving school quality depends on the involvement of the school, groups and individual teachers as a whole in continuous self-management and self-learning cycles.

Purpose – The purpose of this paper is to examine the progress of the curriculum reform in Hong Kong in the implementation phase from 2001-2006, with the agreement and support of heads and teachers on the reform. Design/methodology/approach – Survey questionnaires and focus group interviews were used to collect data from various stakeholders. A stratified random sampling method was employed to select 150 primary schools and 120 secondary schools to participate in the study. Findings – It is found that with the agreement and support of school heads and teachers, there is good progress in the reform items on teaching and learning. Findings of this paper also suggest that teachers who agreed with the reform items made changes with their practices in terms of learning and teaching strategies, catering to learner diversity, assessment for learning, developing students' language proficiency, cross-curricula learning, playing multiple teachers' roles and preparation for the new senior secondary curriculum. This study thus supports most findings from the change literature with its empirical data that educational changes and innovations with the agreement and support of school heads and teachers tend to have a greater chance of succeeding. Originality/value – The paper contributes by examining to what extent findings and views established in change literature elsewhere can be justified and enriched with the case of Hong Kong.

Purpose – This paper aims to review and analyze the functions, strategies and related issues of developing a regional education hub in the trends of education development in China as well as the Asian Pacific region. Design/methodology/approach – Taking Hong Kong as an emerging case, it examines through literature and international comparison the relationship between education hub development and higher education development as well as the strategic functions of an education hub to the future development of Hong Kong. Findings – The development of an education hub was found closely linked to the demand for higher education in the Asian Pacific region as well as the internal dynamic of higher education and society in Hong Kong. The mode of education hub development in Hong Kong should be driven by soft-power building instead of industrialization. The requirements for successful implementation include the huge demands for higher education in the region, the strengths of the higher education sector, the supporting policies and measures for international students and education service providers, and the leadership and support of central agencies. Originality/value – This paper provides a new typology of higher education developments and a new mode of education hub development to analyze the strategic functions and requirements of developing education hub in the context of Asia-Pacific Region. The discussion and analysis in this paper will contribute to the related literature, policy development and initiative implementation in the areas of education hub and higher education not only in Hong Kong but also other parts of the world.

Purpose: This paper aims to report a case study of 93 parents’ attitude towards their involvement at various levels of school education in a special school. It also examines the relations between parents’ education backgrounds and different levels of parental involvement. Design/methodology/approach: This study adopted quantitative research approach. A questionnaire composed of 30 items under six scales was developed with reference to Ng’s (1999) six–level Model of Home-School Cooperation which was adopted to frame the study. Findings: The study indicates that parents’ inclined to be involved more outside the school including ‘two-way communication’, ‘supervision of children at home’ and ‘participation in parent organizations and activities’ than that inside the school such as ‘volunteering’, ‘providing advice on school policies’ and ‘participating in decision making’. Research limitations/implications: In spite of its small scale in a case-study special school, it does not aim at generalization but illuminate how parental involvement was carried out. Practical implications: The study carries the implications for school management and policy makers when promoting and implementing parental involvement in special schools. Originality/value: For the school personnel, a total and positive relationship could help enhance efficient and effective management of education. Second, more resources should be provided by the Education Bureau for special schools to educate parents and subsidize their involvement. Third, more training opportunities regarding knowledge and skills of parental involvement be provided for frontline teachers.
