Technology Teacher Education, in similar ways to medical practitioner education, has to rely heavily on constructivist learning principles whereby learning takes place as a result of processing and solving a series of relevant subject based question. Using PBL techniques, the objectives of the project were addressed in the following terms: 1. Increase collaborative Learning through quality learning teams; 2. To enhance academic outcomes of individual members of the quality learning team; 3. To inculcate a constructivism culture within the quality learning teams through PBL; 4. To enhance both learning and instruction strategies through PBL; 5. To encourage and increase motivation of both the quality learning team and each of its individual members by immersion in PBL techniques; 6. To increase student achievement and create a positive technology teacher attitude within the quality learning team and its individual members. The use of small PBL learning teams to enhance technology teacher learning not only created extremely motivated student teachers whose reflective skills constantly improved, but, also engendered a much improved attitude in language acquisition skill as each team confronted the difficulties of a second language. In adopting the PBL technique within small learning teams it has been found that in the case of Hong Kong the Confucian precept of learning and of collectivism fits well with the Chinese culture. Cultural perspectives in the five countries in which the authors conducted their research added to the learning psychology of this intervention, thus increasing understanding and reflection.

The aim of this study was to obtain insight into the effect of a quality assurance system on the implementation of a PBL teaching strategy in courses in three Hong Kong universities. A total of nine research teams (each consisting of a few PBL-tutors) were involved. Before the implementation of PBL, the tutors attended specific orientation and training sessions on PBL. Twenty-one tutors were randomly selected for interview after the implementation. The results indicate that the quality assurance system within most institutions does affect the implementation of PBL. The reliance on research output and a standardised student feedback questionnaire as indicators of staff performance do have a detrimental effect on the implementation of PBL. On the other hand, resources and class size also have a direct effect on the willingness of academic staff adopt the PBL approach in teaching. Finally, student factors also play an important role in the successful implementation of PBL. To be successful PBL tutors need to be supported by a clear message from the university quality assurance system that this is the way to go forward. Without taking this seriously into consideration, one could predict serious difficulties in promoting PBL in the education sector.

A new Junior Secondary Science Curriculum (JSSC) has been implemented in Hong Kong since September 2000. Developing pupils' problem-solving skills is one of the main aims of the new curriculum. This case study analyzes how teachers create environments to develop pupils' problem-solving skills through teaching a science theme entitled "The wonderful solvent—water" in Hong Kong junior secondary classrooms. Data were collected from classroom observation and post-lesson interviews. By demonstrating series of events that made up the entire learning experience of the students in classrooms, this article will illustrate how students carried out problem=solving processes, which include generating ideas, making interpretations and judgments, and using strategies to manage the complexity of situations. This study experiments are adopted in science lessons. Finding s also indicated that students are well motivated and their skills can be enhanced if decision-making authorities in designing setups, procedures and ways in solving scientific or technical problems have been devolved to them.

This study examines the influence of the colonial experience (1945-1997) on the planning of secondary technical education in Hong Kong. Specifically, the origins of secondary technical institutions and their positioning in secondary education are examined. Primary source materials are used as the basis of investigation and analysis, supplemented by secondary sources. The study finds that the origins and form of secondary technical education in Hong Kong mirrored those of secondary technical education in the British tripartite school system (grammar, technical, and modern). The breakdown of the tripartite school system in Britain might have led the colonial government not to adopt the full British model of secondary technical education. Nevertheless, the British tripartite school system had a long-term impact on the development of secondary technical schools in Hong Kong. Following the end of colonial rule, the Hong Kong Special Administrative Region government initiated education reform, which brought an end to curriculum differentiation by school types (grammar, technical, and prevocational) and replaced it with comprehensive education.
