The Hong Kong government, in common with many others around the world, has experienced major difficulties in implementing educational reforms. The nature of the constraints on implementation, however, have differed significantly between the pre- and post-1997 periods. During the transition to Chinese sovereignty, the colonial government sought to avoid friction with teachers and pressure groups which might have resulted from determined efforts to implement its reforms. Policy, consequently, was usually symbolic and often remained at the level of rhetoric. The post-1997 government has shown more intent to bring about change but has been hampered both by an inherited culture of inertia and cynicism towards reform and by the dysfunctions of a disarticulated political system which have led to problems of co-ordination and a loss of capacity. The article analyses the relationship between educational reform and the changing political system and concludes that reform remains an elusive objective.

This article analyses the varied characteristics of histories of education in Hong Kong and discusses the perspectives that an acquaintance with them can provide. Such a focus encourages consideration of the use of incomplete sources by historians of education, as well as attempts to make sense of past educational developments through periodization. The author adopts a periodization scheme associated with colonialism, which facilitates the identification of mysteries (questions derived from incomplete evidence) and the explanation of myths (answers based on incomplete evidence). He anticipates that a similar approach to other societies could stimulate similar insights into both mysteries and myths.

Greater China is an umbrella term used to cover Mainland China, Taiwan, Hong Kong and Macau. This article reviews the evolution of comparative education in these four societies, noting major forces which have shaped the field. The article observes and comments on similarities and differences within the four societies. It has been prepared as a response to the millennial special issue of the journal, and notes some lessons and contributions from the field in Greater China to the global field of comparative education.

In Hong Kong, human rights education (HRE) is considered an aspect of civic education. For decades, HRE has been poorly attended. In 2009, a new compulsory subject, Liberal Studies, where HRE can be infused, will be introduced to senior secondary students (15-18 years old). This article reviews the development of HRE within civic education, followed by the analysis of Liberal Studies documents with reference to international human rights documents. It is concluded that Liberal Studies can be used as a vehicle for HRE. The aims and pedagogy proposed are similar to those adopted by HRE. International standards of human rights can be incorporated in the content. However, the HRE derived from Liberal Studies is a form of "action-poor HRE". Whether this "action-poor HRE" can adequately cultivate a universal human rights culture is an issue for further research.
