This study aims to examine the design of approaches for inquiry learning with multimedia resources in primary classrooms. The study describes the development of a multimedia learning unit that helps learners understand the natural phenomenon of the movement of the Earth. An analysis of the use of the multimedia learning unit by a teacher in two classes of pupils aged 10-12, with different pedagogical approaches, was reported. The multimedia learning unit was used by the teacher in the first class with her own understanding of inquiry learning, which is a teacher-oriented approach with mainly teacher control of the learning. She shifted to a more learneroriented approach of inquiry with another class after receiving suggestions from the lesson observers. A comparison of the prelesson and postlesson tests was conducted to study the learning achievement of the two classes of learners using the same multimedia unit. The results showed that though there were significant improvements in learning achievement in both classes, the teaching with a learner-oriented approach with less teacher controlled over the use of multimedia components resulted in learners' better achievement. The study concludes with suggestions on design of teaching based on inquiry learning with multimedia learning resources and the shift to a more learner-oriented inquiry approach.

We are presenting the fruit of our collaboration in the context of the T&T Project --- a publicly-funded inter-institutional collaborative initiative for all academic and professional staff in Hong Kong’s HE institutions. Project mission is to pull together human and instructional resources from all institutions in a collaborative effort in promoting, fostering and advancing quality teaching and learning. We are going to share with conference participants the following: · Designing and conducting sessions on IT in teaching and learning for academic and professional staff from all tertiary institutions in Hong Kong, in particular on: · formatting and layout of text · digital graphics · perfecting presentation skills · other digital media for enhancing teaching and learning · Designing and producing for colleagues’ use self-instructional multimedia packages for enabling IT self-sufficiency (in CD-ROM format) · Initiating audio and video streaming for the “T&T Project Website” and related on-line multimedia packages.

After the 1997 transfer, it is realized that Chinese language has become a sensitive subject due to its cultural significance and political symbolization. One of the most important responsibilities for the post-1997 Hong Kong government is to make both Chinese language and Information Technology (IT) become new initiatives for vitalizing Hong Kong's education system. It is suggested that the Hong Kong government should continue to strengthen resources and technical support in promoting computer assisted learning in school (Report on Review of 9-year Compulsory Education, 1997, Hong Kong, pp.110, 124). The ratio of students to computers is going to be pushed closer one-to-one for maximum use in primary schools. In Hong Kong too, the Arts curriculum stays relatively flexible that allows primary and secondary school teachers to choose content and structure for professional purposes. A development in information technology provision in education recent years has been the constant challenges for the traditional classroom presentation. However, a problem that is being faced by educators is the application of appropriate strategies to support both with respect to hardware and software related to teaching. In order to further enhancing technology teaching, there is also a need for teachers to make judgement to accommodate new approaches for their individual instructional design. Traditional method processed in static, linear and disparate design model do not adequate for multimedia programs. Yet multimedia teaching with a focus on affective and cognitive approaches has been the subject of very little research. Both researchers and educators have to face a situation of very limited multi-disciplined nature teaching references.
