We examine teacher induction programs through a systematic review of existing international literature from 2012 to 2022. Three of the most comprehensive online databases for educational research (Education Research Complete, ERIC EBSCO, ScienceDirect) were considered for the search, which resulted in eight documents being retrieved and considered in the analysis. We also review teacher induction programs in six jurisdictions (Estonia, Finland, Hong Kong SAR, Japan, Singapore, South Korea) with consistently high-performing students on the PISA reading, mathematics, and science assessments over the past decade, summarize teacher induction best practices identified in prior international comparison studies, and compare these results with induction programs in jurisdictions with low-performing students on these same assessments. School-based mentoring programmes in which teachers act as mentors have the potential to offer a non-stigmatizing and developmentally appropriate source of support for secondary school students. However, the experience of teacher-mentors is under-researched, particularly in Hong Kong. Fifteen mentors participating in a school-based mentoring programme in one Hong Kong secondary school serving a Chinese population were interviewed and the data were analysed thematically. Findings indicated that teacher-mentors provided social and emotional support to their mentees, and that they were motivated to do so by a desire for greater relatedness to the students with whom they worked. The relationship formed between mentors and mentees was more spontaneous, less hierarchical, more wide-ranging, and more personal in nature than that between teachers and students, and constituted a source of satisfaction for mentors. This multiple-case study investigated the experience of three preservice teachers who attempted formative assessment (FA) strategies in their English as a second language writing class during their teaching practicum in a secondary school in Hong Kong. Based on data from 17 lesson observations and 24 interviews, the study examined the three teachers' implementation of FA strategies during cycles of pre-, while- and post-writing stages. Also analyzed are the teachers' reflections on and their mentors' and students' evaluation of their FA implementation. The study found the teachers could translate their understanding of FA principles into teaching and assessment strategies appropriately, but the school's accountability culture worked against their innovation. School mentors' open-mindedness and support to their FA attempts were found to be crucial. The findings are discussed centering on key issues in the relational, developmental and contextual dimensions of the teaching practicum and their impact on preservice teachers' practice and attitude. Ten semi-structured interviews were conducted with ethnically Chinese adolescents enrolled into a school-based mentoring programme at a private secondary school in Hong Kong. Interview data were analysed thematically and two themes developed: 'experiencing mentoring' and 'experiencing the mentor'. The mentees, although initially sceptical about mentoring, were surprised by its helpfulness. Through the development of an informal and collaborative relationship in which students experienced their mentor as a trustworthy, mature and objective adult, students found an important source of emotional support and practical help which benefited their academic work. Students' experience was influenced by their mentors' role in the school, length of service and gender match. School-based mentoring programmes in a Hong Kong context have the potential to offer emotional and academic support to students. Cultural factors may have an impact on the experience of mentoring which schools should take into account when setting up such programmes.

This paper introduces a framework for providing beginning teachers with induction and mentoring support. The policy being put into practice in Hong Kong is adopted as a vehicle for facilitating beginning teachers' first year teaching and learning in a school specific context so as to ensure their smooth transition to classroom teachers and that they can develop 'threshold' competencies upon completion of a one year induction period.

Mentoring has been widely recognized as an important aspect of the professional preparation of beginning teachers. How mentoring is viewed bears important implications for how mentoring is to be practiced and experienced. This study investigated the views of mentoring held by mentors, mentored in-service teachers and university teachers in a mentoring scheme initiated by a university in Hong Kong. Ten pairs of mentors and mentored in-service teachers and three university teachers participated in in-depth individual interviews designed to explore their views of mentoring with respect to five themes: mentor selection and preparation; mentor roles and responsibilities; mentor-mentee relationships; the mentoring programme; and school-university relationships. The findings show that the dynamic interaction between mentors, mentored in-service teachers and university teachers shaped the learning opportunities for the mentored in-service teachers. This paper argues that teaching practice and mentored learning to teach play an important role in in-service teachers' professional preparation. To strengthen in-service teacher learning, key players in the mentoring scheme should attain a shared vision of mentoring for in-service teachers and work together to create an integrated curriculum for the learning of in-service teachers.

Background: Beginning Teachers are confronted with numerous challenges especially in their first year of teaching. Without ample induction support, the beginning teachers could merely develop their capacity on their own. Therefore, some nations implement the policy of internship so as to increase effectiveness of .the beginning teachers. In Hong Kong, the Advisory Committee on Teacher Education and Qualifications (ACTEQ) introduced the proposal of internship and registration for beginning teachers in 2003; however, the proposal is still not carried out.
Focus of discussion: This paper attempts to examine the proposal in an international perspective. In order to understand the direction and design of the proposal in Hong Kong, it is going to identify the proposal through text analysis. In addition, the controversies of the issue will be presented and defended.
Arguments: The paper mainly explores the controversies of the internship from four sections, they include, nature of mentoring relationship, workload of mentoring, evaluation of mentoring and prospect of teaching profession. In order to deal with the challenges of induction year, whole-school approach to mentoring is suggested. It is argued that the internship of beginning teachers should be introduced as a way of improving teacher development of Hong Kong at both individual and school levels.
Conclusion: By exploring related research, implementation of internship through mentoring for beginning teachers is beneficial to develop teacher effectiveness and school effectiveness. Nevertheless, the proposal should be improved before it is carried out in near future.
背景：首年入職為新任教師帶來重大衝擊。倘若入職支援不足，新任教師便只有獨自面對困難。有見及此，不少國家實施新任教師的見習制度，以求提升新任教師的效能。二零零三年，師訓與師資諮詢委員會，亦倡議在香港推行新任教師的見習與註冊制度；然而直至目前為止，仍未落實有關政策。
討論焦點：本文嘗試借鑒國際經驗，從文獻分析於香港推行新任教師見習制度的方向與重點。此外，探討有關政策衍生的爭議，並且作出釋疑。
