Purpose>This paper aims to examine how Hong Kong universities have responded to a newly included assessment element of socio-economic impact in a government-implemented research evaluation system – Research Assessment Exercise (RAE) 2020 – within the context of tightening audits and forceful knowledge economy objectives.Design/methodology/approach>This paper reports an institutional case study of the institutional-level response to the RAE 2020 impact requirement at a top-ranked comprehensive university in Hong Kong. A qualitative inquiry approach was adopted. The data sources mainly include university documents related to the RAE 2020 socio-economic impact policy, interview data with nine RAE-eligible academics at the case university, documents on the RAE exercises issued by the University Grants Committee (UGC) and field notes taken during the RAE information sessions.Findings>The institutionalisation process of the RAE socio-economic impact agenda could be considered as establishing an indicator-oriented reward and recognition regime for knowledge transfer and knowledge exchange (KT/KE). Overall, two major institutional strategies were identified in operating the RAE 2020 impact agenda at the case university: (1) launching various policy initiatives: driven by the RAE-defined socio-economic impact; (2) incorporating socio-economic impact into faculty evaluation: premised upon the 16 KT performance indicators laid down by the UGC.Originality/value>This article adds to the theoretical debate on the local reproduction of the global in studies of neoliberalism in higher education by describing a Hong Kong case study, supported by empirical data, of an actual university's responses to the newly included impact requirement in RAE 2020. More specifically, this study reveals that (1) the policy for socio-economic impact might be designed in a neutral or even benevolent manner, but has taken on a neoliberal and managerial dimension in its actual implementation; and (2) the

Collaborative lesson planning (CLP) is a key component of teachers’ professional development that responds to students’ ever-increasing learning needs. This study aimed to develop and validate an instrument to evaluate teachers’ CLP practices. Guided by the SECI (socialisation, externalisation, combination, and internalisation) knowledge-creation model of Nonaka and Takeuchi (1995), items assessing CLP practices were developed. To validate the CLP scale, we analysed data from 540 primary and secondary school teachers in Hong Kong. Exploratory factor analysis on a random half of the sample suggests a four-factor solution that supports the SECI model. A confirmatory factor analysis and multidimensional Rasch analysis on the remaining half of the sample confirmed the four-factor structure. Both analyses support the dimensionality of the four-factor model, rating scale effectiveness, and item fit statistics. The final version of the CLPS has 21 items that assess teachers’ CLP practices under the four SECI processes. This instrument has practical value in assessing, monitoring, and promoting collaborative teaching practices in school. In the existing literature of knowledge exchange (KE) and higher education, there is limited but emerging cluster of research which undertakes a comprehensive analysis of various types of higher education institutions and patterns of KE engagement. Employing the empirical example of Hong Kong, this paper examines the interconnections between institutional types and patterns of knowledge exchange (KE) activities in the context of a global city. It found that during the short history of KE policies and activities, all public universities in Hong Kong have been building their capacities for this new intellectual premise in the last decade. Meanwhile, disciplinary comprehensiveness and research/education intensity of the universities affect their institutional responses to the global trend of KE. The typology of higher education institutions suggested by this paper puts forward a perspective to further understand the institutional patterns of KE in the twenty-first century. Purpose - This study aims to identify effective strategies and practices for higher education institutions (HEIs) to enhance their knowledge recipients’ knowledge absorptive capacity.Design/methodology/approach - Questionnaire surveys and interviews were conducted to examine the effectiveness of a knowledge transfer (KT) project and these were administered by HEIs in Hong Kong. Pre- and post-test questionnaire surveys with t-tests were used to evaluate changes in the knowledge absorptive capacity of 1,014 participants from 20 schools. Qualitative interviews were conducted to investigate school leaders’ perception of the effectiveness of the KT strategies.Findings - Results revealed significant differences between the pre- and post-tests in all the elements of absorptive capacity. The processes of knowledge acquisition, contextualisation, internalisation and externalisation in a closed-loop mechanism were identified as effective KT strategies. Conducting training programmes, workshops, consultations, work-based studies and presentation seminars were found to be effective KT practices to support the recipients in acquiring, contextualising, internalising and externalising knowledge.Practical implications - HEIs should provide consultative support to recipients by conducting work-based studies and presentations to enhance their knowledge absorptive capacities.Originality/value - This study contributes empirical evidence to validate the application of Liyanage et al.’s (2009) KT model to HEIs’ KT model for the purpose of designing KT activities and enhancing the absorption capacities of the recipients. This research contributes an empirical closed-loop KT model, effective KT strategies and practices for HEIs to support their knowledge recipients so that they can internalise the acquired knowledge. The lack of a sharing and collaborative culture within schools was identified as a key barrier to the successful implementation and scaling up of innovative practices using technology in education in Hong Kong, according to a government report (EMB, 2004). The report identified a need to develop more supportive structures and mechanisms to foster a shared culture and to establish communities of practices between teachers to encourage the sharing and the exchange of classroom experiences as well as to collaborate in curriculum and pedagogical innovation in and across schools. This paper outlines how a supportive structure was built by establishing the environments and infrastructure, focusing on building communities and partnerships. The paper presents the framework which guides the establishment of the communities and identifies mechanisms to foster a sharing and collaborative culture.
