This comparative study investigated the associations between instructional practices and students' reading performance among 10 top performing regions that participated in the Program for International Student Assessment (PISA) 2018. A nationally representative sample consisting of 80,016 15-year-old students from 5 Asian regions (B-S-J-Z [China], Singapore, Macao, Hong Kong, and Korea) and 5 Western regions (Estonia, Canada, Finland, Ireland, and Poland) were included. A secondary analysis of PISA survey and assessment data was conducted. T test and ANOVA analyses revealed systematic differences in instructional practices of the 10 regions. B-S-J-Z (China) had significantly higher levels of teacher support, teacher-directed instruction, and teacher stimulation than the other sample regions. Asian regions tended to have higher levels of teacher support, teacher-directed instruction, teacher feedback, adaptive instruction, and teacher enthusiasm compared with Western regions, although variations were also found within Asian regions or within Western regions. Hierarchical linear regression (HLR) analyses indicated that reading performance was positively predicted by teacher support, adaptive instruction, teacher stimulation, and teacher enthusiasm, but negatively predicted by teacher-directed instruction and teacher feedback. The quality of a teacher plays one of the most important roles in the achievement of an education system. Teacher training is a multi-dimensional process which comprises the selection of teacher candidates, pre-service training, appointment, in-service training and teaching practices. Therefore, this study focuses on teacher training processes in Singapore, Shanghai-China, Hong Kong-China and Turkey and aims to discover the reasons for success in Program for International Student Assessment (PISA) by relating it with teacher training processes. Singapore, Shanghai-China, Hong Kong-China were chosen to study because their educational systems were ranked among the high-performing educational systems in 2016. This study was a qualitative research and document analysis method was used to collect data about the relevant countries' teacher training processes. The result of the study suggested some practical considerations for teacher training programs in low-performing education systems about the selection of teacher candidates, pre-service training, appointment, in-service training and teaching practices.

This paper examines to what extent and how the data and results of PISA have been used for various education stakeholders and to what extent PISA affect educational policy and practices in Hong Kong. From the point of view of the government, PISA has played an important role in supporting and legitimising government educational reform since 2000. It has supported curricula frameworks and to some extent development and reform from the philosophical and educational viewpoints. However, the mass media and general public seldom went beyond ranking to look at other variables that might inform policy with the exception of some researchers and curriculum developers. Nonetheless, considerable effort has been expended by key researchers in Hong Kong in disseminating information about PISA prior to and after the administration of each assessment and in sharing the Hong Kong results, through such means as press conferences, seminars, international conferences, research and professional development. Experience from the case of Hong Kong suggested that, by keeping international assessment low stake but making good use of it to inform different stakeholders and initiating teacher professional development could be a cost-effective tool to drive educational reform. However, there is a tendency of overuse or abuse of international assessments by making international assessment high stakes, which might create unnecessary pressure for participating schools, teachers and students.
