A growing body of research has examined the relations of dispositions toward information and communication technology (ICT) to intercultural competence among university students. However, there is little research exploring the associations between ICT-related dispositions and intercultural competence among adolescent students. The mechanism of such relationships also remains unknown. Therefore, from a self-determination theory perspective, this study investigated the relationships of perceived autonomy, competence, and relatedness in ICT usage with global competence--intercultural knowledge, skills and attitudes--among 17,055 15-year-old students from Hong Kong, Macau and Taiwan in PISA 2018. Results of Multilevel Structural Equation Modelling (MSEM) analyses indicated that perceived autonomy in ICT use, perceived competence in ICT use and perceived relatedness in ICT use all positively affected intercultural knowledge, skills and attitudes. Further, the results of the study revealed that the use of social media was a partial mediator in the relationship between perceived autonomy/competence in ICT use and intercultural knowledge/skills; and between perceived relatedness/competence in ICT use and intercultural attitudes. Our findings emphasized the importance of satisfying students' ICT-related needs and acknowledged the role of the use of social media in cultivating their global competence. The effect of ICT use on students’ academic achievement continues to be debated. While positive, negative, and non-significant linear relationships have been reported in the literature, few studies have examined the non-linear relationship between ICT use and academic achievement. Guided by the Opportunity-Propensity framework, this study addressed this gap by examining the non-linear relationships between four types of ICT use and students’ academic achievement. A two-level multiple indicators multiple causes model was conducted using Mplus version 8.0 on a representative sample of 15-year-old Hong Kong secondary students (N = 6,037, mean age = 15.73 years, 48.9% girls) from 152 schools. The results showed a linear, negative link between ICT use at school and ∩-shape links between ICT use for outside-of-school learning (with the peak at the 50 percentile), ICT use for leisure (with the peak at the 80 percentile), and using ICT as a topic in social interactions (with the peak at the 1 percentile) and their academic achievement. These findings suggest that stakeholders should always take caution when promoting ICT use at school and ensure that its use does not interfere with students’ learning activities outside of school. The influence of school or family on students’ development is widely recognized as essential. Cultural factors which affect students’ use of information and communication technology (ICT) need to be further explored. This research on digital divide analyzed the interview data from principals, teachers, and students from two Hong Kong junior secondary schools. The main findings suggest that cultural divide at school and home can significantly affect the phenomenon of digital divide in education. The cultural factors in school most associated with high ICT usage were the school principals’ culture and values regarding ICT. Parental values, such as demanding but harmonious parent-child relationship, were the most influential home cultural factors. The results of the study suggest that the phenomenon of digital divide could be eased by previously overlooked gaps in school and family culture. Some suggestions and limitations were also provided in the conclusion.
