Purpose: Both Hong Kong and Singapore leverage teacher collaboration to improve student learning, but state reforms differ in how teacher collaborative capabilities are prioritized. This paper provides a nuanced comparison of Hong Kong and Singapore teachers' values (risk-taking, power distance and uncertainty avoidance) to develop insights into how different policy focuses cultivate teachers' capabilities to focus on improving student learning. Design/methodology/approach: Employing Hargreaves and Fullan's (2012) concept of professional capital, statistical analyses determine teachers' values profiles of high, medium and low professional capital in the respective contexts. Leveraging related research on Singapore teachers (Lee and Lee, 2018), nuances in teachers' values in the Hong Kong results are identified via cluster analysis and explained via structural equation modelling. Findings: Medium professional capital Hong Kong teachers' values matched Singapore's, but teachers in other clusters are nuanced. Compared to Singapore teachers with similar levels of professional capital, high professional capital Hong Kong teachers have higher uncertainty avoidance, while low professional capital teachers are the opposite. In Hong Kong, high uncertainty avoidance values positively influence teacher leadership and focus on student learning. Nevertheless, as with their Singapore counterparts, high professional capital Hong Kong teachers have low power distance and high risk-taking values. Originality/value: This paper raises awareness regarding policy's influence in cultivating teachers' values and their transformational change capabilities. By comparing two hierarchical Chinese societies, the discussion questions whether Chinese and Western cultural influences are mutually exclusive, and whether transformational change in cultural values, if achievable, is necessary. Copyright © 2021 Emerald Publishing Limited.

The quasi-market condition of education intensified the need to seek ongoing school improvements, manage uncertainty, and innovate school-wide pedagogy and curricula. Sequentially, interest in teachers’ entrepreneurial behavior (TEB) has grown rapidly in recent years, which established the importance of entrepreneurial behavior as an effective response to the changing, uncertain, and increasing demanding context in the education system. However, the notion of TEB has not been clearly conceptualized or operationalized. This study attempted to offer a clear definition of TEB and identify its conceptual components. We first offered a semi-systematic literature review of entrepreneurial behavior, and then conducted a multiple-site case study at three schools in Hong Kong. We identified three competency components and three attribute components of TEB, from which we established a conceptual definition of TEB. In this paper, we review the challenges of sustaining effective teacher professional learning in Hong Kong and propose that professional learning could enable teacher innovation, and teacher innovation reversely rejuvenates professional learning. We also argue that greater exploration is needed of how professional learning is theorised in relation to broader themes that influence it. These key themes explored have significant implications for both organisational and wider systemic culture and practice both in Hong Kong and in systems around the world. Copyright © 2020 IPDA.

Research on school improvement tends to assume that school improvement is a school-wide process. Nonetheless, some researchers have also proposed that secondary schools are comprised of subcultures centered on subject area departments. It has further been suggested that variations in the sociocultural organization of subject departments could produce differential results in the learning outcomes of students. To date, however, few empirical studies have examined the leverage offered by this perspective. The current study addresses this gap in the literature by analyzing changes in the learning outcomes of subject departments over a 3-year period as compared with patterns of whole school improvement in 47 Hong Kong secondary schools. The results support the proposition that theory, research, and practice on secondary schools will benefit from viewing their improvement from a perspective that takes into account the diversity of department-level conditions and learning outcomes.

The author points out that universal education was put in place to meet the change of increasing easy access to the informative age. The impact of universal education is specally marked in the subject of Mathematics. The author claims that there have been many attempts made to instigate innovation in Mathematics curriculum, but they did not seem to attain pleasing results. Therefore, it is time to ripe for a change.

This paper proposes an initial model for the care and support of primary school children coping with family situations and family changes. The model is built on existing counselling literature, incorporating the perceptions of teachers, children and parents on their needs for support and a small empirical study by the author on teachers' perceptions of the roles and functions of the personnel involved in supporting children in changing familial situations. In proposing the model for schools the author argues for the need for a multi-systemic approach which emphasises involving home-school cooperation and acknowledging the unique 'East meets West' hybrid context in Hong Kong. The use of the model in relation to teacher education, counselling practice and research is discussed. Implications of this model for other locales having similar hybrid contexts, particularly a mix with a Chinese cultural heritage, are also discussed.
