本研究旨在深入瞭解個案幼稚園並深入分析其幼兒生命教育課程的特色， 明白其具體的教學情境脈絡， 及其家長參與的方式和成效，藉此瞭解家長參與到校本幼兒生命教育課程的意義所在。 目的在於探討以下問題： 課程的設計理念是如何發展而來的？其具體實施歷程是如何進行的？課程的成效如何？ 以及對各方面的意義及其影響為何？本研究使用混合研究方法，以質性個案研究為主，量化分析為輔， 透過文本分析、實地觀察、問卷分析、訪談記錄等方法，蒐集撰寫論文所需的資料， 對象包含個案幼稚園的幼兒、家長、老師和行政人員，從多角度探究個案幼稚園讓家長參與到校本幼兒生命教育課程的具體實施過程、 成效及其意義所在。綜合研究發現，本研究獲得以下結論： (一)課程的實施歷程是一個互動感染的過程； (二)課程的成效顯著； (三)課程的舉辦對不同持分者均產生影響：讓幼兒有更多機會從日常生活中學習到生命教育議題；讓家長明白不要把所有重心放在子女身上，應該先要懂得愛自己，才有足夠能力愛子女；讓老師得到成長的機會，擴闊人生智慧和視野；可以讓幼稚園與家庭及幼兒連繫在一起，共同達到生命培育的目標。綜合上述研究結果，研究者分別對幼稚園、老師、家長及未來的研究方向提出了相關建議。All rights reserved.

明愛特殊教育服務於2005年成立「個別化教育計劃」聯校工作小組,旨在探討服務轄下六所特殊學校執行「個別化教育計劃」的實況,從而確立執行「個別化教育計劃」的基本原則。工作小組經歷近兩年的培訓、研習及互訪討論,並探討台灣方面的實踐現況。經多番討論後取得結論,認為香港的特殊教育服務在「個別化教育計劃」的整體定義及執行上仍未有一致的共識;然而,六所特殊學校實踐中卻確定了執行「個別化教育計劃」的十二項基本原則,包括:學生為本、課程為本、基線評估、學習目標選取、個案管理、團隊協作、課堂教學、進度匯報、學生學習歷程檔案、家長參與、檢討及跟進、轉銜處理及教師專業發展,值得工作小組作出深入探討,並將討論內容撮成摘要,以供明愛特殊教育服務同工參考。Caritas Special Education Service formed a Joint Working Group in 2005 to explore the practices of its 6 special schools in delivering Individualised Education Programmes (IEP) and to establish the basic elements in executing IEP. After almost 2 years of in-depth deliberation including staff training, professional consultation, inter-school visits and study of IEP implementation in Taiwan, the Joint Working Group came to a conclusion that there were great variations on the interpretation of the definitions and practices on IEP implementation in Hong Kong. The Joint Working Group isolated 12 basic common elements in executing IEP. They are student-centered approach, curriculum-based approach, baseline assessment, learning targets selection, case management, intra-disciplinary collaboration, classroom teaching, progress report, student portfolio, parental participation, evaluation and follow-up, transitional preparation and teacher professional development. The discussions of the Joint Working Group were summarized and documented for reference by colleagues under Caritas Special Education Service.

「家長參與」成為香港近年其中一個重要的教育變革。基於社會的變遷，範式轉移，和全球化校本管理的簡政放權改革運動，香港家長在學童教育的角色由傳統的麻煩製造者和被動參與者過渡成為今天被廣泛認同的積極溝通者、學校義務工作者及管理者，最後形成了家長與學校工作人員的夥伴關係。本文引用香港教育政策文件及相關文獻參考，目的旨在探討近二十年香港家長在其子女教育中的蛻變角色，及其對教師和學校運作的衝擊。作者把這段時期家校關係的發展概念化為五個階段：包括家長沉默與順從期、家長權利的甦醒期、家校聯繫期、學校問責期和家長全面參與期。作者同時指出在現職和職前的教師教育培訓課程中，有需要加入「家校合作」的知識、技能和態度訓練去裝備前線的教育工作者，冀能改變教師對家長參與學校教育的價值觀及增強教師與家長工作的效能。

背景：香港特區政府在二零零四年通過立法，要求辦學團體設立獨立和有廣泛代表性的法團校董會去管理資助學校。
目的：本文探討校本條例立法過程中各方人士的關注及辯論的本質，亦分析改革的特性，並將這次改革與香港早期的「校本管理」和一些西方國家的「校本管理」作出比較，最後本文討論改革對香港學校教育的影響。
論點／評論／建議：各方人士對是次立法的關注包括「學校控制權」、「持分者的參與模式」和「推行障礙」；是次改革與香港早期的「校本管理」分別強調學校的問責性及效能；立法帶來辦學團體與校董會間關係的重組，並引入類似「均等操控」的學校管治方式；辦學團體對學校的控制明顯被削弱，其它持分者的影響會增加；作者認為通過改革，香港政府並沒有如一些西方國家般明顯下放教育的權力，相反地，它取得更多對本地教育系統的控制。
總結：校本條例立法辯論的重點是「誰應控制學校」，條例引入了類似「均等操控」的學校管治方式，辦學團體在香港教育系統中的地位明顯被削弱。
Background: Hong Kong SAR Government, via the legislation in 2004, required school sponsoring bodies to set up indepedentand widely represented Incorporated Management Committees to manage subsidized schools.
Aims: This paper examined the concerns of various actors and the nature of debate during the legislation of the School-based Bill. It analyzed the characteristics of reform and compared it with the early form of School-based Management (SBM) in Hong Kong and also with the SBMs introduced in some Western countries. Lastly, this paper discussed the influences of the reform on local school education.
Arguments/comments/suggestions: The concerns of various actos over the legislation were found to include "the control of school", "the mode of participation of various stakeholders" and "barriers to implementation". The current reform and early reform of SBM in Hong Kong stressed upon school accountability and school effectiveness respectively. The legislation led to the restructuring of the relationship between the school sponsoring body and the school management committee. It has introduced a mode of school governanace similar to "Equal Control". As a result, the control of the school sponsoring body over schools would be significantly reduced and the influences of other stakeholders upon schools would increase. It was argued that by introducing the reform, the Government, unlike those of some western countries, did not decentralize its power in school education, but instead assumed increased control in the local education
