The paper is based on some emerging ideas about theorising curriculum leadership within a context of school-based management. The study is situated in a changing context of Hong Kong where two major reforms, school-based curriculum development and school-based management, have been on the school agenda for several years. The inclusion of parents, teachers and students for exploring innovative practices of school program, pedagogy, assessment and evaluation with reference to the Key Learning Areas is investigated. In the study, widening curriculum conversations with some major stakeholders of education is characterised by collaborative efforts of school reculturing and restructuring. The schools reculturing and restructuring themselves as productive and innovative places for curriculum change and school renewal are those which are committed to confronting their problems and taking those problems and issues on board; factors contributing to shape initiatives of school reculturing and restructuring are then identified and elaborated.

The paper introduces a research study which is encapsulated within a broader understanding of knowledge and action, theory and practice as well as policy and research. The inquiry of teacher curriculum decision-making is represented by the introduction of the Target-Oriented Curriculum (TOC) within a context of curriculum change in Hong Kong. The research question is framed by the problem emerging from a new challenge resulting from a curriculum change. The implementation of the TOC may be perceived as a platform for ongoing critique and reconstruction of a dynamic mix of curriculum theory, policy, research and practice. A collaborative journey of reflection and empowerment is ongoing in the research study. This collaborative journey which is an Action Research study (Koo, 1999) is navigated by a researcher from a teacher education institute to work with the participants, who are a selection of primary school teachers and principals. The Action Research has four Action Steps which have separate main activities and strategies. The initial action steps established a platform for ongoing thinking and reconstructive action. Action Step One was collaborative and a generating phase. The overarching theme was to “think about the context of my own curriculum practice”. It linked the conceptual framework with the initial and ongoing conversations. It was the beginning for the researcher of keeping detailed records of the narratives, conversations as well as her reflections as a researcher. All of the researcher’s strategies are linked with ethical considerations and trustworthiness. Action Step Two was a continuing process of engaging the research participants in a critical community for ongoing critique and improvement in curriculum practice. It comprised three individual semi-focused interviews which were spread out over three to five months. In a recent large scale survey for collecting opinions and perceptions of primary school principals on teacher education, teacher competence and teacher quality, 528 school heads had responded. Descriptive summaries are stated in the report of Contextual Analysis for Programme Development of Hong Kong Institute of Education. Further analysis was done later for academic interest. In a question asking for principal's perceptions on teacher performance, 18 performance attitudes or styles each having five responses (Strongly Agree, Agree, No Idea, Disagree and Strongly Disagree) are suggested. Factor analysis with varimax rotation generates 3 factors with eigenvalue greater than l.The first factor is of our interest since it explains almost 40% of variation of the data and can be interpreted as a contrast of positive attitudes/styles versus negative ones. The factor scores and four potential explanatory variables (Age, Gender, Qualifications and School-type) were fit into an ANOVA model. It was found that age and gender show no significant difference in the perception. But both qualification and school-type exhibit significant effect on it. Moreover, the interaction of these two factors is significant. Principals who have not completed or started any local Bed program feel very happy with the performance of teachers. On the contrary, those having or studying a local Bed degree appear to be more demanding and are not so satisfied with the performance of teachers. The heads of special schools with a local Bed degree and those without one form two extreme groups in this aspect. The findings cast some light on the leadership of principles of various qualifications and school-type.
