Reform initiative towards assessment for learning is a response to a number of developments both in the region and internationally. Teachers play a critical role in the success of its implementation. This study aimed to explore teachers’ attitudes towards the costs and benefits of using reports generated from Rasch measurement to support assessment for learning. The participants were 25 primary school teachers and 24 secondary school teachers. Focus-group interviews were used to collect data on their attitudes towards Rasch measurement. ‘Big ideas’ (Krueger, Analyzing & reporting focus group results. Focus group kit 6. Thousand Oaks: Sage, 1998) were identified from the transcripts as a whole. They were then encoded with key phrases and sorted into categories. This study found that Hong Kong teachers in general welcomed Rasch measurement as a powerful alternative to traditional total score method for providing useful and detailed feedback to support and improve student learning, although some of them might be deterred by the contextual and technical problems.

Integration or inclusive education is a hot issue and a global trend. Different countries value the policy of integration or inclusive education through whole school approach but may be with different progress on the track. This essay intends to compare the education system of Finland and Hong Kong as any change in the general education system shapes the mechanism of and the provisions to the special education. The scholarly study of other education system will help us to get deeper understanding of our own system and so can work for its improvement (Bray, 2004). The approach of comparison will be adapted from Bereday’s Model for Undertaking Comparative Studies.

School teachers, in the move of educational assessment reform in Hong Kong, are currently developing their professional competence on making a good use of assessment to enhance their own teaching. Both groups of school teachers and teacher educators are concerned with the issue about how to make sense of assessment data and to transform them into feedback useful to classroom instruction. This research seeks to understand the kinds of protocols of assessment data school teachers perceived as practical information to become useful feedback to their teaching. We conducted 2 types of protocols using different analysis methods of assessment data (that is, basic item analysis and Rasch model) to represent primary and secondary students' responses to objective test items assessing the competency of reading comprehension of Chinese literatures. We presented the protocols to primary and secondary school teachers who are teaching Chinese language subject in Hong Kong. After demonstrations, we interviewed the groups to understand their perceptions on the protocols. Results shows that teachers most value assessment data which can help in identifying students' strength and weakness, assuring test item quality, stimulating reflection on their teaching practice, and turns out to become the foundation for rebuilding their classroom instruction.
