- 粵港澳高校聯盟跨廣東、香港、澳門三地,包含兩個特別行政區,更需要整體性治理。整體性治理是實現高校聯盟內部善治的有效運行機制,同時也是實現高校聯盟外部善治的有效制度框架。通過整體性治理改進粵港澳高校聯盟的運行機制和治理路徑,建立區域和文化認同的聯盟治理理念,健全網絡型的聯盟治理結構,加快完善高校聯盟治理機制與法律法規制度建設,深化粵港澳高校的協同創新。
