- 近幾年來，香港的教育面對著重大的改革。一九九七年，香港特別行政區行政長官董建華先生在首份施政報告中，向教統會提出要全面檢討香港的教育制度。一九九九年一月，教育統籌委員會(教統會)發表了《教育目標諮詢文件― 廿一世紀教育藍圖》(下簡稱《教育目標諮詢文件》)，檢討了一九九三年九月政府發表的《香港學校教育目標》，並為學前教育、中小學教育及高等教育定下詳細的教學目標。《教育目標諮詢文件》推出以作廣泛諮詢後，引起社會各界人士熱切的討論。筆者現從教育哲學思想的角度，以古代教育思想家孔子、近代教育思想家蔡元培和陶行知的教育思想內容，從「教育功能」、「教育主張和內容」、「對教師教學的看法」、「對學生學習的看法」四方面，跟香港九三及九九兩套教育目標進行比較，闡述其異同，從而探討香港兩套教育目標背後的教育理念。此外，筆者亦會分析香港教育的現況，並會就香港教育目標的發展方向作出建議。[Copyright of Hong Kong Teachers' Centre Journal is the property of Hong Kong Teachers' Centre at http://www.edb.org.hk/hktc]
