- 按照常識,小班級當然比大班級好。因此在2002年7月19日,當被問及應否把中小學每班人數減至25人一班時,候任教統局局長李國章回應說「應該20人一班」(《明報》2002年7月20日報導),社會人士多表歡迎。不過有關小班制的問題,西方學術界過去是意見紛紜的,並不如一般人想得那麼簡單。理性的政策制訂過程中,決策者和市民都應該問:何謂「小班」?小班制真的有成效嗎?跟所需要的高昂成本比較,小班制又值得嗎?因此,本文將就近年的國際大趨勢、最新的研究成果以及香港出生人口下降所帶來的機遇三方面,嘗試協助回答上述問題。[Copyright of Hong Kong Teachers' Centre Journal is the property of Hong Kong Teachers' Centre at http://www.edb.org.hk/hktc]
