The theory-practice divide' in teacher education can be viewed not simply as an acceptance of a body of knowledge but instead an acceptance of the teacher educator's authority to determine what is relevant educational theory. This research aimed to explore student teachers' views of educational theory' and how it was discursively positioned relative to their practice in an attempt to examine whether their acceptance or rejection of it was also related to accepting the authority of the teacher educator. Using one-to-one interviews with 23 student teachers and employing a discourse analysis, four categories of students emerged. The paper describes these four categories and discusses the implications of these findings for initial teacher education and our understanding of the theory-practice' gap.

Education reform is increasingly based on emulating the features of world-class' systems that top international attainment surveys and, in England specifically, East Asia is referenced as the inspiration' for their education reforms. However, the extent to which the features identified by the UK Government accord with the situation within East Asia is problematic. This paper examines the relationship between the English representation and the reality' of East Asian education systems, using school autonomy as an illustrative example. We focus on Singapore, Hong Kong and Shanghai, which are cited extensively to legitimate policies providing greater autonomy for schools in England. We argue firstly that the English representation has been largely discursive and inaccurate; has failed to recognise the variations across the region; and has been selected to endorse the Government's ideological preferences. Secondly, the scope, form and nature of school autonomy vary markedly, and are operationalised in each society in ways reflecting the prevailing sociopolitical priorities.

Purpose The purpose of this paper is to trace the development of school autonomy and accountability and related multiple changes and impacts in key areas of school education in Hong Kong since implementing school-based management (SBM) from 1990s. Design/methodology/approach To explore the evolution and the uniqueness of autonomy and accountability in the Hong Kong school system, the paper begins with an historical account, followed by an evaluation of the effects of SBM as shown in policy documents, local research, international reviews and illustrative findings from a case study. The local and international implications of SBM for research and practice are then discussed. Findings This paper shows the links between school autonomy and accountability by exploring the potential effects of both of these factors on educational management and student achievement, which are increasingly emphasised in educational policies. The investigation shows that the assumed links and effects are not always consistent or empirically supported. The positive effects that school autonomy has on school governance and management, teachers' work, school-based curriculums and student learning are all significant when there is also strong leadership, comprehensive continuous professional development and a positive, collaborative school climate. These key elements work alongside school autonomy to facilitate positive change. Research limitations/implications School autonomy and accountability should be viewed as necessary, but not sufficient, conditions for school improvement and development. Further characterisation of the processes happening in schools is needed to explore the different realisations of school autonomy and accountability. Originality/value This investigation of school autonomy and accountability in Hong Kong provides the international audience with a deeper understanding of the dynamics involved in the development of SBM.

This paper analyses how the impact of international student achievement studies and the recent economic crisis in Europe are influencing the development of educational policy transfer and borrowing, from East to West. This is contrasted with education reform movements in East Asia, which have long legacies of borrowing from so-called 'progressive' discourses in the West. England and Hong Kong are used as case studies. Since 2010, England's coalition government has prioritised its determination to look to jurisdictions like Hong Kong to inspire and justify reforms that emphasise traditional didactic approaches to teaching and learning. In contrast, Hong Kong's reforms have sought to implement practices related to less pressured, more student-centred lifelong learning, without losing sight of strengths derived from its Confucian heritage culture. Conclusions highlight factors that underpin English interest in Hong Kong education policy, values and practice and point to the need for further attention to be given to these multidirectional and often contradictory processes by researchers concerned with the study of policy transfer.

This article presents information on 2 international educational effectiveness studies, one completed and the other ongoing. The 2nd study is, to a large degree, a reaction to a methodological problem encountered in the 1st study, the lack of an internationally valid instrument measuring teacher effectiveness. This article presents 4 reasons for conducting the 2nd study (International System for Teacher Observation and Feedback (ISTOF)) and then details the overall work plan for ISTOF-I (2004 - 2006) and ISTOF-II (2006 - 2007). The sample of 20 fully participating country teams in ISTOF is very diverse with representatives from nearly all geographic areas of the world (North and South America, Europe, Africa, Asia), many of which have never participated in teacher or school effectiveness research. This article summarizes progress made on the development of the ISTOF protocol, including the generation of components and indicators of teacher effectiveness. In many ways, the study is already a success, due to the diversity of the participating countries and their generation of major parts of the protocol during ISTOF-I. Nevertheless, this article concludes with a discussion of some of the major challenges that the research team will face as it begins ISTOF-II.

This paper presents an ethnographic case study of advanced second language (L2) students from Hong Kong who took part in a short-term sojourn in England after 14 weeks of preparation. While abroad, they lived with a host family, took literary/cultural studies courses, visited cultural sites, participated in debriefing sessions, and conducted ethnographic projects. Data consisted of interviews, an intercultural reflections journal, surveys, field notes, ethnographic conversations and a diary. The Intercultural Development Inventory measured their intercultural sensitivity on entry, after the pre-sojourn preparation, and post-sojourn. The findings supported the primary assumption that underpins the Developmental Model of Intercultural Sensitivity: 'as one's experience of cultural difference becomes more complex and sophisticated, one's competence in intercultural relations increases'.
