In recent years, both Singapore and Hong Kong have been ranked top in international education rankings. They are widely admired as high-performing education systems (HPES) and, not surprisingly, among the best education systems in the world. The success stories of Singapore and Hong Kong education have aroused widespread attention internationally among different stakeholders, such as policymakers, researchers and practitioners, to investigate if it is possible for their policies and practices to be learned and borrowed by other countries. In this article, we stress the importance of context in understanding policy phenomena and possibilities for policy transfer. The Singapore and Hong Kong education systems are facing critical issues such as the economization of education, educational disparities and the paradigm shift from meritocracy to parentocracy. How well they deal with these policy issues will determine if their present international standing continues into the future. This article provides a critical review of their education policies to explore how these policies can be refined and adjusted in order to cope with the challenges facing both education systems.

From the Americas to Asia, neoliberal policy restructuring continues to present major challenges to educational equity. In Hong Kong, teacher educators grapple with training students in pedagogy they believe in, versus the daily status quo of high-stakes exam prep, privatized "shadow education," and a system seemingly pushed to the brink of neoliberal social efficiency. Indeed, in recent years, Hong Kong has recorded top rankings on the Trends in International Mathematics and Science Study and the Programme for International Student Assessment, along with record-setting protests and student suicides. Like in the USA, neoliberalization of teacher education in Hong Kong has proffered dilemmas of standardized curricula, evaluation, and licensure, often under the guise of "21st century skills and technology." Both regions also face perpetual threats of being under- or de-funded, based on "data-driven" decision-making and leadership that are supposedly more accountable and efficient. Unsurprisingly, neoliberal policies and practices have often exacerbated inequities in teaching and learning, especially for communities labelled as minority or working-class. Within traditions of critical pedagogy, this article's authors engage in a discussion on how educators and students are navigating the neoliberal behemoth and developing more inclusive spaces across local contexts of language, class, and culture. Based on the authors' research in the Americas and Greater China, this article interrogates some of the junctures and ruptures of neoliberal education in Hong Kong, long-held as bridge between "East" and "West." The article draws from the first author Benji Chang's action research projects with pre-and in-service teachers in the region, which examines how they are critiquing and challenging dominant discourses of neoliberalism (e.g., positivism, standardization, and market-economy), and what brings hope. Purpose: The purpose of this paper is to study how reflection affects the teacher change with a focus on teaching practices under education reforms in Hong Kong. Design/methodology/approach: This study adopted narratives as the research design to unveil the contents of teachers' reflection and how the contents affect their change in teaching practices under education reforms. Findings: The study finds that teachers' reflection starts with completion of curriculum ("technical level"), then consideration of students' learning needs ("practical level") and finally, the social justice and equality ("critical level"). The levels of reflection teachers engage have significant influence on their change. The higher the level of reflection teachers have, the more motivated the teachers to explore new teaching practices not only for the learning needs of students in classroom but also for the society outside classroom. Originality/value: This study underlines the value of reflection in the process of teacher change in their teaching practices.

This study examines the development of education and the curriculum for children with mental handicap in Hong Kong, the influence of the Target Oriented Curriculum (TOC) reform on the development of the curriculum for these children and its implementation in a special school over a period of two years. Three research strategies were used: historiography, naturalistic evaluation and a case study. Data was gathered by means of document collection, interviewing and observation, and analysed by the method of constant comparison. The findings are considered in the light of political, technological and cultural factors in the developments of education and curriculum for children with mental handicap, in the introduction of the TOC to these children, and in the school personnel's interpretation and views towards its implementation. The extent of implementation of the TOC in the case study school was examined with regards to changing practices in materials, teaching approaches and teachers' beliefs. Five key themes emerged from the study: the extent of TOC implementation at school and classroom levels, the Education Department's commitment towards the education of children with mental handicap, whether curriculum reform was truly considered necessary, the ethos of teaching and the culture of special education/schools. It was concluded that the implementation of the TOC for children with mental handicap was a poor example of effective change, given the problematic nature of the reform, in particular the inadequate management of the change process. It was also evident that this reform repeated many past failures, making long term success of the TOC in special schools somewhat doubtful.

Differentiated instruction (DI) is nothing new and is believed to be an effective research-based strategy to cater for learner diversity. Differentiation involves finding multiple ways to structure a lesson so that each student is provided with an opportunity to work at a moderately challenging level. Previous studies, however, found that teachers were not well prepared and insufficiently equipped with skills and knowledge about DI. In the recent Hong Kong curriculum reform, DI has been highlighted as one of the ways to catering to learner diversity. The purpose of the study is to examine in-service teachers' readiness for using DI strategies and perceived challenges in its implementation. Using a mixed-methods design, a questionnaire was used to investigate teachers' perceived readiness for and obstacles toward using DI strategies, as followed by semi-structured focus group interviews that were done to in-service teachers of two schools. Qualitative data as obtained from the interviews was used to explain the quantitative data. With the use of factor analysis, two factors were identified in the survey, including Factor 1 Teacher-centred approach and Factor 2 Student-centred approach. Findings indicated that teachers generally tended to be ready for using DI strategies; however, they were more ready for using teacher-centred approach. Three perceived obstacles toward DI were identified: class size and diversity, time, and understanding of teaching strategies. Implications for curriculum development, professional development and research directions will be discussed at the end of the paper.

The twentieth century saw great hopes but also great failures. Philosophy, however, by its timeless truth, might confront the ever changing fashion by giving people a pointer through its philosophical application in the realm of education. In this paper, the authors argue that many philosophical teachings from the famous Greek philosophers are indeed influential when their teachings are applied to the early childhood classrooms in Hong Kong. Their sphere of influence has extended from the British colonial period to the present era in Hong Kong as far as early childhood education is concerned. For Plato, his theory of Forms and his emphasis on the search of Truth will be compared with Aristotle empiricist views in his study of nature. While analyzing the theory of Forms and the idea of the Good, the authors found that Plato's approach could be traced back to Xenophanes who proposed a monotheistic theory of God and is religiously related to Christianity. Their applications in the top-down teacher-directed play-based curriculum were valid in the early childhood educational mode during the early colonial period to the 1980s in Hong Kong. Since Aristotle was found to have a different approach to Forms as compared to those of Plato, Aristotle's argument for Forms was mentioned and its relevancy to the prevalent hybrid mode of the play-work-based curriculum in early childhood education is explored. Following the most recent reform in early childhood education in Hong Kong, free play is recommended in the reform document. Heraclitus's doctrine of ‘flux' could apply most suitably in the free play condition as ‘flux' signifies an ever changing condition just as the nature of free play does. A final touch of this paper is on exploring the divergent views of Plato and Aristotle and their impacts on education today so as to provoke further thoughts of the readers in the areas explored.

In this paper we outline the provision of pre-primary education in the Hong Kong SAR and discuss how the educational reform initiatives of 2000 (Learning to Learn) and global imperatives provided the impetus to reshape a new educational approach to early childhood education. We use the example of a half-day pre-primary (kindergarten) programme to illustrate the ways in which policy and guidelines are enacted and how they appear to reflect all the attributes of the reform movement that have adopted contemporary ideas from the international educational arena. We highlight the interpretations and enactments of these new educational imperatives in a system that has a long history of different cultural pedagogical traditions that often do not resonate with western pedagogical approaches.

In major curriculum reforms, there are inevitably gaps between design and implementation issues, taking the introduction of liberal studies (LS) into the senior secondary curriculum in Hong Kong as a classic example. The current paper illustrates how the implementation of LS as a compulsory core subject has impacted noticeably on Hong Kong senior secondary education. The LS curriculum setup is somewhat different from traditional subjects due to both the interdisciplinary nature of its design and the conceptions of learning, teaching, and assessment. The current study therefore attempts to portray the delicate balance that exists between the desirability ans feasibility of LS curriculum reform through interviewing members of the working group on the review of the academic structure for senior secondary education and interface with higher education. The study reports that, while LS policy makers considered both desirability and feasibility angles of the LS curriculum in their initial planning, the implementation of the LS public examination and teacher training to support the radical curriculum innovation fell short of expectations. Findings in the study clearly indicate that much more should be taken into account in respect of the dominance of an examination culture as well as teachers’ professional development when making major curriculum design changes.

Hong Kong kindergarten teachers, like their counterparts in many other parts of the world, face the challenges of implementing educational reforms and adopting new teaching approaches. This is especially challenging in the absence of detailed, concrete and explicit guidance on implementing new teaching approaches in daily classroom activities. The present study employed a qualitative collective case study methodology to investigate four kindergarten teachers’ perspectives and pedagogical practices in relation to the adoption and implementation of project and thematic approaches in four Hong Kong kindergarten classrooms. Three data collection methods were used, including semi-structured interviews, non-participant observations using an observation guide, and field notes. A range of strategies, including data triangulation, enhanced the credibility and dependability of the study. Key themes from the findings were identified through thematic analysis. The findings reveal that teachers were primarily focused on pedagogical practices associated with establishing and maintaining classroom discipline and rules, and ensuring children’s learning of academic skills. In the area of curriculum and pedagogical practices, the data indicated that teachers put extensive amounts of time and effort into enhancing children’s academic skills. Findings also showed that few children had free-play time. In most cases, children needed to finish their homework before they engaged in play. Such practice may affect other aspects of children’s development such as creative and critical thinking, and problem solving. With regard to discipline and rules, all teachers were concerned about children’s self-help skills and expected children to follow the classroom rules strictly. The teachers in this study frequently used demonstration and direct instructions to children to maintain classroom discipline and rules.
