香港高校自2012年起推行四年新學制以及新的課程架構，其特點為：(1)課程理念與目標已經超出傳統學術與智性發展範疇，開始融入與共通能力、態度有關的元素。(2)課程架構以必修課與分佈選修結合為主要特徵。分佈選修的範疇圍繞人文與藝術、社會與文化、科學與技術三大知識領域展開，必修科目的內容存在明顯差異，有的大學圍繞智性探究，有的大學還在智性探究範疇之外增加語言溝通、共通技能、統整融合的元素。(3)課程內容超越知識探究，關注當代社會重要議題以及未來生活需具備的能力與素質。(4)課程發展採取成果為本方法。(5)建立完善的質素保證機制，對通識課程進行定期檢討，從不同管道搜集持份者意見，對通識課程、教學做出持續改進。A new academic system and new curriculum has been implemented in Hong Kong higher education since 2012. This paper reviews the factors that affect the change of general education in Hong Kong and outlines the characteristics of general education(GE)in Hong Kong since2012. Five characteristics can be identified: 1)The purposes and objectives of GE curriculum has gone beyond the domain of academic study and intellectual inquiry and infused generic skills and attitudes into the new curriculum; 2)Most higher education institutions have adopted a structure of core curriculum and distributive requirement; 3)The themes of curriculum address important issues in the current era; 4)Outcome-based approach has been adopted in the curriculum development across the institutions; 5)Quality assurance scheme has been established to monitor the implementation and quality of overall teaching and learning with general education included as one component. This paper aims to contribute to the theorisation of effective teacher development (TD) provision in a reform context. Based on a literature review, the paper identifies key reform features, i.e., ambiguity and conflict generation, that shape teachers' engagement with pedagogic reforms and suggests a framework for designing TD programmes that address reform-specific needs. It then explores the utility of this heuristic framework through an in-depth case study of implementation of, and perceptions about, eight reforms in two schools in Hong Kong. The case study confirmed that customising the TD provision to perceived reform characteristics could contribute to teachers' positive perceptions of and experience with reforms. With the arrival of the new millennium, school leadership in Hong Kong is at a crossroads. School leaders are called upon to be more professional, more accountable and more active than ever before. Public pressure for better quality schools, and policy moves toward School-Based Management place new and increasing demands on school principals and other educational leaders. Knowledge and information are more available and transferable than at any time in history. Such an environment challenges school leaders to constantly search for ways to develop their skills, knowledge and thoughts. In line with this challenge, a group of professional educators met in May 1999 to reflect on and to analyze school leadership practices in Hong Kong. The group's brief was to consider school leadership specifically within the Hong Kong context and to identify and describe the key functions of the principal's role in Hong Kong schools. The outcome of their deliberations is the present document; a multi-level and multi-dimensional profile of contemporary school leadership practices in Hong Kong. The profile is not presented as a definitive description of school leadership in Hong Kong, nor do we expect everyone to embrace it as a professional tool. Rather, we hope that principals will use the profile as a resource when considering their key roles in school - and that through reading and reflecting upon the profile they will think more deeply about their own and others' roles in furthering the quality of education offered to Hong Kong students.

The academic year 2012/13 marked a major milestone in the history of Hong Kong higher education as it witnessed the admission of two markedly different cohorts of Cantonese-speaking freshmen to the city's English-medium universities: those embarking for the last time upon the traditional 3-year programme modelled on the British system of initial disciplinary specialisation and those commencing the new 4-year programme featuring an American-influenced first year of general education. This article presents the findings of a study which sought to compare the perceptions and experiences of the two cohorts on the challenging process of adjusting to the demands of university study. It was hypothesised that students in the 3-year cohort (3YC) would experience fewer difficulties adjusting to university learning and teaching than the 4-year cohort (4YC) as it was assumed that their A-level programme (years 12–13) placed greater emphasis on university-related skills, practices and habits of mind than the new senior-secondary curriculum (years 10–12). This hypothesis was tested by means of a survey completed by 1480 students at Hong Kong Polytechnic University towards the end of the academic year. The results largely support this hypothesis, although the evidence suggests that both cohorts had adjusted moderately well to university study by the end of the year. The results indicate that the principal difference between the two cohorts and the key to the 3YC's smoother transition was their greater confidence and competence in English, which presumably stemmed from their extra year at school and the greater depth of the traditional sixth-form curriculum.

In recent years, many teachers suffered different kinds of negative emotions in the context of education reforms. A typical explanation was that the education reforms disempowered teachers in teaching, so teachers were forced to do much non-instructional work. Teachers considered their work meaningless but were powerless to change it, and eventually indulged themselves in negative emotions. However, the present research suggested that this explanation had neglected teacher agency and might be incomplete. Arguing from the perspective of social constructionism, the research showed that teachers in Hong Kong experienced negative emotions in education reforms because, on top of the disempowerment, the reforms structurally displaced teachers' educational goals with administrative goals. The goal displacement impeded teachers' evaluation of the instructional values of their work. Thus, teachers perceived their work as inconsistent with their major purpose of teaching (i.e. making a difference) and they felt negative towards work.

Purpose: The purpose of this paper is to study how reflection affects the teacher change with a focus on teaching practices under education reforms in Hong Kong. Design/methodology/approach: This study adopted narratives as the research design to unveil the contents of teachers' reflection and how the contents affect their change in teaching practices under education reforms. Findings: The study finds that teachers' reflection starts with completion of curriculum ("technical level"), then consideration of students' learning needs ("practical level") and finally, the social justice and equality ("critical level"). The levels of reflection teachers engage have significant influence on their change. The higher the level of reflection teachers have, the more motivated the teachers to explore new teaching practices not only for the learning needs of students in classroom but also for the society outside classroom. Originality/value: This study underlines the value of reflection in the process of teacher change in their teaching practices.

Despite decades of research, little is known about the dynamics of sustaining change in school reform and how the process of change unfolds. By tracing the nine-year reform journeys of four primary schools in Hong Kong (using multiyear interview, observational, and archival data), this study uncovers the micro-processes the schools experienced during their reform. New practices first took root in a group of pilot teachers before gradually disseminating to other teachers and eventually transforming the entire school. Challenges differed across the reform journey. Synergy between school leadership, external support, and organization redesign was critical for initial success. Continued progress depended on whether school leaders and external partners could adapt their roles and redesign the organization to address the school's changing capacity and needs. The study reveals the long-term process of school reform and has crucial implications for policy, research, and practice.

港臺兩地的教改(教育改革)抱著革故鼎新的追求起步,教改的配置也幾近完美,然而結果卻是教改的主攻目標未能達成,甚至還派生出一系列新的棘手問題。兩地教改主攻目標落空的過程與事實,至少給我們留下了可資借鑒的四條教益:理想的教改目標往往知易行難,與本土文化"決裂"的教改難以成功,沒有不知疲倦的教師和無所不能的培訓,世上幾乎沒有有利無弊的教改舉措。

This study examines the development of education and the curriculum for children with mental handicap in Hong Kong, the influence of the Target Oriented Curriculum (TOC) reform on the development of the curriculum for these children and its implementation in a special school over a period of two years. Three research strategies were used: historiography, naturalistic evaluation and a case study. Data was gathered by means of document collection, interviewing and observation, and analysed by the method of constant comparison. The findings are considered in the light of political, technological and cultural factors in the developments of education and curriculum for children with mental handicap, in the introduction of the TOC to these children, and in the school personnel's interpretation and views towards its implementation. The extent of implementation of the TOC in the case study school was examined with regards to changing practices in materials, teaching approaches and teachers' beliefs. Five key themes emerged from the study: the extent of TOC implementation at school and classroom levels, the Education Department's commitment towards the education of children with mental handicap, whether curriculum reform was truly considered necessary, the ethos of teaching and the culture of special education/schools. It was concluded that the implementation of the TOC for children with mental handicap was a poor example of effective change, given the problematic nature of the reform, in particular the inadequate management of the change process. It was also evident that this reform repeated many past failures, making long term success of the TOC in special schools somewhat doubtful.

This paper provides a brief overview of current educational evaluation measures and related issues in Hong Kong. The foci of measures for discussion are quality assurance mechanisms especially school self-evaluation (SSE) and external school review (ESR), and Territory-wide System Assessment (TSA). Three questions are posed for discussion: (a) How can we promote coherence among educational reform (highlighting students' whole-person development) and educational supervision and evaluation policies (stressing academic performances) in both rhetoric and practice (b) How can we promote a systematic linkage between centralized systems (ESR, SSE, BCA/TSA) and localized systems (teacher evaluation) so as to drive school improvement/effectiveness and teacher development/effectiveness (c) How can we help relieve teachers' workload and anxieties linked with educational evaluation and foster a shared community of educational evaluation among government agencies, SSB/SMC/IMC and teachers.
