This paper provides a case study of the use of language objectives within a newly developed English language teacher education programme in Hong Kong. The programme development team decided to adopt a content-based language teaching approach to support students' second language development through content learning. The teacher education programme (the content) prepares Chinese-speaking students to become secondary level English teachers. Because of students' level of English language proficiency upon entry, the programme must provide substantial support for students' English language development in addition to their learning of subject content knowledge and ELT pedagogy. There is also a government-stipulated proficiency level for all qualified English language teachers, which essentially becomes the language syllabus for the programme. The language objectives serve as a medium for mapping the language syllabus on the content curriculum. There are reasons to believe that the approach adopted has been successful in supporting students' language and content learning. This paper describes the programme development and implementation process and the problems and constraints met. The paper also shares the lessons learnt from the curriculum development and implementation process.

This article examines colonial language policies and practices at the government Central School, Hong Kong - the so-called Eton of the East - in the second half of the nineteenth century. The article, which draws on a range of unpublished primary sources, seeks to enhance our knowledge of an important episode in Hong Kong's educational history and, in so doing, illuminate our understanding of British attitudes towards the learning and use of English in the empire. The article is divided into three main sections. The first section analyses the nature and purposes of the scheme to 'centralise' government-sponsored English teaching in a flagship school in the early 1860s. The second section investigates the roles of the English and Chinese languages in the colonial curriculum and the approaches to the teaching of English adopted by the school's founding Headmaster, Frederick Stewart. The final section examines the reform of the Central School in the late nineteenth century.

The use of students' second language as the medium of instruction in schools is quite common in former colonies of Western countries. Schools in Hong Kong have had this kind of experience for more than 150 years. In this study, three factors, namely economic, political, and educational, are found to affect the choice of medium of instruction in schools. In particular, the economic factor is found to be the dominant one for most of the time, while the educational factor has the smallest influence. Due to the change of the above three factors and their interactions over time, there were more Chinese-medium secondary schools in the first 100 years (1842-1949) and then more English-medium secondary schools during the transitional period 1950-97. However, the political factor suddenly becomes dominant after the change of sovereignty--there is an abrupt drop in English-medium secondary schools after government intervention in 1998. Educators should be more vocal and involved in politics in order to push the Government to make decisions that are educationally right.

The debate in Hong Kong over which language (Cantonese, Mandarin or English) should be used as the teaching medium in publicly funded educational institutions predates the city's transition from colony to Special Administrative Region in 1997. In the past nine years it has been presented as the cornerstone of the ongoing educational reform process. This paper argues that the issue has become increasingly ideologically motivated since the end of the colonial period, and identifies two factors contributing to the decisionmaking process in Hong Kong: the role of outside vested interests in educational policymaking and the shortfall in specific language teaching expertise. Against the complex background of Hong Kong's official language policy of 'trilingualism and biliteracy', the paper shows how educational policymakers are constrained by these factors and prevented from engaging in substantive educational language planning as a starting point for root-and-branch reforms, and how this may have led them to commission research to support pre-existing executive decisions. The study analyses official statements and policy documents on the medium of instruction issue, in combination with observations of the current situation in publicly funded secondary schools, in an attempt to indicate future directions for Hong Kong.

This paper presents the findings from a longitudinal study of teachers learning to teach English in Hong Kong secondary schools who were enrolled on the BA course in Teaching English as a Second Language (BATESL) at the City University of Hong Kong. The purpose of the study is to try to determine the extent to which the beliefs and knowledge of pre-service English teachers change between leaving secondary school and entering the teaching profession. A detailed questionnaire was completed by a cohort of student teachers as they began the course in 1994 and again upon graduation from it in 1997. The results of the comparison between the two administrations reveal that pre-service teachers' beliefs and knowledge are based on their experiences as students within the education system; are strongly influenced by their time in classrooms during practice teaching; but are changed relatively less by the training that they receive in their BA course.

This paper focuses on collaboration between native-speaking English teachers (NETs) and local English teachers (LETs) in Hong Kong secondary schools. It examines some of the strengths and weaknesses of NETs and LETs documented in the international literature. It reviews, in various contexts, schemes where team teaching has been carried out. Using case studies of selected effective practitioners augmented by recent published research, we discuss how native and non-native teachers worked together and how their collaboration impacted on themselves and their students. Our analysis elaborates on some inter- and intra-personal factors facilitating the team teaching, balanced by some of the dilemmas particularly with respect to educational philosophies. The paper concludes by arguing for relationships between particular features of the collaborations and theorised conditions for second language acquisition.
