Consequences of competition for global university rankings, such as changes in funding modes, have been extensively discussed in the field of higher education. However, few studies have reviewed its implications on knowledge production. This study provides a contextualised method for theorising the implications of this competition on the development of East Asian higher education, specifically teacher education. It identifies the new forms of knowledge being produced in two teacher education institutions in Hong Kong and Macau by reviewing the publications of new recruits in a five-year period. The study considers the following variables: author(s), date and form of publication, abstract, title, keywords, journal name, language, data source, research context and methods. The findings show that the dominant publication trends are towards quantitative research and multiple authors. Psychological research is the most popular area and studies of other long-term issues in teacher education are being marginalised.

Learning about political issues through the new core subject of Liberal Studies (LS) in senior secondary education in Hong Kong has become ‘socially problematic' amid mounting concern of politicians and pundits who see a link between such learning and the recent waves of student protests. Using data from in-depth interviews with senior secondary students in Hong Kong, we explore how politically disengaged and engaged youth experienced their LS learning and how they perceived and made sense of the relationship between LS learning and political participation or its absence. Our findings indicate that while there appear to be circumstances that give rise to diversified learning experiences, LS has little bearing on youth political participation or otherwise.

East and Southeast Asia represents a linguistically and culturally diverse region. For example, more than 700 languages are spoken in Indonesia alone. It is against this backdrop of diversity that the ten countries that comprise Association of South East Asian Nations (ASEAN) have recently signed the ASEAN Charter which, while calling for respect for the region's languages, cultures and religions also officially nominates English as ASEAN's working language. In this article, we examine the language education policies of the region and consider the implications of these policies for the maintenance of linguistic and cultural diversity on the one hand and the promotion of English and the respective national languages on the other. As ASEAN is closely connected to the three major countries of China, Japan and South Korea, as indicated by the 'ASEAN + 3' forum, we also include these countries here. We stress that, as space forbids an in-depth treatment of the language education policies of each of the 13 countries, we have chosen to describe and discuss in some depth the policies of 5 countries (China, Indonesia, Japan, the Philippines and Vietnam), as these provide a cross-section of language policy contexts and approaches in the region. We add brief notes on the policies of the remaining countries.

Purpose Political parties in Hong Kong are eager to recruit university students and internship programs are a major recruitment channel for them. However, studies on the influences of political internship programs on university students are few and have mainly been conducted in Western democracies. Therefore, the purpose of this paper is to explore the roles of political party internship programs in encouraging university and community college students to join political parties in Hong Kong, a semi-democratic autonomous region of China. Design/methodology/approach This study is based on the insights gained from semi-structured interviews with a small sample of former party interns. Findings This paper found that party internship programs can play three major roles in encouraging students at higher education institutions to join a political party. They are: exposing students to the recruitment efforts of the party, helping students who have no political aspirations to generate a desire to join, and providing an opportunity for those already considering joining to ascertain if the party is really suitable for them. Originality/value This paper shows that political internships in semi-democratic regimes like Hong Kong can play similar roles as those in Western democracies to stimulate some university students to pursue a career in politics and help those already considering a political career to ascertain their goals. This paper also shows that these stimulating and confirming effects could also apply to the application for party membership.

This paper explores the concept of miniature students to interrogate the ways in which early childhood care and education systems in East Asian countries are being constructed. Experiences drawn from working in the Hong Kong education system and observations of teaching and researching in Hong Kong have enabled an analysis about the ways in which young children are conceptualized, normalized, and governed from the beginning of preschool. The purpose of the analysis presented is not to create an alternative grand narrative of childhood or studenthood, but rather to explicate the ways in which young children are being shaped into miniature students from the beginning of their (in)formal educational experiences. A post-structuralist lens is used to explore the ways in which this concept has become manifested within the context of a privatized system, regulated by government and supported by new forms of funding to increase participation. Going beyond the geopolitical space of Asia, the making of miniature students can also be observed in many other countries in which governments focus on 'rigorous' assessment schemes or systems that are considered to result in improved high stakes test scores. The making of miniature students is perpetuated by a drive by governments toward narrow education outcomes.

Purpose The purpose of this paper is to contribute to the worldwide discussion of conceptualization, multiple functions and management of national education in an era of globalisation by proposing a new comprehensive framework for research, policy analysis and practical implementation. Design/methodology/approach Based on a review of the diversity in definitions of national education, the controversies in policy and implementation of national education are discussed. The different interpretations of national education stem from different assumptions and perspectives. Each of them seems too confining in globalisation. To overcome the controversies, this paper calls for a re-conceptualisation of national education from a broader perspective. Findings The conceptualisation of broad-based national education is premised on two fundamental principles. First, national education which is meant for development is a process by which humankind moves forward at multiple levels including the personal, local, national and global levels. Second, national education nowadays must be understood against a globalised context, in which there are multiple, complex and dynamic developments at play including technological, economic, social, political, cultural and learning developments of not only individuals and local communities within the nation but also the global world beyond the nation. In brief, broad-based education serves multiple functions at multiple levels. With national identity understood in a broader perspective, the multiplicity and complexity of national education may be better addressed. Identifying with one's own nation is a dynamic and complicated process in which interaction and integration between the different levels and different functions of civic identities are involved. This article presents an overview of language policy in Hong Kong education during the colonial and post-colonial periods. The article is divided into three main sections. The first section outlines the sociolinguistic background of Hong Kong, including the demographic trends that have been crucial in determining the course of educational development in the city in the past 170 years. The second section offers an overview of language policies and practices during the colonial era (1842-1997). This section is divided into the two distinct phases which characterised education under the British; namely, (1) the period between the 1840s and the 1960s, during which English-medium secondary education was the preserve of the elite in society, and (2) the years between the 1970s and 1997, during which the majority of students in each age cohort attended schools in which English was the official medium of instruction. The third section examines developments in language policy since the handover, focusing on the promotion and subsequent fine-tuning of a controversial policy to promote Chinese-medium instruction at secondary level.
