This paper compares public-private partnerships (PPPs) in education in post-war Singapore and Hong Kong. After the Second World War the Singapore government shied away from PPPs, while the state in Hong Kong collaborated extensively with the non-state sector in education. Singapore was a small city-state flanked by two Muslim nations, and its post-war regime faced challenges from the Malayan Communist Party. These pressures curbed the state's involvement with missionary and Chinese bodies in education. Hong Kong, however, was a mono-racial society without any anti-Chinese neighbours, and its authorities were seldom challenged by a militant antagonist. Thus, its government was freer to involve non-state agents in education. This study reveals that PPPs are viable only when suitable non-state partners exist and when the state does not believe that such undertakings would expose the school system to an antagonist. It also urges scholars in future to explore the socio-political preconditions for PPPs.

Several education hubs have emerged in Asia and the Middle East in recent years with a specific focus on cross-border higher education. Through considerable efforts in policy planning and generous funding, these hubs aim to transform a country or city into an eminent destination for education, research, and training. The inherent design of these hubs raises many questions about higher education's contribution to international relations as large numbers of local and foreign actors congregate. Specifically, some education hubs are leveraging cultural heritage and colonial legacy as an instrument of soft power by emphasising shared cultural identities and values. By engaging in cultural diplomacy, education hubs seek to exert influence on the international stage. However, assumptions about shared identities and values as well as the prevailing political climate of the local society present serious challenges for policy implementation. Alternatively, an education hub can also engage with international actors based on an enduring faith in the venture of science to propel the knowledge economy - another kind of norm that underpins soft power. This paper compares Malaysia, Singapore, and Hong Kong as education hubs that engage in soft power and cultural diplomacy.

Are teachers consciously aware of the strategies for enhancing the metacognitive processes of their students? To a large extent teachers' abilities to motivate and empower students to self-regulate their own learning processes is and has been the cause for concern among many educators even to date. Educators must focus on teaching students how to think, how to learn and to take active control over their own learning so that they are responsible for their own learning outcome. In this paper, a comparative study of teachers’ knowledge of metacognitive instruction in Hong Kong and Singapore were examined. MANOVA and a regression analysis were used to examine the patterns of teachers' knowledge of metacognitive instruction. The implications from the findings will be drawn with a view to enhance teacher education programmes.

In view of globalization, this paper takes a critical look at the learning and teaching of second language(s) in two Asian cities, i.e. Singapore and Hong Kong. It discusses the challenges faced by teachers and parents in helping children to learn second languages well as well as comparing the differences and similarities in parental and societal expectations, and the functional roles of second languages in the two societies.

This paper aims at discussing the effectiveness of the College_Asia project, which involved EFL students from Indonesia, Japan, Thailand and Hong Kong. Participants were asked to upload their photos on Flickr.com with the purpose of drawing attention and arousing curiosity. They then made acquaintance with students from the partner universities, commenting on each other's photos and postings. This practice generated topics for class discussions and provided a platform for students to use English in authentic situations. The paper concludes that the project has a lot of potential in improving learner motivation and possibilities of international collaboration in English language classrooms.

Celeste Yuen points out that with their ever increasing migrant populations, diversity is a pressing educational issue for Hong Kong, Singapore and Shanghai. Teachers’ worldview and intercultural sensitivity link with school effectiveness. This paper presents nine case studies of student teachers with high, medium and low intercultural sensitivity from three teacher education institutions as measured by the Intercultural Development Inventory (IDI) questionnaire survey. An attempt is made to tease out the life factors that contribute to intercultural development, and implications for teacher education are discussed.

This paper is based on research conducted with principals in Hong Kong which is a replication of a study conducted Virginia, United States of America (USA). The paper outlines the implementation of Quality Leadership strategies used by both sets of principals to restructure their schools in a changing society. Principals report their leadership role can no longer follow the traditional autocratic model. Both sets of principals are changing the strategies they use to manage their schools. Research on the implementation of Quality in education made the following observation even stronger evidence of Quality implementation existing at the school level. It is apparent that principle have attempted to change the way they relate to their staffs and manage their buildings. These principals have shared decision-making responsibilities with faculty and support staff through various means. Continued study is warranted to assess benefits to students as well as the role the principal plays in successful implementation. (Bryant, 1995) This case study research was conducted using qualitative methodology to study and compare the differences in the principal's leadership role in the United States and in Hong Kong in the implementation of the components of Quality as defined by the Virginia Department of Education, based on the XEROX Leadership Through Quality model. This case study research is based on extensive research conducted on principals in Virginia and reported by Bryant (1995). Data for Hong Kong was gathered through the use of the in-depth interview developed by Quality and methodological experts. The interviews were conducted on site. The findings include an analysis of the differences in the leadership roles between principals who participated in publicly funded TQM project in Virginia (CTQP) and in a similar School Management Initiative (SMI) Project funded by the Department of Education in Hong Kong. Initial findings indicate that the leadership of the principals in
