The COVID-19 outbreak led to switch from face-to-face classes to virtual mode of teaching. This emerging phenomenon requires adopting new educational policies and strategies for synchronous learning at home. This study develops a conceptual model by investigating the holistic supports for kindergarten teachers, children and families. There are well-documented studies reporting on the relationships between families’ social backgrounds, home learning environment and experiences (e.g. Foster et al., 2005; Hartas, 2011). However, few studies have shown a connection to conceptualize holistic model through investigating contextual sources of support on home learning (Kluczniok et al., 2013). In coping with the challenges and limitations of home learning, Hong Kong government and kindergartens develop various measures, schemes and plans of action to facilitate teachers and families adopting different e-learning approaches and using educational resources. This study draws on the multiple data from policy documents, reports and empirical studies to analyze the impacts of policy implementation and educational programmes. The ethical issues are considered throughout the study. Five themes have been identified from the policy discourses and empirical evidence, including preparedness, adaption, affordance, responsive and transparency. Findings of this study show that a quick adjustment on information flow, social support and parenting practices that could influence the quality of home learning experience for children. This study offers an integrated view on identifying multiple sources of support that are conducive to children’s home learning. It gives insights into building a collective repertoire of educational practices for parents and teachers to adopt during the “New Normal” period. Copyright © 2021 EECERA.

In learning environments research, limited attention has been paid to the effects of the family environment on student thinking. This study constructed a five-dimension survey of the family environment, based on previous studies of the classroom learning environment, and used it to compare the effects of the family environment and the classroom learning environment associated with an interdisciplinary course (i.e., Liberal Studies) on the critical thinking disposition of 2189 secondary students in Hong Kong. Stepwise regression revealed that: the overall effects of the classroom learning environment of Liberal Studies on critical thinking disposition were greater than those of the family environment; the content-oriented dimensions of both environments were stronger predictors of critical thinking disposition than the relationship-oriented dimensions of both environments; and the effect of the dimension of challenging task on critical thinking disposition was stronger than that of other pedagogy-oriented dimensions. Also the means of all dimensions of the family environment were significantly lower than those of the corresponding dimensions of the classroom learning environment. It is suggested that more effort should be made to enhance both classroom learning environment and family environment to generate convergent forces to efficiently cultivate students’ critical thinking. It is commonly believed that ethnic minority (EM) parents tend to have low expectation towards their children’s education due to adverse social and economic status, but other studies suggest EM parents would have high expectation because they want their children to gain upward social mobility. In this study, we compared Pakistani parents’ expectation towards early childhood education (ECE) with Hong Kong parents and examined the role of acculturation in Pakistani parents’ expectation towards ECE. Participants were 73 first-generation Pakistani parents living in Hong Kong and 214 Hong Kong parents. They filled in questionnaires that measured expectation towards ECE. Pakistani parents also answered a questionnaire that captured the degree of acculturation. Results of moderation analysis revealed significant interactions between culture and child gender in all the dimensions of parental expectation towards ECE. Specifically, Pakistani parents reported higher expectation towards ECE than Hong Kong parents. Moreover, Pakistani parents generally reported significantly higher expectation for boys than for girls, while Hong Kong parents’ expectation towards girls was significantly higher than boys with a few exceptions. Moreover, regression analyses showed that integration and marginalization were positively related to several dimensions of parental expectation. These findings provide pioneer understanding about expectation towards ECE among Pakistani parents in Hong Kong and shed light on the promotion of gender-equality ECE. Copyright © 2020 Elsevier Ltd. As a regional hub for education, Hong Kong has seen a growing population of international students. In contrast to existing conceptual models in acculturation literature that are often devoted to studying long-term settlers such as migrants or refugees in English-speaking countries (Smith & Khawaja, 2011), this study develops and tests a fine-grained model for degree-seeking mobile students. A mix-method was employed: a large scale survey (n = 619) across six Hong Kong universities and focus group interviews (n = 31). Bilingual competences were found to play important roles to predict socio-cultural adaptation together with academic efficacy, social support, contacts with locals and psychological adaptation. This study offered practical and managerial insights for educational policymakers, university senior management and administrations, academicians and research communities on how to manage the changes and accommodate the needs of international students so that we can attract a culturally diverse body of students. This research is significant because it extends the literature by examining socio-cultural adjustment during cross-cultural transitions in an increasingly globalized context. This paper was an attempt to review the scene of inclusive education in Hong Kong throughout the development of educating children with special needs for the purpose of identifying challenges posed on inclusive education. It was shown that Hong Kong was still lagging behind the international context in this inclusive movement. Using the Three Domain Framework to analyse the situation, it was shown that the deeply rooted belief in some aspect of Chinese culture had a great impact to hinder the progress of inclusive education. Strategies related to the normative domain, the institutional domain and physical domain were suggested but ultimately progress depends on the government's decision to bring inclusive education forward as the major concern of education. 本文嘗試探討在香港特殊教育發展的歷程中，融合教育面對的挑戰。資料顯示融合教育在香港的發展情況仍落後於國際水平。文章從三個層面 (3 Domain Framework) 去分析融合教育的現況，發覺中國文化某些根染蒂固的信念可能是香港融合教育發展的主要障礙。文章從文化規範、體制及物質層面上作出改善的建議。然而，歸根究底，香港融合教育的有效發展，仍有賴於政府推行融合教育的決心。

Background: Based on the concept of sexual prejudice and cultural competent model for training professionals, this study explored teachers' perspectives on their needs for sexual diversity training for Chinese Tongzhi students (Lesbian, gay, bisexual, transgender, questioning, queer, inter-sex, and asexual-LGBTQQIA) in Hong Kong.Methodology: The study adopted phenomenological approach, from the qualitative constructivist paradigm. Semi-structure qualitative interviews were carried out with 25 sexual minority informants on their suggested themes on professional training for teachers, to enhance their cultural competence, including the sexual diversity competence. Data analysis was carried out through NVivo, and followed the procedures spelt out in the qualitative research literature. Inter-rater reliability was calculated. Trustworthiness of the study was addressed through various strategies.Results: Preliminary themes emerged from transcript content analysis: 1) “Our experience of encountering teachers - without awareness and cultural competence”. informants suggested ways of sensitive training for teachers, through diverse and creative strategies; 2) “Our contacts with teachers revealed their narrow perspective on sexuality and sexual diversity”- informants suggested a holistic and comprehensive sexual diversity education for teachers, including contemporary studies on sexual and gender diversity, sexual prejudice, minority stress, with related research studies. Barriers in Hong Kong social cultural context to access sexual diversity knowledge. 3) “They should speak our language” - informants suggested engagement skills with affirmative and culturally sensitive lens; 4) “The training should be mandated and engaging” - informants suggested using diverse strategies to engage teachers to understand their community culture.Implications for culturally competent training for teachers to address the needs of Tongzhi students were discussed. Previous studies have suggested that placing students in ability groups for teaching purposes can have negative consequences on the self-esteem and motivation of the students placed in the lowest groups. The study reported here explored this phenomenon in relation to students in a Band 4-5 secondary school in Hong Kong. A self-report questionnaire, with items covering classroom motivation and attitude, was used to elicit responses from 212 students in the first and second year. The students were from three different ability groups, ranging from high ability (relative to a Band 4-5 school) to low ability. Results indicated significant differences between the mean scores for students in the highest and lowest ability groups in seven out of twenty items in the questioonaire. In general the findings indicate a less optimistic attitude and a reduced level of motivation in students from the lowest group. Research evidence has also suggested that ability grouping can have a negative impact on teachers' motivation and expectancy in relation to the lowest-ability groups. This study explored the expectancies, beliefs and attitudes of 25 teachers who work with the students identified above. It was found that the teachers typically held more negative views of low-ability classes. The article includes discussion of the implications of these findings in terms of modifying teachers' attitudes and improving the learning opportunities for low-ability secondary students.

The Great Gatsby curve shows societies with higher levels of economic inequality to exhibit lower levels of intergenerational mobility, with such mobility influenced by educational opportunities. Hong Kong features one of the world’s largest degrees of economic inequality, but has also witnessed a substantial expansion in tertiary education in the past two decades. This paper investigates the change in intergenerational earnings mobility and returns to education in Hong Kong over time. Data were drawn from the 1996, 2006 and 2016 Hong Kong Population By-Censuses. Instrumental variables regression was performed to estimate the change in the average level of such mobility, and instrumental variables quantile regression to estimate the change in the non-linear pattern of intergenerational mobility and returns to education. The findings show the average level of intergenerational mobility has been improved, with intergenerational elasticity decreasing from 0.37 in 1996 to 0.26 in 2006 and 0.23 in 2016. However, intergenerational economic transmission among high-earners remains persistently strong. Examination of the non-linear pattern shows that it is the reproduction of wealth rather than the reproduction of poverty that has led to intergenerational persistence in Hong Kong. A similar pattern was observed in 1996, 2006 and 2016. Returns to non-degree tertiary education were similar across the earnings distribution in 1996 and 2016 but more valuable for low-earners in 2006. Degree-level tertiary education is persistently more valuable for high- than low-earners, which exacerbated earnings inequality in 1996, 2006 and 2016.

This paper examines issues of affordability and justice using the concept of “basic structure” as developed by Iris M. Young in order to produce a more nuanced account of the Pre-primary Education Voucher Scheme. We draw on the experiences of Hong Kong mothers of different socio-economic status who have participated in the voucher scheme. The scheme aims to provide affordable quality early education by giving parents a flat-rate voucher so as to assist them in enrolling their children in non-profit local kindergartens. We base our arguments on the central premise that socially just policy requires meticulous attention to the basic structure that determines distributive patterns. We go on to argue that the basic structure is governed by institutional assumptions, rules, and practices about class, gender, and markets. Our analysis references both quantitative and qualitative data of a three-phased mixed-method study with > 1400 mothers. The key findings reveal how mothers of different socio-economic backgrounds experienced the voucher scheme where power structures and relations are legitimized, thus contributing to the structural processes that reproduce constraints and injustice. Mothers' articulation regarding the policy recommendation of free early education adds insights into the constraints they experience and a notion of collective responsibility in supporting the education of young children.
