In polarized and pluralistic societies, schools are critical for nurturing students towards becoming informed, active citizens. This study of 18 school staff (teachers, principals and vice-principals) at six secondary (high) schools showed three paradigms through which they cultivated students to become good citizens while navigating media influences. School staff in the laissez-faire paradigm were facilitators that emphasized knowledge, social concern, and conservative characteristics of “good citizens.” By contrast, staff in the mediate diversity paradigm inform students and share balancing information from other perspectives. Lastly, staff in the school mission paradigm support student engagement in citizen responsibilities and political processes. All staff reported that media influenced students’ values and perspectives, and sought to reduce students' confirmation bias by fostering their critical thinking skills and media literacy. This study aims to investigate, with an action research approach, the possibility of enhancing conscientization by applying critical pedagogy (CP) in the Liberal Studies (LS) curriculum of Hong Kong, in order to introduce a new paradigm of civic education that fosters learners’ transformative actions in sociopolitical issues. Shor’s (1992) model of “empowering education” was taken as the main framework in applying CP. In addition, Shor’s (1992) “Paradigm of Four Domains” was adopted to investigate teachers’ and students’ obstacles and resources in the process. The study was conducted in a local secondary school for approximately 10 weeks, with a Secondary 5 class of 15 students as participants. The findings revealed that there were rich possibilities of conscientization, which means the development of critical consciousness, achieved through applying CP in the LS curriculum. However, some obstacles were found hindering the application of CP in the LS curriculum. Among them were the “teaching to the test” pressure on the teacher and the mentality of didacticism. On students’ side, their weakness in literacy skills and the alienation caused by the authoritarian culture were the main obstacles. Yet, students’ developing interest in experiential learning activities and their willingness for transformative practice were found to be resources that motivated them to learn in the new mode of CP. To complement students’ resources, the willingness and proficiency to support students’ transformative practice, the readiness to explore taboo issues, and an influential relationship with students were the resources that facilitated CP practice on the teacher’s side. This study is significant and advocating in several ways. Throughout this study under the specific school conditions in Hong Kong, Shor’s four-domain paradigm for the practice of CP is developed and enriched. This chapter examines the role of education in the socio-political development of Hong Kong from a historical perspective. Using the framework of “citizenship as process,” it reviews the way in which identity politics and civic movement took place in the condition of a weak political framework for citizenship and explains the Janus-faced nature of the Hong Kong political culture which oscillates between economic instrumentalism and political activism. The chapter proposes how teaching can be designed and conducted for the sake of cultivating a meaningful civic identity and global citizenship against the backdrop of the recent resurgence of nationalism worldwide. It argues that spoon-fed pedagogy of civic and national education is difficult to make positive impact on educational outcome, especially in global and entrepreneurial cities like Hong Kong situated in the digital age. This paper analyzes global education policy and curricular documents in Singapore and Hong Kong. Using a discursive approach, we characterize curricular aims through various cosmopolitan perspectives. We posit that although touted as Asian global cities, Singapore and Hong Kong are cases where neoliberal and nation-centric educational agendas have effectively rebranded cosmopolitanism and tamed its transformative potential. To develop this argument, we review theories and critiques of cosmopolitan forms of global citizenship education deemed necessary to prepare young people for complex global social conditions. We discuss cosmopolitan principles on identity, values, and deliberation and draw on critical cosmopolitanism and Asian forms of cosmopolitanism to provide a discursive framework for analyzing curricular intentions in the two cases. Many are concerned with education’s role in preparing societies to meet challenges related to globalization. Among various educational aims related to globalization is that of developing in young people a critical awareness of the lives of disadvantaged people, in their communities and across the world, to become compassionate, or socially responsible, ‘global citizens’. This general interest is shared by policy makers envisioning global or twenty-first century citizenship education, as well as by philosophers of education and social justice-oriented teachers. However, the aim of such education or its most appropriate pedagogy or schooling context is not always spelled out, owing to the controversial nature of various interpretations and recommendations related to poverty and injustice today (i.e., economic redistribution versus austerity; privatisation versus socialism).In this essay, I ask whether altruism can be usefully elaborated as an educational aim for global citizenship and social responsibility. First, I examine philosophical treatments of altruism such as by Thomas Nagel and Lawrence Blum, and consider the educational implications of significant features of a useful definition of the concept. Next, I juxtapose these views with those of Confucian and Buddhist scholars, to consider whether a universal value of altruism for contexts of west and east is plausible. Finally, I apply my conceptualization of altruism to Hong Kong curriculum, providing a concrete context for considering altruism as a useful educational aim. I end by highlighting the tension of teaching for altruism in settings (unlike Hong Kong) where moral education is contentious, while citizenship education is not. Copyright © 2013 PESA CONFERENCE.

Cosmopolitanism and its application for education in western societies has been well examined. Yet cosmopolitanism in society and in education has not been systematically explored in many Asian societies. Facing a large number of people from diverse backgrounds, the society and its education system in Hong Kong are troubled by issues similar to those found in western postindustrial societies, related to cultural and national belonging and identity. Prejudice and racism towards ethnic minorities – particularly those from South Asia and Africa, is quite common. Additionally, animosity and hostility to mainland Chinese newcomers has increased and intensified in the context of Hong Kong’s “repoliticization” after its 1997 handover. This article aims to explore how cosmopolitanism is understood, valued, and approached in Hong Kong education. We start by exploring the role of decolonization and nationalization in political education in Hong Kong. We then discuss cosmopolitanism, and consider how it impacts particular social and educational issues in Hong Kong. We also provide an analysis of discourses on cosmopolitanism taken from Hong Kong General Studies and History textbooks, to identify challenges faced in facilitating cosmopolitan values, a balance of identities, and global citizenship in Hong Kong education. This special issue of Educational Philosophy and Theory considers the Hong Kong Umbrella Movement as an educational event, which has impacted attitudes and outlooks and conceptions of young people’s role, of education, and of society. This essay serves as an introduction to the more substantive pieces that follow. It describes two alternative perspectives on youth civic engagement in Hong Kong historically; and in so doing, it addresses some of the challenges related to free academic expression that hinder scholarly research and publishing on the area of Hong Kong-China relations looking into the future. Since Hong Kong returned to Chinese sovereignty, national identity building became an important part of school education meeting some resistance in Hong Kong society. In 2012, thousands of school stakeholders protested against the introduction of the 2012 Guide of Moral and National Education (MNE). These conflicts have influenced teachers’ attitudes towards MNE and curriculum choices. Employing the Model of Teachers’ Perceptions of Moral and National Education, this research investigates the factors affecting teachers’ perceptions of MNE, as a national identity building curriculum. The findings indicated that “perceived other support for MNE,” “perceived non-monetary cost–benefits,” “perceived concerns of MNE,” and “comparison with the previous system (Moral and Civic education)” were the significant predictors for teachers’ receptivity of MNE. The results suggested that if teachers were supported by others, they were more likely to support MNE; and they were less likely to support the implementation of MNE when teachers had serious concerns about it. The results recommended adding media and socio-political factors into the Model of Teachers’ Receptivity to curriculum changes. The discussion will employ identity grafting (Lee in Managing Chineseness: Identity and ethnic management in Singapore, Palgrave Macmillan, London, 2017) as a point of comparison to identify the theoretical implications of MNE.
